City of Palos Heights License, Permits & Franchises Committee met Nov. 9.

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Lewandowski called the meeting to order at 7:05 p.m. In attendance were Alderman Basso, Alderman McGrogan, Alderman McGovern, Building Commissioner Frank Giordano, City Administrator David Strohl, and Recording Secretary Margaret Carey. Also in attendance were representatives from Take 5 and residents Daniel Davis and Joshua Lithe.

APPROVAL OF MINUTES

Alderman Lewandowski made a motion to approve the minutes of the October 12, 2021 meeting, seconded by Alderman McGovern. On a voice vote, the motion passed unanimously.

PERMIT & CODE ENFORCEMENT REPORT

Chairman Lewandowski referred to the permit report in the agenda packet. For the permit period from October 7, 2021 – November 3, 2021, the City has collected $49,768.05, with 15 permits issued. There were 15 code enforcement cases and 16 inspections for that same period.

BUSINESS LICENSE REPORT

For the 2021 business licenses, $72,708.00 has been invoiced and $65,707.00 has been collected thus far.

VEHICLE STICKER REPORT

For the period May 17, 2021 – November 3, 2021 approximately 7,070 stickers were sold and $161,210.75 was collected.

PERMANENT SIGN REQUEST – 6401 W. 127th Street (Pete’s Market)

The petitioners were not present to explain the request.

Alderman Lewandowski motioned to table the request, seconded by Alderman McGovern. On a voice vote, the motion passed unanimously.

PERMANENT SIGN REQUEST – 12861 S. Harlem Avenue (Take 5) – Monument Sign

Representatives from Take 5 oil change business were present to explain their request for a 10’ monument sign. Committee members discussed.

Alderman Lewandowski motioned to approve the permanent sign request, seconded by Alderman McGrogan. On a voice vote, the motion passed unanimously. AGENDA

PERMANENT SIGN REQUEST – 12861 S. Harlem Avenue (Take 5) – Oversize Logo Sign Representatives from Take 5 oil change business were present to explain their request for an oversized logo sign on the building. Committee members discussed.

Alderman McGrogan motioned to approve the logo sign request, seconded by Alderman McGovern. On a voice vote, the motion passed unanimously. AGENDA

PERMANENT SIGN REQUEST – 12861 S. Harlem Avenue (Take 5) – Signage on 3 Sides of the Building Representatives from Take 5 oil change business were present to explain their request for illuminated signs on 3 sides of the building. Committee members discussed and mentioned that neighbors would not be in favor of the sign facing east. Mr. Boyd from Take 5 said that sign will not be illuminated and can be mounted to the building without power.

Alderman Lewandowski motioned to approve the request as presented, seconded by Alderman McGrogan. On a roll call vote, the motion passed as follows:

NAYS: 1 BASSO

ABSENT: 0

COOK COUNTY HEALTH DEPARTMENT AGREEMENT

Chairman Lewandowski explained this is an annual Intergovernmental Agreement for Cook County to provide our Health Inspection services.

Alderman McGrogan motioned to approve the agreement, seconded by Alderman McGovern. On a voice vote, the motion passed unanimously. AGENDA

NEW BUSINESS

Alderman McGovern talked about Video Gaming. He would like to start the discussion of allowing it. A rough draft of the ordinance has been sent out for review. There are only 2 communities in our area that do not currently allow it; Palos Heights and Palos Park. And Palos Park is beginning to discuss it. Chairman Lewandowski said we can get it on our Committee agenda – after direction by City Attorney, Tom Brown. He wants to make sure the residents have an opportunity to weigh in. Alderman Basso agreed, saying he would rather hear from the community.

OLD BUSINESS

None.

PUBLIC COMMENT

Daniel Davis, 7650 Coach Road, was present to appeal the City’s code that does not allow him to place a permanent basketball hoop in the easement adjacent to his property. Committee members and the Building Commissioner explained to Mr. Davis the importance of keeping that easement clear. Mr. Davis’ neighbor, Joshua Lithe, 12141 S. Coach Road, also spoke on Mr. Davis’ behalf, adding support for the request.

Alderman McGovern suggested they attend the next Recreation Committee meeting to make their suggestion there. Perhaps a basketball hoop could be installed in the park near their homes.

There being no further business, Alderman Lewandowski made a motion to adjourn, seconded by Alderman McGrogan. All in favor.
