Blue Island Public Library Board of Trustees met Feb. 23.

Here are the minutes provided by the board:

I. Board received a status update from Dan Eallonardo about the MakerSpace before achieving a quorum. Call to Order at 7:30pm by President Orozco.

II. Roll Call

b. Also present: Director Anna Wassenaar

c. Absent: Trustee Esparza, Martin, Meyer and Nunez

III. Public Comment: None

IV. Reading of January 2023 minutes

a. Trustee Kinney motioned to approve minutes, seconded by Trustee Peters. 

i. All in favor: 7:34pm.

V. Reading of February 2023 Special Meeting Minutes.

a. Trustee Rauch asked to modify Part 4 to reflect that “City of Blue Island” was requesting information, rather than “City Hall” is requesting. All in favor. 

b. Trustee Rauch motioned to approve minutes from the February 2023 Special Meeting Minutes; Trustee Orozco seconded the motion.

i. All in favor: 7:36pm.

VI. Financial Report

VII. TAW Excess Funds Action: Donna Howard at Amalgamated Bank of Chicago (loan originator) provided a statement that funds were held in escrow from library levy and that the $135,674.11 belongs to the library. Her opinion is that any interest from this amount should also belong to the library.

a. Trustee Brown moved to accept this accounting from Ms. Howard on behalf of the bank, and for the library to retain $135,674.11; seconded by Trustee Orozco. i. All in favor: 7:39pm.

b. Director Wassenaar shared that the library will receive a $3,484.58 grant from FEMA for emergency spending during the pandemic.

c. Discussion by Director Wassenaar of 2022 Fiscal Close and retained funds in budget. Director Wassenaar asked to wait to move this surplus into reserve funds, in order to have funds available until the delayed 1st installment arrives.

i. Motion by Trustee Peters to wait until next meeting to move funds; seconded by Trustee Rauch.

ii. All in favor: 7:43pm.

d. Review of balance sheet:

i. Motion by Trustee Orozco to approve balance sheet; seconded by Trustee Rauch.

ii. All in favor 7:56pm.

e. Revenue & Expense report

i. Motion by Trustee Orozco to approve balance sheet; seconded by Trustee Rauch.

ii. All in favor: 7:56pm.

f. Monthly payables.

i. Motion by Trustee Brown to approve; seconded by Trustee Orozco ii. All in favor 7:57pm.

VIII. Director’s Report:

- Director Wassenaar is exploring lower cost options for an alarm system; will check whether alternative systems (such as Ring camera) are permitted by the Library’s insurance policy.

- The Library was not eligible for the state mini-grant to replace the carpet because our per capita collection is too high; we will check eligibility next year.

- Director Wassenaar is looking into renovation of building and potential capital campaign.

- Upcoming Paint & Sip event sold out because Blue Cap bought 14 tickets.

- Spring Cleanup with Friends on May 6.

- Director Wassenaar to present IPLAR report for library certification.

- Director Wassenaar serving on Maifest Planning Committee for Arts Alliance – Maifest is scheduled for 5/13.

IX. Old Business.

a. Review Chapter 2 of IL Standards for Public Libraries.

X. New Business

a. Appropriations Resolution 2023

i. Motion by Trustee Peters to amend to reflect Trustee Anita Kinney as secretary instead of Trustee Tamela Martin, seconded by Trustee Kinney.

ii. All in favor 8:08pm

iii. Motion by Trustee Peters to approve Resolution, seconded by Trustee Kinney

iv. All in favor 8:09pm.

XI. Legislative Updates

a. Transition report from new Secretary of State

b. Current ILA Legislative Issues

XII. General Communication

a. ALA Short Takes for Trustees – video trainings for Trustees are required.

XIII. Adjournment.

a. Motion by Trustee Peters to adjourn.

i. Seconded by Trustee Kinney

ii. All in favor, 8:25pm.
