City of Palos Heights Roads & Construction Committee met Oct. 11.

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Clifford called the Roads & Construction Committee meeting to order at 6:30 p.m. In attendance were Alderman Clifford, Alderman Basso, and Alderman Lewandowski. Alderman Begley was absent. Also present were Public Works Director Adam Jasinski, Aurimas Spucys from Morris Engineering, and recording secretary Liz Gutierrez.

APPROVAL OF MINUTES

Alderman Clifford moved to approve the minutes of the Roads & Construction Committee meeting held on September 13, 2022, seconded by Alderman Basso. On a voice note, the motion passed unanimously.

DIRECTOR’S REPORT

A. 2022 MFT Roadway Program Update: Resurfacing shoulder work, pavement, ditch grading project has been completed. The only item to be finished is the final restoration of the ditches on McIntosh. Director Jasinski asked for approval of payment of Seeco Consultants, Inc for the 2022 Roads Program in the amount of $1,400.00.

Alderman Clifford motioned to approve payment to Seeco Consultants, Inc. for the 2022 Roads Program in the amount of $1,400.00, seconded by Alderman Basso. On a voice note, the motion passed unanimously. --AGENDA

B. Restriping within City Limits: The Public Works Department utilized the Suburban Joint Purchasing Program to hire Superior Road Striping. They completed the area east of Harlem Avenue, 127th Street, Route 83, and the crosswalks that cross 127th Street. They also repainted crosswalks on Harlem Avenue. They also repainted stop bars at Lake Katherine as well as painted turn arrows on Oak Park Ave and Route 83. This project was finished on October 5, 2022. Director Jasinski requested approval for payment to Superior Road Striping Inc, for the amount of $12,565.98.

Alderman Clifford motioned to approve payment to Superior Road Striping Inc, for restriping within the City limits in the amount of $12,565.98, seconded by Alderman Basso. On a voice note, the motion passed unanimously. --AGENDA

C. Ridgeland Ave Medians Update: This project contained pre construction in late April with a slate to start June 1st to be completed before school started. This project came to a halt due to issues obtaining an IDOT permit. As of this time, the project is scheduled to start on October 20th. They will be grinding down 4 inches of the median and repaving 2 inches, making the median flush with the roadway. This will eliminate potholes and cracked concrete and make for a more pleasing aesthetic.

D. Drainage Work Update: For the past month the Public Works crew has worked on drainage issues within the city limits. Some of those were: 125th Street/69th Ave, regrading the ditch and installing a culvert. They have rebuilt several catch basins. They also have done quite a bit of patching. Those areas include: Sorrento Drive, Nagle, and Palos Pines Subdivision. A new street sign was also installed on Ishnala Drive. Director Jasinski also wanted to make a note that when the Public Works department does regrading work, they do not provide sod, but they seed and blanket the area. The only time sod is used is for water main breaks.

E. Cul-De-Sac Island Removal: There are 5 total cul-de-sacs in the city. The removal of islands in these cul-de-sacs would benefit vehicle movement, service and delivery trucks, and plowing. This project would have to take place over a number of years, eliminating 1 or 2 cul-de-sac islands each year depending on the budget.

MORRIS ENGINEERING

Aurimas Spucys from Morris Engineering Provided the following updates:

2022 MFT Road Program: The landscaping portion has been delayed a little due to there being a small quantity. The contractor is also trying to wait until the rainy season to help defer the cost of bringing in water trucks for the small size of the area.

123rd St. Road Reconstruction: A few minor areas of landscaping that need attention. The same landscape company that does the landscaping for the MFT Program will be working on this as well. He will be doing the work in the next week or two.

76th Avenue 131st to 135th LAFO Resurfacing: Final plans have been submitted to IDOT. They are targeting January 2023 letting. They are expecting to finalize plans in October.

Ridgeland Avenue and Route 83 Sidewalk: They have been going back and forth with the state because currently, it does not meet the state’s current standard. IDOT wants to upgrade conduit to 4”. In review with the design group.

2023 MFT Roadway Program: They will work on the estimates and review the streets with Adam. By the November meeting, they should have the resolution ready for the next year.

INVOICES

Director Jasinski requested approval of payment to Morris Engineering for engineering services for various services in the amount of $3,282.25

Alderman Clifford motioned to approve payment to Morris Engineering for engineering services in the amount of $3,282.25, seconded by Alderman Lewandowski. On a voice note, the motion passed unanimously. --AGENDA

NEW BUSINESS

None.

OLD BUSINESS

Alderman Clifford asked for an update regarding the crosswalk on 127th Street by the Recreation Center. Director Jasinski commented that they have received all the necessary materials to install the crosswalk and it should be installed by the end of the month.

Director Jasinski addressed the memo sent to the committee regarding the culverts that were placed on 135th Street. He reviewed the memo about the drainage situation at a resident's residence. Mr. Jasinski has been in contact with the Cook County Highway Department. They were willing to work with Palos Heights Public Works and able to regrade the ditches and upsize the existing culverts. This should help the drainage issues.

There being no further business, Alderman Clifford moved to adjourn the meeting, seconded by Alderman Lewandowski. All in favor.
