Here are the minutes provided by the council:

1) Call to Order 

The Regular Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 7:00 p.m. on March 30, 2023.

4) Motion to Allow Alderman Joshua Roll to Attend the Meeting Remotely Due to Family or Other Emergency and Pursuant to the City of Blue Island's Remote Attendance Policy. 

Motion by Alderman Johnson, second by Alderman Fahrenwald to allow Alderman Roll to Attend the Meeting Remotely.

5)  Presentation of Journal of Proceedings 

Motion by Alderman McGee, second by Alderman Carr to approve the City Council Minutes from the March 14, 2023 City Council meeting.

c. Ordinance No. 2023-017: The Annual Appropriation Ordinance of the City of Blue Island, Cook County, Illinois for the Fiscal Year Beginning January 1, 2023 and ending December 31, 2023. 

Motion by Alderman Fahrenwald, second by Alderman Johnson for Adoption of Ordinance No. 2023-017.

d. Ordinance No. 2023-018: Ordinance of the City of Blue Island, Cook County Illinois, Relating to Salary Adjustments.

e. Resolution No. 2023-008: Resolution of the City of Blue Island, Cook County, Illinois, to Authorize and Approve the City's Application for the Community Development Block Grant Program Year 2023, City of Blue Island Irving Avenue from 119th Street and 121st Street.

Motion by Alderman McGee, second by Alderman Fahrenwald for Adoption of Resolution No. 2023-008.

f. Resolution No. 2023-009: Resolution of the City of Blue Island, Cook County, Illinois, to Authorize and Approve the Wireless Monitoring Services Agreement between the City and Metropolitan Industries, Inc. 

Motion by Alderman Fahrenwald, second by Alderman Carr for Adoption of Resolution No. 2023-009.

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

Alderman Fahrenwald inquired as to the costs of the contract. Deputy City Administrator Mark Patoska indicated he would provide that information to Alderman Fahrenwald.

g. Ordinance No. 2023-019: Ordinance of the City of Blue Island, Cook County Illinois, Granting a Special Use Permitting Perfect Reflections Daycare, LLC to Operate a Daycare Center Within the R-1 Single-Family Residential District (12126 Vincennes Avenue). 

Motion by Alderman McGee, second by Alderman Carr for Adoption of Ordinance No. 2023-019.

h. Ordinance No. 2023-020: Ordinance of the City of Blue Island, Cook County Illinois, Amending Title IX (“General Regulations”), Chapter 95 (“Nuisances”) of the Code of Blue Island. 

Motion by Alderman McGee, second by Alderman Fahrenwald for Adoption of Ordinance No. 2023-020.

i. Ordinance No. 2023-021: Ordinance of the City of Blue Island, Cook County Illinois, Amending Title III (“Administration"), Chapter 39 (“Fee and Fine Schedule") of the Code of Blue Island.

Motion by Alderman McGee, second by Alderman Fahrenwald to TABLE Ordinance No. 2023-021.

Alderman McGee inquired as to how the new fees/fines were determined.

City Attorney, Erin Blake, indicated she met with the department heads, who indicated that the proposed fee/fines were industry standard and comparable to other municipalities.

j. Ordinance No. 2023-022: Ordinance of the City of Blue Island, Cook County Illinois, Amending Title V ("Public Works"), Chapter 52 ("Water and Sewers") of the Code of Blue Island. 

Motion by Alderman Fahrenwald, second by Alderman McGee for Adoption of Ordinance No. 2023-022.

k. Ordinance No. 2023-023: Ordinance of the City of Blue Island, Cook County Illinois, Amending Title IX ("General Regulations"), Chapter III ("Alcoholic Liquor") of the Code of Blue Island, Illinois.

Motion by Alderman Johnson, second by Alderman Montoya for Adoption of Ordinance No. 2023-023.

City Clerk's Announcements/Reports/Comments 

a. City Clerk's Announcements 

City Clerk, Raeann Cantelo-Zylman, notified the City Council that the New Life Community Church is having an Easter outreach event at York and Western on 4/8/23 from 9 am - 1 pm.

City Clerk, Raeann Cantelo-Zylman, stated that St. Magdalene Catholic Church is holding their Via Crucis event on Good Friday.

City Clerk, Raeann Cantelo-Zylman, informed City Council that the Blue Island Park District will host a number of Easter activities. An outdoor flashlight Easter egg search will take place on April 3, and an Easter egg hunt at Memorial Park will take place on April 8.

City Clerk, Raeann Cantelo-Zylman, suggested that everyone mark their calendars for Mai Fest on May 13, 2023, from 12 – 5 pm., which will feature over 100 vendors.

City Clerk, Raeann Cantelo-Zylman, informed the City Council that the Clerk's office is accepting applications until 4/1/23 for Hometown Heroes.

City Clerk, Raeann Cantelo-Zylman, reminded everyone the Community Cleanup will be on April 29, 2023. Currently, Alderman Roll and Veterans School have volunteered.

City Clerk, Raeann Cantelo-Zylman, invited everyone to the Flower Sale and Chalk Walk on 5/20/23 and 6/3/23 at York and Western.

City Clerk, Raeann Cantelo-Zylman, informed the City Council that TGIF/Farmer's Market are back this summer and the City is currently looking for vendors. Please contact the Clerk's office for more information.

City Clerk, Raeann Cantelo-Zylman, informed the City Council that the 4th of July parade will be return in 2024.

City Administrator, Thomas Wogan, informed City Council regarding the CEDA program that assists residents in getting caught up on their water bills.

Alderman Johnson informed residents that free basketball fundamentals classes will be held at the John D. Rita Center this Sunday from 1 p.m. to 3 p.m.
