Village of Alsip Board of Trustees met Nov. 8.

Here are the minutes provided by the board:

COMMITTEE MEETING

Mayor Ryan called the meeting to order at 7: 33 p.m. Clerk Harding called the roll with the following in attendance: Trustees Dalzell, McLawhorn, Juarez, Nava- Esparza, Perretta and Mayor Ryan.

Trustee Murphy was absent

MAYOR' S REPORT: Mayor Ryan presented: 1) Gave Trustees a handout with the new garbage proposal contract. He will ask at next weeks meeting to approve the 5- year contract. 2) Mayor discussed he had gone through modifying the ordinance with the attorney on cost adjustments and proposed possibly raising building fee permits, etc. as those fees have not been changed since 2005. 3) Discuss that he had met with Mike Fraider and Becky Smith about the replacement of the Village Christmas tree. The cost to lease one is around $ 12, 000 and to purchase one is even more than that. Mike Fraider and his department will work on fixing up the one that we have to make it work. 4) Thursday November 11, 2021 at l lam at Veteran' s Plaza they will have a celebration for Veteran's Day. All are welcomed to attend there will be some refreshments available.

CLERK' S REPORT: Clerk Harding presented: 1) Presentation of the November 1, 2021 Board Meeting Minutes. 2) Presentation of the October 2021 FOIA Report. 3) Presentation of the September 2021 Motor Fuel Tax Allotment in the amount of$ 66, 649. 32.

PUBLIC FORM: Nobody came forward.

FINANCE AND INFORMATIONAL TECHNOLOGY REPORT: Trustee McLawhorn presented: 1) List of payroll and accounts payable. 2) Revisit OPEB Trust setup. Joyce Tucker stated that there is money sitting in a savings about and we really need to get the Trust set up. She asked for board to start thinking about who will be on the board for this. She will start working on setting up a 115C Irrevocable Trust and hopes to have it up and ready by end ofApril 2022.

FIRE DEPARTMENT REPORT: Trustee Juarez presented: 1) No report. Mike Fraider stated that the concrete is almost complete at both Fire Departments.

POLICE AND TRAFFIC SAFETY REPORT: Trustee Dalzell presented: 1) Presentation of the October 2021 Police Department Monthly Activity Report.

PUBLIC WORKS AND BOAT LALTNCH REPORT: Trustee Juarez presented: 1) Presentation of the October 2021 Public Works Department Monthly Activity Report. Mayor Ryan asked for an update from Mike Fraider on the trees at the boat launch. Mike stated that they have already delivered black dirt, solids, and compost and the public works department is working on spreading and mixing all the soils to prepare for trees to be planted. There will be approximately 200 trees planted started next with and mulch walk ways. He also updated that the removal/ replacement of 320 squares of sidewalk began today.

SEWER AND WATER: Trustee Nava-Esparza presented: 1) Presentation of the October 2021 Water and Sewer Department Monthly Activity Report. Trustee also updated that on the click to gov site there was a glitch in adding payment options but it has been resolved. Some people are having trouble that are using chrome browser so it is suggested to use an alternate browser if possible. Dan Tryban updated that the water main replacement has begun. Once completed they will pressure test them then switch residents to the new water mains.

BUILDING AND HEALTH REPORT: Trustee Perretta presented: 1) Presentation ofthe October 2021 Building Department Monthly Activity Report. 2) Presentation of the October 2021 Health Department Monthly Activity Report. 3) Discussion of amending the garbage corral ordinance. This was last revised in 1983 and wording was very vague. Our attorney said that the revisions should be available November 15' for us to review. This would be for 3 flats or more.

HUMAN RESOURCES AND INSURANCE: Mayor Ryan presented: 1) Review of Proposed Health Insurance. Renee Formell from Alliant Insurance was present to discuss the upcoming open enrollment and our renewal of health/ dental insurance. The plan is staying the same as it was last year. Medical claims are up about 9. 1% from last year and dental claims have decreased about 6% from last year. We can discuss modifying the plan for 2023 without changing how good the plan currently is. Can discuss with employees the benefits of price shopping when it comes to x-rays, mri' s, prescriptions, etc to keep costs down. This will be put on the agenda to vote on next week.

REPORTS OF SPECIAL COMMITTEES

ECONOMIC DEVELOPMENT: Trustee Nava-Esparza presented: 1) No report. Asked for an update on NextSite. Mayor Ryan said that he will have an update after next meeting. Trustee also asked for an update on TBK construction and Firewater constructions. Rodger Early stated that both properties plan to have footings in before winter, they are working on foundation now. Firewater was held up on some permits but that is cleared up.

VILLAGE PROPERTIES: Trustee McLawhorn presented: 1) No report. Mayor Ryan noted that the asphalt at the Village Hall will be completed Tuesday or Wednesday this week. Parking spots will not be angled spots, possibly creating more spots available. Mike Fraider is also working on a safe exchange location that will be striped in green and close to cameras for anyone needing a safe spot for meeting.

ORDINANCE AND LEGISLATION: Trustee Perretta presented: 1) No report. Garbage ordinance was discussed in Building and Health report.

PLANNING & ZONING AND LICENSES: Trustee Juarez presented: 1) Presentation of a list of licenses dated October 25, 2021 through November 5, 2021.

PRESENTATIONS, PETITIONS, COMMUNICATIONS: Trustee Nava- Esparza brought up modernizing some of the ordinances, for example, the one for home businesses. Right now, it states one home business per residents. With more working from home now, she suggested maybe modifying that to two home businesses per residence and add price increase of ordinance and licensing. She will work on verbiage and present to the board.

NEW BUSINESS: There was none.

ADJOURNMENT: Motion by Trustee McLawhorn to adjourn and; seconded by Trustee Perretta. All in favor; none opposed. Motion carried. Meeting adjourned at 8: 50 pm.
