City of Palos Hills City Council met Oct. 6.

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: None

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, September 15, 2022 as presented. SECONDED by Ald. Price. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Price

ABSTAIN: Nowak

NAY: None

MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions. A member of the audience briefly spoke, but was inaudible.

There were no other comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: No report this evening.

C. MAYOR: Mayor Bennett announced that there are two proposals on the 11050 S. Roberts Road property and copies of the same were distributed to everyone. Each bidder’s intended use and allowance parameters were discussed. Mayor Bennett stated that the Zoning Law designates what can and cannot be placed on a commercial development.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed presented and read the Building Department report for the month of September 2022 as follows: Total permits 84, total permit fees $25,645.00, total security deposits received $1,900.00, and total security deposits refunded $250.00.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price reminded all that the Beautification ceremony will be held this Saturday, October 8th at the Palos Hills Community Center beginning at 11:00am.

Ald. Price announced that AARP will be offering a driver’s safety course Thursday, November 4th, and Friday November 5th at the Palos Hills Community Center and the event will be from 9:00am 1:00pm – it is $20 for AARP members and $25 for non-members. For more information please call the Community Center at 430-4500.

D. ECONOMIC DEVELOPMENT:

Ald. O’Connell reported that Bella Salon Suites located at 10540 S. Harlem Avenue has been granted their business license.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, October 6, 2022 in the amount of $399,795.47. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None

MOTION CARRIED

Ald. Lebarre scheduled a Budget Review meeting with department heads for November 17, 2022 at 5:30pm.

F. LEGISLATION & ORDINANCES:

Ald. Donahue had no report this evening.

G. PARKS:

Ald. Nowak announced that Recreation Department will be hosting their Haunted Hills of Palos event Friday, October 28th and Saturday, October 29th. The cost is $5.00 for adults and kids over 10 years of age, and $3.00 for under 10 years of age. There will be a less scary wagon ride beginning at 6:00pm. The scary ride begins at 7:00pm, and the event ends around 9:30pm. For more information call the Palos Hills Community Center at 430-4500.

GOLF:

Ald. Pasek reported that the course remains busy, and provided updates regarding the maintenance performed on the tees and the collars of the tees the last couple of weeks.

Ald. Pasek scheduled a Golf Committee meeting for October 20, 2022 at 5:45pm.

H. PLANNING & ZONING:

Ald. Nowak MOVED to schedule a Plan Commission Hearing for Monday, October 17, 2022 at 7:00pm for a Lot Split request at 10058 S. Roberts Road. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: O’Connell, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue

NAY: None

MOTION CARRIED

I. PUBLIC SAFETY:

Ald. Kleefisch stated that a check was received from St. Constantine and Helen Orthodox Church in the amount of $2,914.80.

J. PUBLIC WORKS/SEWER & WATER:

Ald. Brachman reported that we are still waiting for Senate to pass the bill that will fund the federal government and create this year’s budget. The funding that was approved for our portion of the Roberts Road drainage project is included in this bill. Gallagher Asphalt is working on concrete on

Michael Drive as part of the 2022 MFT Project and plans on moving to Roberts Road next. Water main work in the Riviera is near completion – over half of the services have been switched over to the new main.

10) REPORTS OF SPECIAL COMMITTEES: None this evening.

11) UNFINISHED BUSINESS: None this evening.

12) MISCELLANEOUS BUSINESS: Mayor Bennett announced that New Beginnings Church at 111th and Roberts Road will be having a carnival the last two weekends in October.

Ald. Lebarre stated that House Bill 3653 was opposed by our state representative and state senator, and fully supports their opposition. Mayor Bennett stated that there will be multiple amendments filed on that in order to clarify things.

13) ADJORNMENT:

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.

The Meeting adjourned at 7:16p.m.
