City of Hometown City Council met Feb. 28

Here are the minutes provided by the council:

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Acting Mayor Frank Finnegan on Tuesday, February 28, 2023 at 7:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by City Treasurer Sal Roti.

Roll Call: Roll call indicated that the following were present: Aldermen Zak, Banasiak, Walsh, Smith, Barnhouse and Kurysz.

Absent: Aldermen Grochowski, Reynolds and Beyer.

Also present: Beth Attard, City Attorney, James Forbes, Building Commissioner and Louis Dominguez, Chief of Police.

Press: Jan Forney, Hometown Hi-Lites.

Journal February 14, 2023 Moved by Alderman Banasiak seconded by Alderman Zak to approve as published  the Journal of February 14, 2023 regular City Council Meeting.

Roll call, the vote was:

AYES: (6) Aldermen Banasiak, Smith, Acting Mayor Finnegan Zak, Walsh, Kurysz.

NAYS: (0)

ABSENT: (3) Aldermen Grochowski, Beyer and Reynolds 

ABSTENSION: (1) Alderman Barnhouse

MOTION DECLARED CARRIED

CITIZEN’S HEARING 

NONE

REPORTS AND COMMUNICATIONS 

Office of the Mayor 

Acting Mayor Finnegan stated he is naming Alderman Reynolds as the Liaison to the Hometown Fire Protection District. We have great communication and a great relationship with the district. There has not been much progress on the Dispensary, the Car Wash has been busy, the Police Department has been busy. There are a few items we have been discussing, Worth Township offering help with utility bills, Property tax appeal assistance. We are looking at a new program R.U.O.K which supports our seniors with a daily call from us to check in on them. With Mother’s Day coming I want to have us talk about our mothers at an upcoming meeting.

Office of the City Clerk: 

City Clerk Mary Jo C. Hacker had no report.

Office of the Treasurer: 

City Treasurer Salvatore reported we will not have a Finance meeting tonight; we will have one on March 14th after the City Council meeting.

REPORTS FROM CITY APPOINTED OFFICIAL 

City Attorney: Attorney Attard had no report.

Police: Louis Dominguez, Chief of Police reported the Police Department recently came across a program IDA which helps people with addiction, we would like to merge with RUOK. The Department continues with training mandates. We were involved with three vehicle seizures, 2 of which ended up being felonies, pending hearings. Chief Dominguez had a narcotics dog with him named Figo. 

Building Department: James Forbes, Commissioner had no report.

FINANCE COMMITTEE 

Accounts Payable and Payroll February 28, 2023

Moved by Alderman Banasiak, seconded by Alderman Smith to approve for payment the accounts payable vouchers in the amount of $79,652.25 and payroll vouchers in the amount of $64,862.81 for a total expenditure of $144,515.06.

Roll call, the vote was:

AYES: (7) Aldermen Banasiak, Barnhouse, Smith, Acting Mayor Finnegan Walsh, Kurysz and Zak.

NAYS: (0)

ABSENT: (3) Aldermen Grochowski, Beyer and Reynolds. 

MOTION DECLARED CARRIED

STREETS, SIDEWALKS AND MUNICIPAL BUILDING COMMITTEE 

Alderman Glen Zak, Chairman had no report.

WATER AND SEWER COMMITTEE 

Alderman Daniel Walsh, Chairman moved, seconded by Alderman Kurysz to approve the low bidder on the Komensky Avenue 30” Outfall Sewer Cleaning and Televising Project to National Power Rodding in the amount of $49,025.00.

Roll call, the vote was:

AYES: (7) Aldermen Banasiak, Barnhouse, Smith, Acting Mayor Finnegan Walsh, Kurysz and Zak.

NAYS: (0)

ABSENT: (3) Aldermen Grochowski, Beyer and Reynolds. 

MOTION DECLARED CARRIED

PARKS AND RECREATION COMMITTEE 

Alderman Robert Smith, Chairman had no report.

BUILDING COMMITTEE 

Alderman Brian Barnhouse, Chairman had no report.

LICENSE COMMITTEE: 

Alderman Donna Grochowski, Chairman was absent.

CODE AND ORDINANCE COMMITTEE 

Alderman Robert Reynolds, Chairman was absent.

INSURANCE COMMITTEE: 

Alderman Rick Banasiak, Chairman had no report.

PUBLIC HEALTH AND SAFETY COMMITTEE 

Alderman Luci Kurysz, Chairman had no report.

POLICE COMMITTEE 

Acting Mayor Frank Finnegan, Chairman reported the Chief and Deputy Chief was involved in a fleeing/eluding incident and he commends them for their efforts.

REPORTS FROM SPECIAL COMMITTEES 

Library: Alderman Grochowski, Liaison was absent. Acting Mayor Finnegan reported the next meeting will be Thursday, March 7, 2023 at 7:00 p.m. They are still looking for two board members.

Legislation: Alderman Christopher Beyer was absent.

Fire Department: Acting Mayor Finnegan, Liaison, reported he emailed Chief Duffy regarding the RUOK program. Acting Mayor Finnegan reported that former HFPD Trustee Larry Nevels had passed away and he thanked him for his service.

Personnel Review: Acting Mayor Finnegan, Chairman no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, 

ORDERS AND ORDINANCES BY ALDERMEN 

Res. No. 1-2023: Moved by Alderman Banasiak, seconded by Alderman Zak to approve Resolution No.1-2023, A Resolution Requesting $395,000.00 In Community Development Block Grant (CDBG) Funds from The County of Cook, Illinois for Program Year 2023 for the Reconstruction of Corcoran Avenue from Kostner to Duffy Avenue.

Roll call, the vote was:

AYES: (7) Aldermen Banasiak, Barnhouse, Smith, Acting Mayor Finnegan Walsh, Kurysz and Zak.

NAYS: (0)

ABSENT: (3) Aldermen Grochowski, Beyer and Reynolds. 

MOTION DECLARED CARRIED

SPECIAL EVENTS: Alderman Grochowski was absent.

HEALTH, WELFARE & COMMUNITY EVENTS: Alderman Grochowski was absent. Acting Mayor Finnegan reported the next Facts not Facebook meeting will be held on March 18, 2023 at the Patterson Building at noon and other events.

UNFINISHED BUSINESS: Treasurer Roti stated he will be sitting down with the police department tomorrow regarding the budget.

NEW BUSINESS: NONE

CITIZEN’S HEARING: Jan Forney asked about the Veteran’s Flame not being functional. There was discussion regarding the flame. Alderman Walsh reported a resident Joey Countryman is highly decorated for his swimming achievements at Reavis High School.

ADJOURNMENT: Motion made by Alderman Kurysz Seconded by Alderman Barnhouse to adjourn the regular meeting of the Hometown City Council.

MOTION STATED CARRIED

The meeting adjourned at 7:25 p.m.
