Village of Alsip Village Board met Nov. 1.

Here are the minutes provided by the board:

Mayor Ryan called the meeting to order at 7: 31 .p m.

Clerk Harding called the roll with the following in attendance: Trustees Dalzell, McLawhorn, Murphy, Nava-Esparza, Perretta and Mayor Ryan. Trustee Juarez was absent.

BID OPENING: Phone System. There were 3 bids. AT& T was incomplete, only providing bid amount of $55,361.71. Communication Square LLC located at 7108 S. Kannar Hwy, Stuart, FL 34997, no bid bond, bid amount $299,700.00. B & B Networks Inc., located at 245 W. Roosevelt Rd., West Chicago, IL 60185, included bid bond, bid amount $72,540.56.

MAYOR' S REPORT: Mayor Ryan presented: 1) APPROVAL OF AN ORDINANCE OF THE VILLAGE OF ALSIP DESIGNATING REPUBLIC SERVICES 1NC. AS THE EXCLUSIVE RESIDENTIAL SCAVENGER FOR THE COLLECTION AND DISPOSAL OF ALL WASTE AND RECYCLABLES WITHIN THE VILLAGE OF ALSIP AND APPROVING A FRANCHISE AGREEMENT THEREFOR AND INCLUDING E- WASTE REMOVAL, ONCE PER MONTH, PER DWELLING. 2) Had a zoom call this week with Dawn Miller and they will have the Cook County Budget approved soon. Villages can submit ideas for ARPA money.

CLERK' S REPORT: Clerk Harding presented: 1) Approval of the October 18, 2021 Board Meeting Minutes. 2) Approval of the October 25, 2021 Committee Meeting Minutes. 3) Approval of the October 25, 2021 Special Board Meeting Minutes.

ATTORNEY' S REPORT: Attorney Elizabeth Attard. No report.

ENGINEER' S REPORT: Will Dolan: 1) Recommendation to award the Chapel Hill Storm Sewer Lining contract to the low bidder, Insituform Technologies USA Inc., for the bid amount of Two Hundred Forty- Eight Thousand Two Hundred Twenty Dollars and Forty Cents ($ 248, 220. 40). They will pave Firehouse 2 and concrete next week. Tuesday they will mill Village Hall parking lots and Police Dept, will be finished by the end of the week. Mayor stated he was informed by the Cook County Land Bank that there is a vacant lot available for purchase at 13005 Hamlin Ct., if Village is interested in it. Will Dolan said he would look into this and the cost to test soil, etc, or if any businesses were interested in purchasing.

PUBLIC FORUM: No one came forward.

FINANCE AND INFORMATION TECHNOLOGY REPORT: Trustee McLawhorn presented: 1) Approval of a list of payroll dated October 22, 2021 totaling $ 2) Approval of a list of accounts payable dated November 1, 2021 with a recap of General Fund $82,204.06; Road & Bridge $10,589. 36; MFT $1,018.50; Liability/WC Insurance $ 65,691.92; Health Insurance $839.44; Water & Sewer $ 367,572.87; Sanitary Sewers $1,777.81; Heritage UII $117,931.68; IPRF Grant Expense $7,600.00, Retiree Health Insurance $44,010.27 for all funds totaling $699,235.91. 3) Approval of the October Finance Report.

FIRE DEPARTMENT REPORT: Trustee Murphy presented: 1) Approval to purchase a Seagrave fire engine for a cost not to exceed $688,716.00. 2) Approval of the replacement of kitchen cabinets at Fire Station# 1 for a cost of $13,400. Brother' s Leal, LLC of Alsip was the lowest quote.

POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1) No Report.

PUBLIC WORKS AND BOAT LALTNCH REPORT: Trustee Murphy presented: 1) Approval to purchase one new 2022 Ford F350 pickup truck with snowplow from Roesch Ford 303 W. Grand Ave. Bensenville, IL through the Suburban Purchasing Cooperative in an amount not to exceed $45,000.00.

SEWER AND WATER: Trustee Nava- Esparza presented: 1) Approval to purchase water meters and FlexNet radios at a cost not to exceed $27,248.00.

BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1) No report.

HUMAN RESOURCES AND INSURANCE: Trustee Murphy presented: 1) Healthcare open enrollment will be November 18, 2021 from l0am - 4pm in conference room 2. This will be at Village Hall.

REPORTS OF SPECIAL COMMITTEES

ECONOMIC DEVELOPMENT: Trustee Nava-Esparza presented: 1) Congrats to Intentional Nutrition on your grand opening, they are located at 11951 S. Pulaski Rd. Mayor Ryan stated that there was some interest in the US Bank property as well.

VILLAGE PROPERTIES: Trustee McLawhorn presented: 1) No Report. Mayor Ryan asked how HRE was doing at Heritage after the first month and Rodger stated that they are doing a nice job over there. There is currently 4 units ready to for rental at Heritage 2 and 1 unit ready for rental at Heritage I.

ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1) APPROVAL OF AN ORDINANCE AMENDING CHAPTER 2, ADMINISTRATION, ARTICLE XV, PROCUREMENT OF GOODS AND SERVICES, SECTION 2- 273, PURCHASES OR CONTRACTS FOR APPROPRIATED ITEMS, OF THE MUNICIPAL CODE OF THE VILLAGE OF ALSIP. This was adjusting the cost limits for approval from the last ordinance from 15 years ago.

PLANNING & ZONING AND LICENSES: Trustee McLawhorn presented: 1) Approval of a list of licenses dated October 11, 2021 through October 22, 2021.

Motion to Establish Consent Agenda:

Motion by Trustee Dalzell to establish the Consent Agenda as presented; seconded by Trustee Murphy.

Roll # 1: Voting " aye": Trustees Dalzell, McLawhorn, Murphy, Nava- Esparza and Perretta. Motion carried 5- 0.
