City of Palos Heights Water & Sewer Committee met Oct. 25.

CALL TO ORDER
Chairman Bylut called the Water and Sewer Committee meeting to order at 6:30 p.m. In physical attendance were Chairman Bylut, Alderman Key, Director of Public Works Adam Jasinski, and Recording Secretary Ashley Pala. Alderman Begley was absent. Alderman McGrogan attended by phone.
APPROVAL OF MINUTES
Chairman Bylut made a motion to approve the minutes of the Water and Sewer Committee meeting held on September 27, 2022 seconded by Alderman Key. On a voice vote, the motion passed unanimously.
PUBLIC COMMENT
None.
DIRECTOR’S REPORT
Director Jasinski presented the following reports/considerations:
∙ Water main breaks: There have been 35 water main breaks year to date. The significant increase of breaks is due to fire hydrant testing. The testing increases the pressure on weak points. There was a large break in the strip mall on Southwest Highway and a minor one in Westgate that has been addressed
∙ 127th and RT 83 Construction Update: This month the contractor began installation of the 16- inch water main that used to run through Tinley Creek and will now across the new culvert on 127th Street. The positives to this is that it will allow inspection to prevent major issues. The negative to this is that it is susceptible to frost from both sides. To prevent this, insulation will be installed. It is unlikely for it to freeze as water is always running at some point throughout the City. IDOT informed the City that there will be a road closure on 127th Street for both west and eastbound lanes for a week beginning on November 7th. Detours have been sent to the Fire Department and the Police Department.
The City of Palos heights agreed to pay 60% of construction costs. Alsip originally paid the invoice and now reimbursement is due.
Alderman Bylut motioned to approve reimbursement to the Village of Alsip for IDOT’s 60X74 water main construction engineering in the amount of $47,598.88, seconded by Alderman Key. On a voice vote, the motion passed unanimously. –AGENDA

∙ 2022 Sewer Rehabilitation Program: Nation Power Rodding is set to mobilize this week to evaluate the condition of the sewers. In November, they will be doing spot repairs for the lining to occur in February 2023.
Alderman Bylut Motioned to approve payment for professional services with RJN Group for the 2022 Sewer Rehab Design and Construction in the amount of $4,297.50, seconded by Alderman Key. On a voice vote, the motion passed unanimously. -- VOUCHER
∙ Misty Meadows Water Tower Update: The inside of the Misty Meadows water tower was not cleaned for quite some time which lead to the inability to evaluate the inside conditions. Notifications were sent to all residents in Misty Meadows to notify that the water tower would be taken out of service for inspection which reduced psi by 10% in most homes. Public Works monitored the pressure prior to verify there would not be issues. The tank was then cleaned and samples were taken. The samples came back negative signifying that there were not abnormal bacteria present. The tower was back in service the following Monday. The tower will need to be painted within the next 2-3 years. Westgate’s tower is currently on a maintenance plan and is in really good shape. Discussion of placing the Misty Meadows water tower on a maintenance plan was discussed.
∙ 2 MG Reservoir Rehabilitation Update: The bids came back over $500,000 above the City budget. The lowest bidder gave alternatives which Director Jasinski does not feel comfortable recommending with since the grading at the hospital would allow for water to be under the pumps and would not be evaluated by a third party. Director Jasinski reached out to the hospital to question the possibility of gaining an easement on their property. The hospital was receptive to negotiate the current easement for a larger portion. The southern part of the property would be ideal for a tank since it is near our current tank. Director Jasinski is pursuing a FEMA grant to obtain federal funds in case of possible contamination or flooding at the current station. The initial application was accepted.
∙ Menominee Lift Station Update: The project is scheduled to commence in November, 2022. The lead time for parts is longer than usual. Pipe has been purchased and is stored at the contractor’s facility.
Alderman Bylut motioned to approve payment to Integral Construction Inc. for the Menominee Lift Station in the amount of $36,399.00, seconded by Alderman Key. On a voice note, the motion passed unanimously. –AGENDA
∙ Route 83 Pump Station: The attempt was made to change a valve at the pump station. The variable frequency drive failed due to age. Director Jasinski is requesting to purchase two to have an extra since lead times for these parts are roughly 20 weeks.
Alderman Bylut motioned to approve purchase of a variable frequency drive replacement from Metropolitan Pump Company for the Route 83 Pump Station in the amount of $20,608.00, seconded by Alderman Key. On a voice note, the motion passed unanimously. --AGENDA
PROFESSIONAL SERVICES
Director Jasinski sought approval for the following:
∙ Request payment approval to M.E. Simpson Co., Inc. for fire hydrant maintenance.
Alderman Bylut motioned to approve payment to M.E. Simpson Co., Inc. for fire hydrant maintenance and flow/water main capacity testing program in the amount of $16,854.00, seconded by Alderman Key. On a voice note, the motion passed unanimously. –AGENDA
∙ Request payment approval to M.E. Simpson Co., Inc. for valve assessments.
Alderman Bylut motioned to approve payment to M.E. Simpson Co., Inc. for conducting valve assessment and exercising program in the amount of $7,124.00, seconded by Alderman Key. On a voice note, the motion passed unanimously. –AGENDA
∙ Request payment approval for professional services with Strand Associates, Inc. for the College Drive 16-inch Water Main CIP Engineering and on-call engineering services for the month of September.
Alderman Bylut motioned to approve payment to Strand Associates, Inc. for professional services for the College Drive 16-inch Water Main CIP Engineering and on-call engineering services for the month of September in the amount of $13,201.12, seconded by Alderman Key.
