City of Palos Heights Roads & Construction Committee met Nov. 8.

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Clifford called the Roads & Construction Committee meeting to order at 6:33 p.m. In attendance were Alderman Clifford, Alderman Lewandowski, Public Works Director Adam Jasinski, Aurimas Spucys from Morris Engineering, and recording secretary Ashley Pala. Alderman Begley entered at 6:36 pm. Absent was Alderman Basso.

APPROVAL OF MINUTES

Alderman Clifford moved to approve the minutes of the Roads & Construction Committee meeting held on October 11, 2022, seconded by Lewandowski. On a voice note, the motion passed unanimously.

DIRECTOR’S REPORT

A. 2022 MFT Update: Landscapers are scheduled to finish in the Mcintosh Subdivision by November 11, 2022. All other work within the 2022 MFT Program has been completed.

Alderman Clifford motioned to approve payment to Seeco Consultants, Inc. for the 2022 Roads Program in the amount of $1,800.00, seconded by Alderman Lewandowski. On a voice note, the motion passed unanimously. --VOUCHER

B. Ridgeland Ave Medians Update: The project began slowly due to an issue receiving permits from IDOT which has since been handled. The project is almost completed with the exception of 100 feet and striping. The project did not interfere with the high school schedule as contractors were instructed to not work in that area during pick-up and drop-off times.

Alderman Clifford motioned to adopt a resolution for construction on state highways for a period of two years (2023 and 2024), seconded by Alderman Lewandowski. On a voice note, the motion passed unanimously. –AGENDA

C. Public Works Projects:

- A crosswalk was installed on 127th Street by the Recreation Center which is illuminated with LED strobe lights that will activate with the push of a button. There is a reliability issue with the circuit board. The replacement should be shipped by December 7, 2022.

- The sweeping program completed 50% of the subdivisions west of Harlem Avenue. The goal is to complete the west of Harlem by the end of this week and then move to the east side.

- Grinding began on Oak Park Avenue in order to patch the roadways prior to the plants closing at the end of November. According to IDOT, paving should not occur if the daytime temperature does not exceed 50 degrees Fahrenheit.

- The chipper service was extended to complete one pass through the City after the weekend wind storm.

- Public Works and Morris Engineering are working together on the Natchez culvert. Applications have been sent to multiple agencies. An additional drainage study is not needed. It is required to submit an erosion control plan. Director Jasinski concluded after research that using concrete is the best plan of action as there are not unknowns in regards to stability and longevity.

MORRIS ENGINEERING

Aurimas Spucys from Morris Engineering Provided the following updates:

76th Avenue 131st to 135th LAFO Resurfacing: The phase 2 final submittal is in review with IDOT. The letting date has been revised per IDOT to March 2023.

INVOICES

Director Jasinskirequested approval of payment to Morris Engineering for engineering services for various projects in the amount of $7,135.97.
