Village of South Holland Board of Trustees met Oct. 4.

Here are the minutes provided by the board:

Administrative Staff Present: Mr. Shawn Staples, Police Chief; Mr. Travis Bandstra, Director Community Development; Mr. Tim Lapp, Village Attorney; Mr. John Hilsen, Village Engineer; Mr. J Wynsma, Village Administrator

Absent: Mr. Brian Kolosh, Fire Chief; Mr. Ed Stewart, Director Recreational Services; Mr. Michael Cramer, Director Public Works; Ms. Beth Herman, Village Treasurer; Mr. John Watson, Director of Economic Development; Ms. Pat Mahon, Deputy Village Administrator; Ms. Julia Huisman, Public Relations and Marketing Manager

President De Graff called the meeting to order, and Clerk Penman called the roll. 

Present: Trustees Larry De Young, Vickie Perkins, Cindy Nylen, John Russell, Andrew Johnson and Prince Reed

Pastor Jim Oord of First Reform Church opened our meeting with prayer. President De Graff thanked Pastor Oord. 

Minutes

Trustee Nylen moved that the reading of the Minutes of the September 7, 2021 meeting be dispensed with, copies thereof having been distributed to each trustee, and the Minutes as presented be approved.  Trustee Perkins seconded the motion. 

Roll Call: Ayes: Trustees Nylen, Perkins, De Young, Russell, Johnson and Reed

Nays: None

Resident Comments

A resident expressed concerns regarding the safety of children at the bus stop near 159 PI & Woodlawn.  There is no crossing guard on duty and the children often play in the street while waiting for the bus. Chief Staples shared that no crossing guard is assigned to that location. He will speak with the school administration, who will be able to follow up with the parents of students that are picked up at that stop. 

Jackie Franklin expressed concerns with the return of a bad smell that is coming from the deep tunnel.  President De Graff shared that we addressed the issue with MWRD when this happened before, and we will follow up with them again. 

A resident expressed concerns with Republic waste disposal services. Sometimes they fail to pick up the recycle bin and they often leave spilled garbage on the street. She also expressed concerns with a Code Enforcement response to her regarding low hanging branches. They asked her to provide an address and she believe that it is their job to find the low hanging branches. President De Graff stated that we will follow up with Republic. As for the branches, President De Graff stated that if there is a particular location that she is concerned about, if she can provide an address, we will follow up. 

A resident on Haney Road also expressed concerns with low hanging tree branches that are blocking the view of traffic on North Riverside Drive. Speaking on behalf of her neighbors, she also expressed concerns with a home in her area that has debris in the yard ( i.e., washer, dryer, headboard), stating that it is an eyesore, and they want something done. Lastly, she expressed concerns with a new business that is located behind her property. She doesn' t know what type of business it is; however, they seem to be towing and storing cars and their presence has increased traffic and speeding cars in the area. Public Works and Code Enforcement will follow up on her concerns. 

A resident asked for clarity regarding a situation with her adult son who was stopped by the police because his windows were tinted. She stated that his car was confiscated and that he had to paid twice to get his car back. Chief Staples assured her that we do not impound cars for tinted windows and that he would follow up on her concerns tonight and have some answers for her before she leaves this meeting. 

Mr. John Weasley asked for the protocol for getting a new garbage toter. Mr. Wynsma will provide him with the number to Republic so that he can contact them directly. 

A resident expressed concerns with the condition of 170" Street. Mr. Hilsen explained that he has had multiple contacts with the County over the past several years regarding the condition of 170' Street. In response to our complaints, crews have been sent out to repair potholes. The resident shared that he is aware of the pothole repairs, but that the repairs are not working, and he wants to see the road properly repaired and resurfaced. President De Graff shared that we would also like to see the road resurfaced,  however this is a county road, therefore we don' t have control of that road. Nonetheless, we will continue to encourage them. The resident also expressed appreciation for the decoy police cars that were placed by McKinley School, but he is still concerned with the trailers that he sees parked in various driveways. We will look into the situation with the trailers. 

President De Graff thanked everyone for their participation in tonight' s meeting

Attorney' s Report

Mr. Lapp presented five items of a Consent Agenda. 

10/ 4/ 2021 President and Board of Trustees

a. Ordinance Authorizing Text Amendment to Allow the Issuance of Rebuild Letters

b. Ordinance Authorizing the Sale of 3 Community Development Department Vehicles

c. Ordinance Authorizing Fee Change for the Good Neighbor Housing Program

d. Resolution Authorizing the Annual Risk Management Insurance Policy

e. Resolution Authorizing Acquisition of Property

President De Graff asked the Trustees ifthere were any items, they wish to have removed from the Consent Agenda and discussed individually, if not, is there a motion to approve. Trustee Reed moved to approve the Consent Agenda as presented. Trustee Russell seconded the motion.

Community Development

Trustee De Young moved for approval of building permits between Nos. 21- 0783, & - 0784, - 0844,  0845, - 0995, - 0996, - 1054, - 1102 through - 1254 for a total of 116 permits, totally $ 4, 360, 000. Trustee Perkins seconded the motion. 

Among these permits, Trustee De Young highlighted the following: $ 3, 100, 000 — remodel of Martin Produce for Maciel, LLC; $ 235, 000 — remodel 424 & 430 162nd Street for Ralph Edgar Properties;  132, 000 — roofing for Animated MFG; $ 4, 500 — fencing for Kirk' s Bar -B -Q; $ 4, 500 — car wash signs for National Retail Properties, LP.

Parks and Recreation

Trustee Perkins shared that this year, in lieu of our traditional Harvest Fest, we will once again be hosting a Trunk or Treat. The Trunk or Treat will take place in the Community Center parking lot on Thursday October 28" from 630pm to Bpm. Registration for the Trunk or Treat is available at the Community Center and is for residents only. 

Community Coordination

Trustee Nylen shared that we are featuring artwork by South Holland artists at the Community Center on Thursday, October 14. The Artists' Gallery is open to the public from 10am- 6pm, followed by a Friends &  Family reception for the artists. This year' s event is one day only. Spectators can enjoy refreshments while browsing the gallery. 

This year, Halloween is on a Sunday, so we will be observing Trick -or -Treat hours on Saturday, October 30, from 4: 00- 7: OOpm. Those who wish to hand out candy should turn on their front exterior lights, so trick -or -treaters know which homes to visit. 

Finance

Trustee Russell moved for Approval of payments of vouchers as listed on Registers No. 49 and 50 for 3, 209, 070. 67 covering day- to- day operations, vendor payments and payroll. Trustee Johnson seconded the motion.

Public Safety

Trustee Johnson shared that the 261 Annual Fire & Rescue Parade of Lights", which is held during recognition of National Fire Prevention Week, will occur on Thursday, October 7`h. This silent parade of emergency vehicles will be conducted with " lights only... The intent is for this to be a solemn event, with respect shown to those who have experienced a fire, loss of life, or fire -related injuries, while also driving home the importance of fire safety to all observers. The parade will travel throughout South Holland and will end at the Thornton Fire Department. Residents are encouraged to come out and observe the parade.  The full route is available on the Village' s website.

Trustee Reed had no report this evening however, he asked whether there was any information regarding the upcoming Breast Cancer walk. Trustee Perkins shared that our 411 Annual Breast Cancer Walk &  Drive will take place this year on Saturday October 91' at Veterans Park. Day of event registration and check in will take place at 8am, with the opening ceremonies beginning at 9am. Registration is available at the Community Center or at Southholland.org. 

President De Graff asked if there were any additional business. 

There being no additional business to come before the President and Board of Trustees, Trustee Nylen moved that this meeting adjourn. Trustee Perkins seconded the motion. Ayes all on the roll. Meeting adjourned. Next regular meeting of the President and the Board of Trustees will be held on Monday, November 1, 2021, at 8: 00 PM, in the Council Room of the Municipal Building, Count of Co South Holland, IL.
