Village of Willow Springs Village Board met Nov. 18.

President Melissa Neddermeyer called the meeting to order at 7:00 p.m.
Roll Call: Present: Trustees: Thomas Arra, Michael Kennedy, Rick Mika, Fred Posch, Terrence Carr, and President Neddermeyer
Trustee Ernie Moon present via zoom but did not participate due to technical difficulties.
Also Present: Police Chief James Ritz, Public Works Director Keith Grantland, Building Commissioner Bruce Zartler, and Attorney Erik Peck
President Neddermeyer led the Pledge of Allegiance.
PRESENTATIONS:
Robert Davidson from Assurance Agency gave a presentation on the village’s liability, property, and cyber insurance. He also mentioned safety incentives which would total $18,018.00 for 2022.
MINUTES:
Motion by Trustee Arra, second by Trustee Kennedy to approve the minutes of the combined Committee and Board Meeting of October 28, 2021. ROLL CALL: AYES- Trustee Arra, Kennedy, Mika, Posch, and Carr. NAYS-None ABSTAIN- Trustee Moon Motion Carried.
PRESIDENT REPORT:
President Neddermeyer expressed her condolences on the passing of Clerk Lori Charles’ husband Paul Sweeney and the passing of Trustee Terry Carr’s father Allan Carr.
President Neddermeyer thanked the department heads and staff for their tremendous work and how they all pull together. She mentioned that we had a lot of things thrown our way in the last 6 months.
President Neddermeyer mentioned that Winter Fest is November 27th and she is looking forward to seeing everyone there.
Motion by Trustee Posch, second by Trustee Mika to approve Property Insurance Proposal for the Calendar Year 2022. ROLL CALL: AYES- Trustee Arra, Kennedy, Mika, Posch, and Carr. NAYS-None ABSTAIN- Trustee Moon Motion Carried.
The carrier for the property insurance and cyber insurance will be Illinois Public Risk.

VILLAGE ATTORNEY:
Attorney Erik Peck explained the reason for updating the village code regarding the possession of cannabis. This update will now coincide with the State of Illinois.
Motion by Trustee Kennedy, second by Trustee Mika to approve Ordinance 2021-O-17 Amending 10-1-9 of the Village Code Regarding Possession of Cannabis. ROLL CALL: AYES- Trustee Arra, Kennedy, Mika, Posch, and Carr. NAYS-None ABSTAIN- Trustee Moon Motion Carried.

JUSTICE-WILLOW SPRINGS WATER COMMISSION REPORT:

FINANCE AND ADMINISTRATION COMMITTEE:
Motion by Trustee Arra, second by Trustee Kennedy to approve the warrants dated November 11, 2021 as read. ROLL CALL: AYES- Trustee Arra, Kennedy, Mika, Posch, and Carr. NAYS-None ABSTAIN- Trustee Moon Motion Carried.
Trustee Arra mentioned that the October MSI monthly fund income summary is included in the packet tonight. The revenue for the month is $1,380,000.00 due to the second installment of property taxes. We are also at 78% of our 2021 total budget revenue and on the expense side we are at $536,000.00. At this point we are at 66% of 2021 total budget expenses. The current year to date surplus is 1.3 million.
Trustee Arra announced that he has developed a preliminary 2022 budget and is working with the department heads for final discussion and will be available to residents and board for review.
Trustee Arra thanked everyone that was involved in Wicked Willow which was held on October 29th.
PUBLIC SAFETY COMMITTEE:
Trustee Kennedy announced Police Chief Jim Ritz will report on the CAD incidents.
Trustee Kennedy mentioned that on December 11th “Shop With A Cop” will be held and they are still looking for donations.
Police Chief Jim Ritz reported on the police summary stating that there were 92 incident reports, 315 traffic citations, and 41 motor vehicle accident reports.
Police Chief Jim Ritz announced that Officer Michelle Cipriani is the Child Passenger Safety Tech and has had many appointments to check that the car seats are installed properly.
MUNICIPAL BUILDINGS AND GROUNDS COMMITTEE:
Trustee Mika indicated that the Lion’s Club is selling ornaments for the Christmas tree and the proceeds will be going to the Parks and Recreation Commission.
President Neddermeyer mentioned that 19 trees have been purchased for the tree trimming fundraiser which benefits the Parks and Recreation Commission.
BEAUTIFICATION COMMISSION REPORT:
Trustee Posch gave the report for the Beautification Commission.
He said the Beautification Commission would like to express their condolences to Village Clerk Lori Charles and her family on the passing of her husband Paul and to Trustee Terry Carr Senior on the passing of his father Allan.
The Beautification Commission expressed their thanks to Public Works Director Keith Grantland and crew for leveling the alley near Legacy Park and adding bins for garbage. The park was a success last summer.
They thanked the village decorators who are the village elves for putting festive Christmas decorations around town. They also thanked Mayor Neddermeyer for Wicked Willow.
There is still time to purchase a brick from the Beautification Commission for the Village walkway.
On January 22nd “Not So Serious Bingo” will be from 7 pm until 10 pm.
In February they will be hosting a web class on landscaping given by the University of Illinois. More information can be found on the website.
PUBLIC WORKS COMMITTEE:
Trustee Posch announced that the leaf program has started and the whole town has been done. Director Grantland and his crew have been decorating the streets and Village Circle with Christmas lights.
Director Grantland mentioned that in December there will be a branch pick-up after they complete the leaf season.
LICENSE AND FRANCHISE COMMITTEE:
Motion by Trustee Posch, second by Trustee Carr to approve the Business License for Tax Stitch LLC. located at 8381 Archer Ave. ROLL CALL: AYES- Trustee Arra, Kennedy, Mika, Posch, and Carr. NAYS-None ABSTAIN- Trustee Moon Motion Carried.

BUILDING AND ZONING COMMITTEE:
Trustee Carr reported that construction is finally taking place at Willow Glen. Elevator towers are going up in two of the buildings and decking on the first floor.
In October there were 46 permits issued for the construction value of $537,493.00 and the fees collected were $15,106.00. Totals for the year are 379 permits issued for the construction value of $5,945,319.85 and the fees collected were $387,456.00.
