The Regular Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 7:28 p.m. on January 24, 2023.

5) Public Comment
Resident of Blue Island invited everyone to the Blue Island Forestry Board Town Hall meeting this Thursday at 6 pm at the East Annex.

a. Proclamation - Richard Withers
The Mayor stated Richard Withers was the Mayor of Blue Island for twelve years. The City is currently waiting to hear from the family; so that a proper proclamation can be issued.

a. Motion for Approval of Payroll for January 20, 2023, for $471,990.20 (gross).

Ordinance No. 2023-006: An Ordinance of the City of Blue Island, Cook County, Illinois to Amend Title XI ("Business Regulations"), Chapter 111 ("Alcoholic Liquor").

Alderman McGee requested an amendment to the ordinance that would make all violent acts a per se nuisance. The aldermen were in agreement with the same.
f. Resolution No. 2023-001: A Resolution of the City of Blue Island, Cook County, Illinois To Authorize and Approve an Intergovernmental Agreement between the City and MWRD for the Green Alley Project in Blue Island, Illinois.
The Mayor stated that this resolution is not yet complete. They are awaiting additional information. It will be on the agenda for the next meeting.
g. Ordinance No. 2023-007: An Ordinance of the City of Blue Island, Cook County, Illinois Amending Title XIII (“General Regulations"), Chapter 130 (Offenses Against Public Peace and Safety”) of the Code of Blue Island, Illinois.
Motion by Alderman Fahrenwald second by Alderman Roll for Adoption of Ordinance No. 2023-007.

h. Ordinance No. 2023-008: An Ordinance of the City of Blue Island, Cook County, Illinois Amending Title X (“Garbage") and Title III (“Administration) to Update the City Code for Changes in Waste Removal Practices.

Request to Amend Ordinance No. 2023-008 by Alderman Roll, Agreed Upon by Alderman Rita.
The amended ordinance would state that the increase in sanitation fees would be limited to one year; and that City Council would reassess fees thereafter and make necessary adjustments to the same.

The Mayor appreciated the Council's considerations and time during the last meeting.
The Mayor stated that Richard Withers' son had arrived from Kansas and Mark Patoska gave him a tour of City Hall. The family did not have a service for him.
City Clerk's Announcements/Reports/Comments
a. City Clerk's Announcements
City Clerk, Raeann Cantelo-Zylman, informed the City Council that there will be a River cleanup on 5/13/23.
City Clerk, Raeann Cantelo-Zylman, informed the City Council that there is a Town Hall Meeting for the Forestry Board on Thursday, 1/26/23 at 6 pm at the East Annex.
City Clerk, Raeann Cantelo-Zylman, informed the City Council that the First Evangelical Lutheran Church of Blue Island will be offering an English Conversation Group every Thursday at 11 am. Flyers are located at City Hall.
City Clerk, Raeann Cantelo-Zylman, informed the City Council that the Hometown Heroes Flags will be hung on Memorial Day and new applications were being accepted.
City Clerk, Raeann Cantelo-Zylman reported that the Black History Month Program is scheduled for 2/26/2022 at 3 p.m. at the John D. Rita Recreation Center.
The Mayor stated that a small dedication ceremony for the police training would take place on 2/5/23 at 1 pm.

City Administrator, Tom Wogan, stated that he is working with LRS to correct the flyer for the 5th Ward garbage pick-up, which is occurring on Monday rather than Friday. The information is also being updated on social media. In addition, Deputy Clerk, Reyna Alvarado, is working on translating the flyer with the rest of the Clerk's office.
13) Aldermanic Announcements/Reports/Comments
Alderman McGee wanted to ensure revisions to the garbage pick-up schedule and appropriate communication with the residents regarding the same.
Alderman Johnson stated that the watch group is collaborating with the Library to create a video presentation regarding Black History Month. He also noted that he would like to see more free programs for children at the John D. Rita Recreation Center.
