City of Palos Heights Water and Sewer Committee met April 15

City of Palos Heights Water and Sewer Committee met April 15.

Here are the minutes provided by the committee:

CALL TO ORDER 

Chairman Bylut called the Water and Sewer Committee meeting to order at 6:31 p.m. In attendance were Chairman Bylut, Alderman Key, Alderman McGrogan, Alderman Begley, Director of Public Works Adam Jasinski and Recording Secretary Ashley Pala. 

APPROVAL OF MINUTES 

Chairman Bylut made a motion to approve the minutes of the Water and Sewer Committee meeting held on February 28, 2023 seconded by Alderman McGrogan. On a voice vote, the motion passed unanimously. 

DIRECTOR’S REPORT 

Director Jasinski presented the following reports/considerations: 

  • Water main breaks: There was not any water main breaks in the last month. There have been a total of 9 water main breaks year to date.  
  • Menominee Lift Station Update: This project is approaching the finish line. It took longer than usual due to the amount of time it took to dig. We are currently waiting for an electrician to come to the site. Requesting for partial payment (1/4) $39,348.00 to Integral Construction. 

Alderman McGrogan motioned to approve payment to Integral Construction for the  Menominee Lift Station in the amount of $39,348.00, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously. 

  • West College Drive Water Main Lining: There was three responsive bidders for this project. Due to the City Council meeting being cancelled on April 4th, the bids were publicly opened on April 4th with Jan Colvin and Ashley Pala present. There was one contractor present.  

Alderman Begley motioned to award the West College Drive Water Main Lining project  to Airy’s Inc. for their lowest bid in the amount of $975,000.00, seconded by Alderman Key. On a voice vote, the motion passed unanimously. 

  • Vehicle Purchase: In February of 2022, the Municipal Grounds & Property Committee approved the purchase of a Ford Explorer. As of April of 2023, that vehicle is still unavailable. The fleet vehicles are much harder to come by. All vehicles have increased in price. There is a placeholder available to purchase a 2023 F-250 4x4 SD Regular cab 8’ box 142” WB SRW XL (52B) vehicle when it becomes available. 

Alderman McGrogan motioned to approve the purchase of a 2023 F-250 4x4 SD Regular  cab 8’ box 142” WB SRW XL (52B) vehicle in the amount of $65,677.50, seconded by  Alderman Begley. On a voice vote, the motion passed unanimously. 

  • 2022 Sewer Rehabilitation Program: This program began in the fall of 2022. As of last week, the program is complete.  

Alderman Key motioned to approve the second payment to National Power Rodding Corp. for the 2022 Sewer Rehabilitation Program that was completed in February and March of 2023 in the amount of $215,602.52, seconded by Alderman Begley. On a voice vote, the  motion passed unanimously. 

  • 2023 Sewer Rehabilitation Program: The budget amount for the program is $500,000.00. The original estimate for this project was $700,000.00 due to there being 20 point repairs that are needed. Director Jasinski spoke to the Foreman who stated that Public Works can and will rent a larger excavator due to the amount of each point repair being $20,000.00 if a contractor were to do it.  

Chairman Bylut motioned to approve going out for bid for the 2023 Sewer Rehabilitation Program, seconded by Alderman Begley. On a voice vote, the motion passed unanimously. 

  • Misty Tower RFP: This is scheduled as the next reservoir to be rehabilitated once the hospital is completed. As these are elevated tanks will cell equipment on top of them, it would be in the City’s best interest to utilize a professional services maintenance plan. Director Jasinski will draft this and bring it back to the committee. This will be a 2024 project that can be budgeted for.  

Alderman McGrogan motioned to approve the request for proposals for the Misty  Meadows water tower, seconded by Alderman Begley. On a voice vote, the motion passed unanimously.  

  • Water Supply Loan Program: A low interest loans can potentially result in loan forgiveness. This project was given to Sean Casten. 

Alderman Begley motioned to approve an Ordinance authorizing the City of Palos Heights to borrow funds from the Public Water Supply Loan Program, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously. 

PROFESSIONAL SERVICES 

Director Jasinski sought approval for the following: 

  • Request payment approval for professional services with RJN Group for the 2022 & 2023 Sewer Rehab Design and Construction, On-Call Underground Infrastructure services, and for the GIS Services rendering through March 31st, 2023, in the amount of $46,972.78.
  • Alderman Key motioned to approve payment for professional services with RJN Group for the 2022 & 2023 Sewer Rehab Design and Construction, On-Call Underground Infrastructure services, and for the GIS Services rendering through March 31st, 2023, in the amount of $46,972.78, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously. 
  • Request agreement approval for construction engineering services with Strand Associates for the College Drive Water Main Lining Project in the amount of $35,000.00. 

Chairman Key motioned to approve an agreement for construction engineering services  with Strand Associates for the College Drive Water Main Lining Project in the amount of  $35,000.00, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously. 

  • Request payment approval for engineering professional services with Strand Associates, Inc. for the On-Call Engineering Services and College Drive 16-inch Water Main CIP n the amount of $4,064.45. 

Alderman Begley motioned to approve payment for engineering professional services  with Strand Associates, Inc. for the On-Call Engineering Services and College Drive 16-inch  Water Main CIP n the amount of $4,064.45,seconded by Chairman Bylut. On a voice vote, the motion passed unanimously. 

  • Request additional construction phase engineering services with Lockwood, Andrews, & Newnam, Inc. for the Menominee Lift Station Rehabilitation in the lump sum amount of $5,775.00. 

Alderman Begley motioned to approve additional construction phase engineering  services with Lockwood, Andrews, & Newnam, Inc. for the Menominee Lift Station  Rehabilitation in the lump sum amount of $5,775.00, seconded by Alderman Bylut. On a  voice vote, the motioned passed unanimously.
