Here are the minutes provided by the board:

CALL TO ORDER

The Regular Board meeting was called to order by Mayor Ken Klein at 8:00 p.m.

ROLL CALL 

Present and responding to roll call were the following:

Trustees: Theresa Flynn, Anthony Benigno, Linda Madlener, Kevin Wasag, Frank Caldario and Brian Skala

A quorum was present and meeting commenced.

Also present on behalf of the Village: Village Services Director Bill Graffeo and Village Attorney Mike McGrath

PLEDGE ALLEGIANCE 

The pledge was led by Mayor Klein and recited by all.

APPROVE AND PASS A RAFFLE AND CHANCES LICENSE APPLICATION AND WAIVE THE BOND REQUIREMENT FOR AMERICAN VETERAN MOTORCYCLE RIDERS ASSOCIATION 

A Motion was made by Trustee Flynn to approve and pass a raffle and chances license Application and waive the bond requirement for American Veteran Motorcycle Riders Association.

FIRE Fire – Trustee Madlener, Chairman

CRESTWOOD FIRE DEPARTMENT FOR THE MONTHS OF JANUARY, FEBRUARY, AND MARCH, 2022 AS SUBMITTED BY CHIEF OF DEPARTMENT JON NEWTON. 

Trustee Madlener read the Crestwood Fire Department monthly report for January, February, and March, 2022 as submitted by Chief of Department Jon Newton highlighting the following significant incidents among other items of interest in the Crestwood Fire Department. 

January, 2022 the department made a total of 304 runs, last year there were 224.

February, 2022 the department made a total of 238 runs, last year there were 218. 

March, 2022 the department made a total of 271 runs, last year there were 221.

Significant incidents:

January 5, 2022 – Crestwood Truck assisted Posen for a residential fire at 14510 S. California Ave.

January 9, 2022 – Crestwood Truck assisted Posen for a residential fire at 14513 S. Richmond St.

February 16, 2022 – Crestwood ambulance assisted Blue Island for a fire at 11935 S. Ann St.

February 18, 2022 – Crestwood Engine and Chief assisted Robbins for a fire at 13820 S. Utica Ave.

February 24, 2022 – Crestwood companies responded for a pin-in accident at 4400 W. Midlothian Tpk., Crews extricated two victims and were assisted by Palos Heights.

February 25, 2022 – Crestwood ambulance assisted Riverdale for a fire at 14307 S. Atlantic Ave.

February 25, 2022 – Crestwood Truck, ambulance and Chief responded for a well-being check and to assist Cook County Police at 14228 S. Central Ave. (unincorporated Crestwood). Crews found 1 male and 1 female victim deceased in the residence from apparent carbon monoxide poisoning. Crews assisted CCPD until released.

March 1, 2022 – Crestwood Truck and Chief assisted Alsip for a residential fire at 12000 S. Cicero Ave.

March 3, 2022 – Crestwood Truck and Chief assisted Palos for a residential fire at 13405 S. Stephen Dr.

March 28, 2022 – Crestwood companies responded for a pin-in accident at 4800 W. Midlothian Tpk. Crews conducted extrication operations.

March 30, 2022 – Crestwood companies responded for multiple tractor trailers on fire at 4549 W. 137th St. Crews found two trucks and a 53 foot trailer on fire and extinguished with water and foam. A level 1 Haz-Mat was called for precaution. Crews were assisted by Midlothian, Palos Heights, Alsip and Posen. The cause if still under investigation.

Several other items of interest going on at the Fire Department are as follows:

1. Man power is still an issue on a daily basis with hopes of the contract helping with that.

2. The department was having a serious record keeping issue with our current entry medical vendor. Division Chief Krupa has been tasked with exploring different vendors to administer our entry physicals

3. In response to the fatalities due to carbon monoxide poisoning, it is important for all homes to have a carbon monoxide detector on all levels of their home.

4. Department members have been working on several small projects around the firehouse to update facilities and living quarters. None of these projects have been costly and a big thank you for all those that assisted on their time off to get this done. The department is too busy to do any of this on shift.

5. DVC Jurka will be flying out to New York for the final inspection on the new rescue vehicle in mid-April. The final inspections for the two new pumpers will take place hopefully in Mid-May. The department is hoping to have the vehicles in service by June, 2022 baring any further delays. Hoping to have an “in service” ceremony sometime over the summer.

A Motion to Approve and Pass an Agreement between the Village of Crestwood and Paramedic Services of Illinois, Inc.

DIRECT THE VILLAGE ATTORNEY TO PREPARE AN ORDINANCE UPON THE REQUEST OF REBECCA EAVOU, EPN FITNESS, FOR A SPECIAL USE TO PERMIT A PERSONAL TRAINING 

GYM AND COACHING DEVLOPMENT BUSINESS ON THE PREMISES OF 4749 W. 137TH ST., CRESTWOOD, ILLINOIS 60418. 

A Motion to direct the Village Attorney to prepare an Ordinance upon the request of Rebecca Eavou, EPN Fitness, for a Special Use to permit a personal training gym and coaching development business on the premises of 4749 W. 137th St., Crestwood, Illinois 60418.

DIRECT THE VILLAGE ATTORNEY TO PREPARE AN ORDINANCE UPON THE REQUEST OF LAURANCE H. GARETTO (BEGGAR’S PIZZA) FOR A SPECIAL USE TO PERMIT A DRIVE THRU RESTAURANT ON THE PREMISES OF 12701 SOUTH CENTRAL AVE., CRESTWOOD, ILLINOIS 60418. 

A Motion to direct the Village Attorney to prepare an Ordinance upon the request of Laurance H. Garetto (Beggar’s Pizza) for a Special Use to permit a Drive thru restaurant on the premises of 12701 South Central Ave., Crestwood, Illinois 60418.

The Crestwood Emergency Management agency breakdown of man hours for the Month of March, 2022 as submitted by Tim Stoffregen was read by Trustee

Caldario highlighting the following:

Monthly meetings – 92.5 hrs.

Miscellaneous – 10.25 hrs.

Administrative – 60.0 hrs.

STREETS, LIGHTS & DRAINAGE 

STREETS, LIGHTS, & DRAINAGE – Trustee Skala

STREETS, LIGHTS & DRAINAGE REPORT DATED APRIL 7, 2022 

The Streets, Lights, & Drainage bi-monthly report dated, April 7, 2022 was read by Trustee Skala, highlighting the following work for the last several weeks:

- Maintained all Police, Fire, EMA and Public Works vehicles.

- Maintained all Village buildings and emptying exterior garbage cans.

- Worked on 12 streetlights throughout the Village.

- Checked storm sewers throughout the Village.

- Checked storm drainage outfalls daily.

- Jetted and Cleaned 4 storm sewers.

- Helped with meter reading.

- Worked on 5 fire hydrants and 3 valves

- Had monthly safety meeting and completed safety videos.

- Cleaned and straightened up public works building and yard.

- Cleaned Public works trucks and backhoes.

- Performed 68 JULIE requests throughout the Village

- Repaired 4 b-boxes.

- Repaired 1 storm water inlet.

- Repaired 7 sanitary sewer manholes.

- Cleaned 27 storm water catch basins

- Worked on conference room in Village Hall basement

- Started interior demolition and clean up at old village hall

- \Worked on 2 watermain breaks on Cal SagRd.

- Worked on picnic tables replacing lumber & staining at old civic center

- Worked on watermain location for IDOT construction on 127th Street

- Taped and mudded ceilings and walls in walk-in closet at Biela Center

- Installed tile in bathrooms at Biela Center

- Installed Flooring at Biela Center

- Finished up carpentry work in new walk-in closet

- Marked and compiled list of pot holes and street repairs throughout the Village

- Remodel suites, painted stair well and hallway at Ozinga Stadium

- Worked on leak at Ozinga Stadium

- Repaired door and cables on 25 ft. trailer

- Worked on lawn equipment

- Worked on Walker Park

WATER & SEWER – Trustee Flynn, Chairman 

WATER DEPARTMENT REPORT DATED APRIL 7, 2022. 

The Water Department report dated April 7, 2022, as submitted by Robert Knez, was read by Trustee Flynn, highlighting the following:

- Obtained 5 final readings

- Verified 9 meter readings

- Daily readings taken at pump house

- Checked sanitary mainlines daily

- Located and checked operation of 13 b-boxes for water project beginning soon on streets off of Central Ave. to be replaced.

- Located 68 requests for Village utilities per J.U.L.I.E. dig notice

- Replaced 2 transponders that were obsolete

- Checked for leaks in 5 resident’s homes

- Water samples taken this period were satisfactory

- Worked on Scada Water program System.

- Worked on Flow meters for MWRD requirements.

- Help with water main, storm sewer project in Playfield.

- Tested generator equipment at pump house.

- Check Altitude Valve, pump maintenance, chlorine room and security of pump house.

- Cleaned pump house
