City of Palos Heights Roads & Construction Committee met May 10.

CALL TO ORDER
Alderman Basso called the Roads & Construction Committee meeting to order at 6:32 p.m. In attendance were Alderman Lewandowski, Alderman Basso, Alderman Begley, Director of Public Works Adam Jasinski, Aurimas Spucys from Morris Engineering, and recording secretary Tayler Swiedals.
APPROVAL OF MINUTES
Alderman Lewandowski moved to approve the minutes of the Roads & Construction Committee meeting held on April 12, 2022, seconded by Alderman Begley. On a voice note, the motion passed unanimously.
DIRECTOR’S REPORT
A. 123rd Street Project Update: The project is officially complete as of Monday. The fresh sod will be watered.
B. 2022 MFT Update: A pre-construction meeting was held today at 10:00 am with Lindahl Brothers. The projected timeline for work to start is mid-June, dependent upon IDOT approving the contract. Lindahl Brothers has a concrete sub-contractor ready to start working on concrete curb work followed by paving. The project is anticipated to be a quick resurfacing project as most of the work is mostly centered in one part of town.
C. 2021 Warranty Update: The City is still holding retainage from M&J Asphalt Paving, Co. due to some work not holding up through the winter. M&J Asphalt Paving, Co. were notified of the issues and are reviewing their schedule to choose a date to repair these areas. Retainage will be released once this is complete.
D. Ridgeland Avenue Medians Update: A pre-construction meeting was held today. The City has all the permits and bonds necessary. Brothers Asphalt is scheduled to start work June 1st for roughly one month. There will be a notice posted on Ridgeland Avenue to notify the general public of construction. The City will pay Brothers Asphalt and Cook County will reimburse 100% of the cost to the City.
E. Public Works Road Maintenance Program: The plan is for Public Works to look at the storm structures in Westgate and Old Westgate and rebuild any if necessary prior to the commencement of the repaving project. In addition, Public Works will repair the storm sewer and address the sinkhole on Golfview Lane and Lindahl Brothers will patch the roadway. Public Works will do some drainage work on 122nd and Richard installing storm sewer pipe. Staff is working with Morris Engineering to come up with a solution for the storm water on 78th Avenue prior to the 2023 paving work. Additionally, Public Works will be regrading ditches along 73rd Ct and 123rd St. Some patching will be done on roadways to get some of the streets through a few years until they can be put on the road program.
MORRIS ENGINEERING
Aurimas Spucys from Morris Engineering Provided the following updates:
76th Avenue from 131st to 135th LAFO Resurfacing – This project is in the design phase with the letting scheduled for January 2023. The preliminary design is anticipated to be complete by June of 2022 for the City to review. Construction season will begin May 1st, 2023.
123rd St./Natchez Culvert – This is the west entrance to Trinity College. The topographic survey from the structural engineers is complete. Morris Engineering is in the process of drafting a preliminary set of plans for maintenance to replace the culverts. Depending on the timeline of the review from Army Corps of Engineers, work can possibly begin this year. Trinity College owns half of the right of way, and will pick up half of the cost. Morris Engineering will prepare an exhibit to present to the committee to vacate the right of way and allow Trinity to take over the City’s portion. Director Jasinski is looking for funding to cover the City’s portion of the project.
127th Street Crosswalk by the Rec Center – Plans have been resubmitted to IDOT for review and approval for a flashing signal to be installed by the Rec Center on 127th St.
INVOICES
Director Jasinski requested approval of payment to Morris Engineering for engineering services for various projects in the amount of $8,276.50.
Alderman Begley motioned to approve payment to Morris Engineering for engineering services in the amount of $8,276.50, seconded by Alderman Lewandowski. On a voice note, the motion passed unanimously.--AGENDA

NEW BUSINESS
Alderman Basso mentioned the dead bushes on Harlem Avenue medians. The committee discussed the possibility of more salt tolerant plants.
