1) Call to Order

The Regular Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 7:00 p.m. on February 28, 2023.

Motion by Alderman Carr, second by Alderman Johnson to approve the City Council Minutes from the February 14, 2023 Regular Meeting of City Council.

d. Ordinance No. 2023-010: Ordinance of the City of Blue Island, Cook County, Illinois Authorizing a Collective Bargaining Agreement by and between the City of Blue Island and the Blue Island Professional Fire Fighters Association, IAFF #3547, Representing Firefighters, Lieutenants, and Battalion Chiefs.

Motion by Alderman Fahrenwald, second by Alderman Roll for Adoption of Ordinance No. 2023-010.

Ayes: 6 Johnson, Fahrenwald, Rita, Montoya, Carr, Roll

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

Alderman Rita stated that she has been in favor of the Department's transition to ALS service. She asked if nine additional firefighters would be hired within the next three years and whether or not a study was conducted to demonstrate that the new revenue could sustain the new hires. Chief Haywood said that beginning in August, the Fire Department has increased its revenues and expects to increase them more with the addition of ALS services.

Alderman Johnson stated that ALS service was critical to save lives, especially since there was no hospital.

The Mayor stated he was glad ALS service is finally here and noted the City has waited far too long for this transition.

e. Ordinance No. 2023-011: Ordinance of the City of Blue Island, Cook County, Illinois Amending Title XV, "Land Usage" Chapter 150 "Building Regulations" of the Code of Blue Island, Illinois.

Motion by Alderman Fahrenwald, second by Alderman Roll for Adoption of Ordinance No. 2023-011.

Ayes: 6 Johnson, Fahrenwald, Rita, Montoya, Carr, Roll

f. Ordinance No. 2023-012: Ordinance of the City of Blue Island, Cook County, Illinois Granting a Special Use Permitting Bon Manger Catering & Events, LLC to Operate a "Banquet Hall” within the UTOD District at 2601 Vermont St.

Motion by Alderman Johnson, second by Alderman Roll for Adoption of Ordinance No. 2023-012.

g. Ordinance No. 2023-013: Ordinance of the City of Blue Island, Cook County, Illinois Granting a Special Use Permitting Bon Manger Catering & Events, LLC to Operate a "Catering Business" within the UTOD District at 2601 Vermont St.

Motion by Alderman Johnson, second by Alderman Carr for Adoption of Ordinance No. 2023-013.

h. Ordinance No. 2023-014: Ordinance of the City of Blue Island, Cook County, Illinois Granting a Special Use Permitting Unlimited Potential NFP, Inc. to Operate a "Transitional Residence" within the R-1 District at 13811 S. Western Ave.

Motion by Alderman Roll, second by Alderman Johnson for Adoption of Ordinance No. 2023-014.

i. Ordinance No. 2023-016: Ordinance of the City of Blue Island, Cook County, Illinois, Providing For A Feasibility Study And Report With Respect To The Designation Of A Certain Area As A Tax Increment Financing Redevelopment Project Area (Proposed TIF #8).

Motion by Alderman Fahrenwald, second by Alderman Roll for Adoption of Ordinance No. 2023-016.

Ayes: 6 Johnson, Fahrenwald, Rita, Montoya, Carr, Roll

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

Alderman Rita asked whether these were new TIF boundaries or the goal would be expansion. The Mayor stated the review will be to determine if existing TIF districts can be connected. The cost of the study is $35,000.

Alderman Johnson inquired as to how many more years they have left on the TIF and Mayor stated approximately 20 years remained.

j. Ordinance No. 2023-015: Ordinance Abating the Real Estate Tax Heretofore Levied for the Tax Levy Year 2022 to Pay the Debt on $400,388 of the Waterworks and Sewage Refunding Bond (Alternative Revenue Service), Series 2006, of the City of Blue Island, Cook County, Illinois.

Motion by Alderman Carr, second by Alderman Fahrenwald for Adoption of Ordinance No. 2023-015.

k. Resolution No. 2023-003: Resolution of the City of Blue Island, Cook County Illinois, to Authorize and Approve a Proposal between the City and Airy's Inc. for the Inspection and Replacement of a Discharge Line Break.

Motion by Alderman Fahrenwald, second by Alderman Roll for Adoption of Resolution No. 2023-003.

i. Resolution No. 2023-004: Resolution of the City of Blue Island, Cook County Illinois, to Authorize and Approve a Proposal between the City and Masergy to Improve the City's Wide Area Network.

Motion by Alderman Roll, second by Alderman Fahrenwald for Adoption of Resolution No. 2023-004.

Motion by Alderman Fahrenwald, second by Alderman Roll for Adoption of Resolution No. 2023-005.

Alderman Fahrenwald expressed gratitude to Val Kehoe for making this possible. He noted that the inventory will allow the city to determine the age, size, and health of each tree and prepare a long-term program.

n. Mayor's Announcements/Comments.

The Mayor thanked city staff, officials, and residents for their work on the City's annual Black History event. A special thanks was given to Director Bob Jackson for spearheading this uplifting event and gathering a large crowd. The Mayor also said a special thanks to the Clerk, Raeann Cantelo-Zylman and Deputy Clerk Reyna Alvarado for putting several days' of work into cleaning and making decorations for the event.

The Mayor praised Public Works for handling the unexpected snowfall.

The Mayor indicated that the Fourth of July parade would return in July 2024.

City Clerk's Announcements/Reports/Comments

City Clerk, Raeann Cantelo-Zylman, thanked everyone who came out and supported the Black History event.

City Clerk, Raeann Cantelo-Zylman, informed the City Council that the Clerk's office is accepting applications until 4/1/23 for Hometown Heroes.

City Clerk, Raeann Cantelo-Zylman, informed the City Council that the First Lutheran Church is hosting a Community Health Fair on 3/4/23 from 11 – 2 pm.

City Clerk, Raeann Cantelo-Zylman, invited everyone to attend the Witch-O-Rama on 3/5/23 from 11 - 6 pm at Blue Island Beer Co.

City Clerk, Raeann Cantelo-Zylman, invited everyone to attend the Arts Alliance/Blue Cap sketch day on 3/25/23 from 12-3 pm at the East Annex.

City Clerk, Raeann Cantelo-Zylman, reminded everyone that the Community Cleanup will be on April 29, 2023. The City was currently looking for volunteers and sponsors for the event.

City Clerk, Raeann Cantelo-Zylman, suggested that everyone mark their calendars for Mai Fest that would be taking place on May 13, 2023 from 12 - 5 pm.

City Clerk, Raeann Cantelo-Zylman, informed City Council that the Blue Island Park District will host a number of Easter activities. Pizza with the Easter Bunny will take place on March 25, an outdoor flashlight Easter egg search will take place on April 3, and an Easter egg hunt at Memorial Park will take place on April 8.

City Clerk, Raeann Cantelo-Zylman, informed City Council that on 3/29/23 there will be an indoor flashlight egg hunt at Eagles.

12) City Administrator's Announcements/Comments

City Administrator, Thomas Wogan, indicated that an official appropriations draft will be available for public inspection at City Hall tomorrow.

City Administrator, Thomas Wogan, stated the March 28, 2023 meeting will be canceled and moved to March 30, 2023 at 6:30 p.m. for a special meeting to approve the appropriation and the normal council meeting will be at 7 p.m. If anyone cannot attend, please inform him or the Mayor.

13) Aldermanic Announcements/Reports/Comments

Alderman Fahrenwald stated that his ward's neighborhood watch is putting together a team for Community Clean-Up Day and he challenged the other Aldermen to other form large teams for the event.

Alderman Carr thanked everyone who took part in the Black History event.
