8. COMMUNITY DEVELOPMENT

A. Approval of Ordinance No. 2022-03-0893O authorizing restated and amended redevelopment agreement for the redevelopment of 4250 W. 167th Street and a portion of 4201 W. 166th Street, Oak Forest Illinois and real estate purchase agreement. The agreement is between the City of Oak Forest and Kensington Development Partners Inc., an Illinois corporation to provide for the purchase of property from the City for the purchase amount of $1,065,000 and for the development of the property with a retail use, with TIF incentives provided by the City or consideration of extension of time for approval of said agreement.

B. Approval of Ordinance No. 2022-03-0894O authorizing a stipulation for a final judgement order to provide for the purchase of property by the City for the purchase amount of $1,065,000 from the owners of the property located at 4250 W. 167th Street, in resolution of the eminent domain action filed by the City of Oak Forest as Cook County Circuit Court Case No. 2020 L 050515 to acquire the property.

C. Approval of Ordinance Amending Ordinance 2021-012-0882O, adopted December 14, 2021, by the City of Oak Forest, approving the second amendment to the redevelopment agreement and first amendment to the real estate purchase agreement for the redevelopment of 4250 W. 167th Street and a portion of 4201 W. 166th Street, Oak Forest, IL to authorize an amendment to said second amendment to the redevelopment agreement and first amendment to the real estate purchase agreement for the redevelopment of 4250 W. 167th Street and a portion of 4201 W. 166th Street, Oak Forest, IL to the contingency notice from City to developer to amend by extending the timeline in Paragraph 4.a.ii. of the real estate purchase agreement.

9. CITIZEN PARTICIPATION: The Oak Forest City Council invites public comment at its meetings, but it generally does not have the ability to provide an immediate response to some questions raised during the Citizens Participation portion of a council meeting without some reasonable opportunity to review them. Therefore, the City Council encourages questions to also be submitted in writing in the event that they need to be referred to City staff to help assure a more thoughtful and informed response.
