City of Oak Forest City Council met Nov. 1.

Here are the minutes provided by the council:

The public meeting was Opened at 7:03 p.m. With the following staff and consultants present.

PRESENT: Tim Kristin – City Administrator

Paul Ruane – Community Planner

Tom Bayer – Klein, Thorpe, and Jenkins, Ltd.

Bob Rychlicki – Kane, McKenna, and Associates

Zoran Milutinovic - Kane, McKenna, and Associates

Two (2) members of the public were also present

A. Introduction

Community Planner Ruane opened the meeting stating that the meeting is in reference to the designation of a Redevelopment Project Area and the preparation of a Redevelopment Plan in regard to the proposed Oak Forest Cicero Avenue and I-57 Tax Increment Financing District. The meeting is being held pursuant to the requirements of the Tax Increment Allocation Redevelopment Act.

B. Reason for Meeting

Tom Bayer stated the meeting was required because the redevelopment project and plan requires the relocation of the occupants of 10 or more residential units within the proposed TIF District , to proceed with the Redevelopment Project and Plan necessitating a housing impact study.

Tom Bayer continued by mentioning all the parties that were notified.

1. All taxing districts impacted by the TIF District.

2. All taxpayers of record within the TIF District.

3. All residential addresses within the TIF District.

4. All individuals and entities registered on the City’s TIF Interested Parties Registry 

C. Overview

Bob Rychlicki presented a PowerPoint discussing the proposed Redevelopment Project Area, the Eligibility Report, Housing Impact Study, and the Redevelopment Plan and Project, a copy of which is attached hereto as Exhibit A.

D. Next Steps in the Process

Tom Bayer then explained the next steps in the process of establishing the new TIF District.

1. Announce the availability of the Eligibility Report, the Redevelopment Plan and Project, and the Housing Impact Study at the City Council meeting on November 9, 2021.

2. Adopt an ordinance, at the November 23, 2021 City Council meeting, calling for a Joint Review Board meeting and a public hearing in regard to the proposed TIF district.

3. Hold a Joint Review Board meeting on December 14, 2021.

4. Hold a public hearing at the January 25, 2022 City Council meeting.

5. Consider the three (3) ordinances establishing the TIF District at the February 22, 2022 City Council meeting.

E. Public Comment

Deborah Clayton – Chief School Business Official for Prairie Hills Elementary School District 144 asked what type of development is proposed.

Paul Ruane responded that it is going to be a logistics/warehousing facility.

F. Closure of Meeting

Meeting Closed at 7:17 p.m.
