Village of Justice Board of Trustees met Oct. 11.

Here are the minutes provided by the board:

CALL TO ORDER:

Wasowicz called the meeting to order at 7:00 p.m.

PLEDGE OF ALLEGIANCE:

Mayor Wasowicz led the reciting of the Pledge of Allegiance.

ROLL CALL:

Acting Clerk Maria Cervantes recorded the roll. Present are: Mayor Kris Wasowicz, Trustees: Melanie Kuban, Stan Ogorek, Fran Mills, Jeff Allen and John Obrochta. Village Attorney Joe Cainkar, Building Department Commissioner Shilka, Economic Development Director Matt Zarebczan and JPD Deputy Chief Michael Kurchner.

Trustee Gabriel Lopez and Clerk David Kroll were absent with prior notice.

PUBLIC COMMENTS:

Mayor Wasowicz asked for questions or comments directly related to tonight’s agenda. There were none.

APPROVAL OF MINUTES:

The Chair will entertain a Motion: To approve the minutes of the September 27, 2021 board meeting as submitted, or if necessary, as corrected.

MOTION: Trustee Kuban so moves (to approve the minutes as submitted.)

SECOND: Trustee Ogorek

VOTE: Ayes – Trustees Kuban, Ogorek, Mills, Allen and Obrochta

Motion passed.

VILLAGE PRESIDENT’S REPORT:

Mayor Wasowicz related that he had no report at this time.

VILLAGE CLERK’S REPORT:

Acting Clerk Cervantes related that she had no report at this time.

COMMITTEE REPORTS:

ECONOMIC DEV. & BUSINESS LICENSES: Trustee Ogorek

MOTION: Trustee Ogorek Moves: To approve a business license for F.C.O. Truck Repair, Inc. operating a truck/trailer repair business located at 8755 W. 82nd Place in Justice.

SECOND: Trustee Mills

VOTE: Ayes - Trustees Ogorek, Mills, Allen, Obrochta and Kuban

Motion passed

MOTION: Trustee Ogorek Moves: To approve RESOLUTION 2021-19: A RESOLUTION APPROVING AN INTROGOVERNMENTAL AGREEMENT BETWEEN THE VILLAGE OF JUSTICE AND THE COUNTY OF COOK RELATIVE TO PARTICIPATION IN THE 2021 INVEST IN COOK PROGRAM FOR THE 86TH COURT INDUSTRIAL ROADWAY RECONSTRUCTION PROJECT.

SECOND: Trustee Mills

VOTE: Ayes - Trustees Mills, Allen, Obrochta, Kuban and Ogorek

Motion passed

Trustee Ogorek related that the dirt pile relating to the 86th Avenue Project has been removed and restoration can proceed.

The Economic Planning Board will be meeting at 6:00 pm on October 26, 2021 in the Village Board Room. All are welcome to attend.

BUILDINGS, ZONING AND ORDINANCES: Trustee Allen for Trustee Lopez

Building Commissioner Shilka related that a Village resident had a major fire and nobody was injured.

PUBLIC UTILITIES & INFRASTRUCTURE: Trustee Allen

Trustee Allen related that public works will be, dependent on the weather, paving the alley behind the Justice Animal Clinic on 85th & Roberts Road.

Mayor Wasowicz related that Public Works Director Cekus reported that the drainage in the Village is working as expected.

FINANCE & INSURANCE: Trustee Kuban

MOTION: Trustee Kuban Moves: To approve posted payables of $18,930.03, Recurring Expenses of $81,863.23, MFT Expenses of $30,403.32, Capital Project Expenses of $129,822.17 and payroll earnings of $172,298.85 (with taxes) for a total of $433,317.60.

SECOND: Trustee Obrochta

VOTE: Ayes - Trustees Allen, Obrochta, Kuban, Ogorek and Mills, Motion passed

MOTION: Trustee Kuban Moves: To approve ORDINANCE 2021-19: AN ORDINANCE OF THE VILLAGE OF JUSTICE, COOK COUNTY, ILLINOIS, PROVIDING FOR THE SALE OF SURPLUS REAL PROPERTY.

SECOND: Trustee Ogorek

VOTE: Ayes - Trustees Obrochta, Kuban, Ogorek, Mills and Allen

Motion passed

MOTION: Trustee Kuban Moves: To approve ORDINANCE 2021-20: AN ORDINANCE AMENDING CHAPTER 3, BUSINESS REGULATIONS, ARTICLE IV, ALCOHOLIC LIQUOR, BY AMENDING SECTION 3-88, NUMBER OF LICENSES, OF THE JUSTICE MUNICIPAL CODE.

SECOND: Trustee Mills

VOTE: Ayes - Trustees Kuban, Ogorek, Mills, Allen and Obrochta

Motion passed

Trustee Kuban related that the invitations for the Veterans Dinner have gone out and the preparations are proceeding smoothly.

The Holiday Basket giveaway will once again will be using gift cards and letters soliciting monetary donations will be going out shortly.

ADMIN, COMMUNICATIONS & RECREATION: Trustee Mills

MOTION: Trustee Mills Moves: To approve the contract for First Communications for the replacement of the phone system in the building department.

SECOND: Trustee Allen

VOTE: Ayes - Trustees Kuban, Ogorek, Mills, Allen and Obrochta

Motion passed

MOTION: Trustee Mills Moves: To approve a donation to Special Olympics in the amount of $100.

SECOND: Trustee Obrochta

VOTE: Ayes - Trustees Ogorek, Mills, Allen, Obrochta and Kuban

Motion passed

Trustee Mills related that Cook County and the Hinsdale Humane Society had scheduled a pet clinic behind the Village Hall on October 9, 2021. The Village was not notified of this event until a few days before. However, it was very will attended and 140 rabies shots and 100 microchips were administered. The 2022 clinics will be scheduled in December.

PUBLIC SAFETY AND HUMAN SERVICES: Trustee Obrochta

Trustee Obrochta related that he had no report at this time.

ATORNEYS’ REPORT:

No report.

None

OLD BUSINESS:

Mayor Wasowicz asked Building Commissioner Shilka if he had a projected date for the repair of the Finance Office bathroom. Commissioner Shilka stated that it should be done within the next week.

NEW BUSINESS:

Scheduling of Committee Meeting for Wednesday, October 20, 2021.

There being no further business to transact Mayor Wasowicz called for a motion to adjourn by a voice vote.

MOTION: Trustee Kuban so moved.

SECOND: Trustee Ogorek

VOTE: All ayes.
