City of Palos Heights License, Permits & Franchise Committee met July 12.

CALL TO ORDER
Chairman Lewandowski called the License, Permits, and Franchises Committee meeting to order at 7:13 p.m. In attendance were Alderman Basso, Alderman McGrogan, Building Commissioner Frank Giordano, and recording secretary Ashley Pala. Absent was Alderman McGovern.
APPROVAL OF MINUTES
Alderman Lewandowski moved to approve the minutes of the May 10, 2022, meeting, seconded by Alderman McGrogan. On a voice note, the motion passed unanimously.
PERMIT & CODE ENFORCEMENT REPORT
Chairman Lewandowski referred to the permit report in the agenda packet. There were 60 permits issued from June 8, 2022, to July 5, 2022, totaling $37,272.20. For the permit period from January 1, 2022, to July 5, 2022, the City has collected $126,541.18 with 473 permits issued. From January 1, 2022, to July 5, 2022, the City has collected $550.00 in re-inspection fees. There were 9 code enforcement cases and 7 code enforcement inspections from June 8, 2022, to July 5, 2022. From January 1, 2022, to July 5, 2022, there have been 86 code enforcement cases and 86 inspections.
BUSINESS LICENSE REPORT
For the 2022 business licenses, $86,785.00 was invoiced, of which $76,208.00 has been paid. The amount owed is $10,577.00. Alderman Basso commented on the owed amount and questioned the habitual offenders that are late on fees. Chairman Lewandowski stated he will be speaking with Director of Accounting Jan Colvin in regards to the late fees on business licenses.
VEHICLE STICKER REPORT
For the period from May 18, 2022, to July 6, 2022, approximately 6,040 stickers were sold and $134,465.00 was collected.
Mid Villa Pizza 12226 S. Harlem Ave – Outdoor Sales of Merchandise
Permit for outdoor sales for Mid Villa Pizza located at 12226 S. Harlem. Building Commissioner Frank Giordano stated the structure of a lattice fence is already in place prior to the approval from the License, Permits, and Franchises Committee. Frank Giordano did send a letter to the owner on June 20, 2022, stating they are in violation of installing a temporary structure without first applying for required permits and obtaining approval from the City of Palos Heights Building Department. Building Commissioner Giordano stated after speaking with the owner about his concerns for the type of
structure, the owner did fix and reinforce the structure. Alderman Basso stated that there is a safety issue in regards to the structure being placed within the parking spaces. He stated that due to each business having signs for parking, that Mid Villa Pizza eliminated parking for their customers. Alderman Basso also stated that it is not aesthetically pleasing to have in front of the business.
Alderman Lewandowski moved approval of Mid Villa Pizza to obtain an Outdoor Sales of Merchandise in B District Permit contingent on providing a hold harmless agreement with a specific due date to be determined by the Building Commissioner. The structure is allowed until the end of September, 2022. Owner should be aware that in future circumstances, all applications and approvals by the Committee should be made prior to any construction or no consideration will be given. Seconded by Alderman McGrogan. Upon a call of the roll, motion passed on the following vote:

NEW BUSINESS
Alderman Basso stated that a resident made a complaint of another resident owning six (6) dogs. As ordinance follows, four (4) combination of dogs and/or cats are allowed. Building Commissioner Giordano, spoke to the resident in question. The information given is that there are two (2) dogs within the residence. On special occasions when her children visit, there are an additional two (2) dogs present which still abides by the maximum of four (4) dogs per the ordinance. Chairman Lewandowski is considering the code in regards to number of animals.
Alderman Lewandowski stated he was approached for the Committee to consider prohibiting outdoor landscaping on specific holidays such as Labor day, Memorial Day, and the 4th of July. As code states, construction may not begin prior to 7:30am and must end by 7pm. Alderman McGrogan stated that in the summer, residents might wait till after 7pm due to the heat. Alderman Lewandowski stated he wanted to make the Committee aware for future consideration.

PUBLIC COMMENT
Jack Trevillian of 7654 Sequoia
Mr. Trevillian wanted to make note on the signs in front of businesses limiting parking. That many businesses within Palos Heights have outdoor dining but use the sidewalk not the parking lot. Parking is an issue within the City, especially in summer, and the signs present a different look to the City.
