City of Palos Hills City Council met March 17

City of Palos Hills City Council met March 17.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: Donahue

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, March 3, 2022 as presented. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed,

NAY: None

ABSENT: Donahue

ABSTAIN: Nowak, Price MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

At this time Mayor Bennett administered the Oath of Office to Porfirio Jiminez to the Office of Patrol Officer.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: City Attorney Pappas announced that the closing took place for 7905 W. 100th Place several weeks ago, and the reimbursement should be received shortly. Exemptions have been applied for on all three properties which will then be tax exempt. Additionally, we received the exemption for the racquetball club, but are still waiting on the exemption for the Horseman’s Trail Association.

C. MAYOR: Mayor Bennett entertained a motion to go into Executive Session at the conclusion of the Council Meeting to discuss a matter of personnel. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Lebarre, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None

ABSENT: Donahue

MOTION CARRIED

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton reported the findings of a two week traffic survey conducted by Palos Hills Police on 81st Avenue and it revealed that 1,661 vehicles traveled northbound and 826 vehicles traveled southbound.

Ald. Stratton MOVED for the placement of two stop signs on 81st Avenue in the north and south directions at 104th Street. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None

ABSENT: Donahue

MOTION CARRIED

C. COMMUNITY RESOURCES:

Ald. Price reminded all to mark their calendars for Friendship Fest which will take place July 7th through July 11th. Anyone interested in being a craft vendor or a sponsor, please call the Community Center at 430-4500.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell announced that Hills Chamber is having their Expo on Saturday, March 19th from 9:00am-1:00pm. Additionally, Peppo’s held a networking event on Tuesday, March 15th, and a lot of local businesses were in attendance.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, March 17, 2022 in the amount of $434,287.23. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None

ABSENT: Donahue

MOTION CARRIED

Ald. Lebarre announced the tentative schedule for the 2022/2023 Budget Meetings which are set to begin at 5:30pm on both days as follows:

Thursday, April 7th Thursday, April 21st Public Safety Administration

Public Works/Sewer & Water Parks & Recreation Building Department

Golf

F. LEGISLATION & ORDINANCES:

Ald. Pasek MOVED for consideration of an Ordinance Amending Title 5 Of The Palos Hills Municipal Code Increasing By One The Total Number Of Class F Liquor Licenses Issued By The City Of Palos Hills. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, O’Connell

NAY: None

ABSENT: Donahue

MOTION CARRIED

City Clerk Mulderink assigned number 2022-3 to that proposed Ordinance.

After the reading of proposed Ordinance number 2022-3 entitled An Ordinance Amending Title 5 Of the Palos Hills Increasing By One The Total Number Of Class F Liquor Licenses Issued By The City Of Palos Hills, Ald. Pasek MOVED for its PASSAGE of same. SECONDED by Ald. Lebarre. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, O’Connell, Kleefisch

NAY: None

ABSENT: Donahue

MOTION CARRIED

G. PARKS:

Ald. Nowak reported that the Resource & Recreation Department asked dog owners to please remember to clean up after their four legged friends and to keep them on leashes. Please keep the parks clean by disposing all litter in the trash cans that are provided.

GOLF:

Ald. Pasek announced that the Golf season has begun and anticipates a successful season.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch MOVED to have City Attorney Pappas amend Ordinance 2007-21 entitled An Ordinance Establishing An Automated Traffic Enforcement System Within The City Of Palos Hills, Illinois. This amendment would make our Ordinance consistent with State law. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton

NAY: None

ABSENT: Donahue

MOTION CARRIED

Ald. Kleefisch MOVED to have City Attorney Pappas draft a Resolution appointing a new Collection Agency, Linebarger Goggan Blair & Sampson, to collect delinquent receivables owed to the City. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Abed, Nowak, Price, Brachman, Lebarre, O’Connell, Kleefisch, Stratton, Pasek

NAY: None

ABSENT: Donahue

Ald. Kleefisch announced that we received a check from the Clerk of the Circuit Court Dupage County in the amount of $70.00.

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of February 2022 as follows: 130 traffic tickets were issued, 93 parking tickets, there were 9 misdemeanor complaints and 6 felony complaints, there was 1 rape, no robberies and 2 aggravated assault and batteries, 3 burglaries, 1 theft and 2 motor vehicle thefts, and our C.I.D. Division handled a total of 23 cases.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman had no report this evening.

10) REPORTS OF SPECIAL COMMITTEES: None

11) UNFINISHED BUSINESS: Ald. Lebarre reported that the Palos Hills Community has stepped up to help the Ukrainian refugees with an overwhelming amount of monetary donations and medical supplies. This coming Saturday at 1:00pm there will be a rally in support of the refugees taking place at the Ukrainian Orthodox Church at 8500 block of 131st Street.

12) MISCELLANEOUS BUSINESS:

Mayor Bennett, the City Council has to go into Executive Session. We will come back out and close the meeting.

The City Council went into Executive Session at 7:18pm.

The City Council returned from Executive Session at 7:26pm

Mayor Bennett stated that the purpose of going into Executive Session was to discuss personnel.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:28p.m.
