Village of Flossmoor Board of Trustees met Feb. 7.

Mayor Nelson called the meeting to order at 7:33 pm.
Village Clerk Gina A. LoGalbo took roll.
PRESENT: Mayor Nelson, Trustees Bradley-Scott, Daggett, Driscoll, Lofton, Mitros, Mustafa
ALSO PRESENT: Police Chief Tod Kamleiter; Fire Chief Bob Kopec; Director of Public Works John Brunke; Finance Director Scott Bordui; Building & Zoning Administrator Scott Bugner; Village Attorney Kathi Orr; Village Manager Bridget Wachtel; Communications Manager Amy Kent; Program & Event Coordinator Stephanie Wright; Village Clerk Gina A. LoGalbo; 22 residents
Mayor Nelson called the meeting to order. Mayor Nelson noted that the meeting was being held in person and via Zoom. She noted that masks and temperature screenings are required upon entry at Village Hall. Mayor Nelson noted that public participation would be permitted only in person during the citizen comment portion of the agenda, and that citizens may submit comments via email at info@flossmoor.org to share with the Village Board.
Citizens Present Wishing to Address the Board:
Mayor Nelson asked if there were citizens wishing to address the Board on a non-agenda item. Mayor Nelson asked if there were citizens wishing to address the Board on an agenda item.
No citizen wished to address the Board on a non-agenda or agenda item in person or via Zoom. No emails were submitted to info@flossmoor.org for presentation to the Board.
Mayor Nelson referred to Agenda Item #1 – A Proclamation Declaring February 2022 as Black History Month. Mayor Nelson introduced Black US Military Veterans Leonard Harris, (US. Air Force) and who is President of the Flossmoor Hills Highlands Civic Association; Ronald Alston, (US Marine Corps); Kevin Dorsey, (US Navy); and Calvin Young, (US Army), who is Executive Director of the Illinois National Guard and a Commissioner on the Flossmoor Community Relations Commission. Mayor Nelson stated that the Village of Flossmoor would be honoring Black US Military Veterans during Black History Month, and that she was excited to share their stories and highlight their service to our country and Village. Mayor Nelson read a Proclamation Declaring February 2022 as Black History Month. No vote was required.
Mayor Nelson stated that the next items would be taken out of order on the agenda.
Mayor Nelson referred to the Consent Agenda (which encompassed Agenda Items 4-9):
4. Approval of the Minutes of the Regular Meeting Held on January 18, 2022.
5. Ratification of Bills for Approval and Payment as Approved by the Finance Committee (January 3, 2022)
6. Presentation of Bills for Approval and Payment as Approved by the Finance Committee (February 7, 2022)
7. Consideration of a Resolution Amending the Budget for Fiscal Year 21-22 for the Village of Flossmoor
8. Consideration of a Resolution of the Village of Flossmoor, Cook County, Illinois, Approving an Intergovernmental Agreement Between the Village of Flossmoor, Cook County, Illinois and the Metropolitan Water Reclamation District of Greater Chicago for the Design, Construction, Operation and Maintenance of the Berry Lane Stormwater Improvements in Flossmoor, Illinois
9. Consideration of an Agreement with the Community and Economic Development Administration of Cook County (CEDA) Implementing and Utilizing the Low-Income Household Water Assistance Program (LIHWAP) for Flossmoor Residents
Mayor Nelson called for a motion to approve the Consent Agenda. Trustee Mitros so moved, seconded by Trustee Driscoll. Mayor Nelson called for a vote on the motion as presented. Motion passed by a roll call vote.

Mayor Nelson referred to Agenda Item #2 – Resolution Honoring Juanita Mitchell. Mayor Nelson read a Resolution honoring Flossmoor resident Juanita Mitchell commemorating her 110th birthday. Mayor Nelson stated that Oreo cookies were also celebrating their 110th birthday, and she would be gifting cookies to Ms. Mitchell and others present. Ms. Mitchell’s daughter, Mary Muse, thanked Mayor Nelson and the Village Board for the recognition of her mother’s birthday. She also thanked the Flossmoor Fire Department for their assistance on some occasions. No vote was required.
Mayor Nelson referred to Agenda Item #3 – Consideration of an Appointment to the Public Art Commission. Mayor Nelson called for a motion to approve the appointment of Jeanne Miller to the Public Art Commission. Trustee Bradley-Scott so moved, seconded by Trustee Lofton. Mayor Nelson stated that Ms. Miller has a J.D., she’s a teacher at Homewood-Flossmoor High School, and she’s chair of the school’s English Department. Ms. Miller is a twenty (20) year resident, and the Public Art Commission thinks that Ms. Miller would be a great addition for her connection to Homewood-Flossmoor High School, and for her passion of the visual and written arts. Mayor Nelson asked if there were any questions or comments from the Board.
Trustee Bradley-Scott welcomed Ms. Miller and thanked her for serving on the Public Art Commission. Mayor Nelson called for a vote on the motion as presented. Motion passed by a roll call vote.

Mayor Nelson referred to Reports of Committees, Commissions or Boards
There were no reports of committees, commissions, or boards.
Mayor Nelson referred to Agenda Item #10 – Consideration of the Acquisition of Sculpture for the Rotational Sculpture Program. Mayor Nelson called for a Motion to approve the authorization of the Village Manager to enter into a three (3)-year agreement with Jason VerBeek and Robert Oakley Gregory to acquire sculptures for the rotational sculpture program, and a budget amendment to 27-01-4-650 for $5,000.00, and 27-01-4-634 for $1,400.00. Trustee Mustafa so moved, seconded by Trustee Daggett. Commissioner Jeff Stevenson presented on behalf of the Flossmoor Public Art Commission. He stated that the Commission is bringing forth more items than in the past, partly because they received more applicants from artists and they have an energetic Commission. Commissioner Stevenson stated that the sculpture in the rotational program is usually for a three (3) year contract, but sometimes the pieces stay longer. Bruce Niemi’s piece, ‘Coming Together’ is slated to leave, and they are hoping to move two (2) existing sculptures. Commissioner Stevenson stated that artist Jason Verbeek would be bringing two (2) pieces to the rotational program, and that artist Robert Oakley Gregory would also be bringing two (2) sculptures to Flossmoor. He stated that the Commission plans to move some sculptures to different locations in the Village. The Public Art Commission picked the locations for the sculptures to promote the idea of a walking path/ Flossmoor sculpture experience. He stated that they have an app, Otocast, that describes the sculptures and they are working on developing curriculum around the sculptures.
Trustee Mustafa inquired about reading about the sculptures and artists.
Commissioner Stevenson stated that there is on-line content about the sculptures. Trustee Bradley-Scott inquired about replacing the sculpture at Heather Hills School. Commissioner Stevenson stated that yes, they plan to replace that sculpture.
Trustee Driscoll expressed his appreciation for the sculptures and the Otocast app which he has enjoyed.
Trustee Mitros expressed his appreciation for the sculpture program, inquired as to whether the pieces have increased in value, and inquired about whether the sculptures were insured.
Commissioner Stevenson stated that the Commission hasn’t done an updated appraisal of the collection, but would broach the topic with the rest of the Commission.
Finance Director Scott Bordui confirmed that the Village insures the sculptures in the Village.
Commissioner Daggett expressed his appreciation for the sculpture program, and for its impact on his children.
Mayor Nelson requested that Commissioner Stevenson provide some details about the Vertical Vegetation piece; she inquired about the moving around of the sculptures, and stated that the Art Commission funds itself. She stated that the Village supports the Commission by putting in the concrete pads that the sculptures are placed on. Mayor Nelson requested an assurance that they could find another sculpture that would go in front of Heather Hill school given that all of the other schools have sculptures nearby them.
Commissioner Stevenson stated that the Vertical Vegetation piece would maintain some level of green throughout the seasons and that the Commission planned to hire the artist Jason Verbeek to move the sculptures. Commissioner Stevenson stated that he would take Mayor Nelson’s request for a sculpture in front of Heather Hill school back to the Public Art Commission.
Trustee Mustafa also supported the efforts to place a sculpture near every school in Flossmoor. Mayor Nelson called for a vote on the motion as presented. Motion passed by a roll call vote.

Mayor Nelson asked if there were any other business.
Trustee Daggett and Trustee Lofton commended the Flossmoor Public Works Department for how they handled the last snow fall in the Village.
Trustee Mustafa commended the Village, Stephanie Wright, the Flossmoor Library Director, and Molly Deugaw for their efforts with the first Lunar Celebration.
Village Clerk LoGalbo stated that the HF Soccer Club was holding open registration, the Flossmoor Baseball program was selling spirit wear, they are looking for sponsors, and are also open for registration. The HF High School Parents Association would be selling HF masks and decals for vehicles which will go towards scholarships for HF High School seniors.
Village Manager Bridget Wachtel stated that the Village is starting to use Text My Gov, which can notify residents about events and services, and where residents can also inquire about different Village services. Mayor Nelson stated that the Community Relations Commission was sponsoring a community bystander training which she attended. Please contact Mayor Nelson for more information.
Also, Dunkin Donuts on Vollmer Road has opened.
Mayor Nelson referred to Agenda Item #11 – A Motion to go into Executive Session to Discuss the Employment of Specific Individuals, Property Acquisition and Litigation. Trustee Mitros so moved, seconded by Trustee Mustafa and passed by a roll call vote.

The Board entered executive session at 8:25 pm.
The Board returned to open session at 9:09 pm.
