CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Clerk Joseph Stachnik on Thursday, June 8, 2023, at 7:30 p.m. in the City Hall Council Chambers.

Clerk Stachnik stated Mayor Howley will be absent this evening and a Mayor Pro-Tem is needed. Alderman Waight moved to appoint Alderman Scott Zimmerman as Mayor Pro-Tem. Alderman Ferrero second. Roll call: Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

PLEDGE OF ALLEGIANCE

Mayor Pro-Tem Zimmerman lead the Pledge of Allegiance.

Alderman Waight moved to open the meeting to the public. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO THE PUBLIC

Alderman Ferrero moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Waight moved to approve the minutes of the regularly scheduled meeting of May 25, 2023, as printed subject to deletions or corrections. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

CITY CLERK

Clerk Stachnik stated that the Mosquito Abatement District reported that the production of mosquitoes involved in the transmission of West Nile Virus is on the increase and that positive mosquito samples have been found in northern Cook County. Residents should mitigate potential mosquito breeding sources.

Clerk Stachnik reported that the City website has been updated to include more recent data and a LRS link has been placed on the City’s website for LRS’s Electronic Waste and Household Hazardous Waste Collection programs.

On June 7, 2023, Clerk Stachnik and city department leaders attended the City’s Safety Committee meeting with Jim McCurry from the Illinois Public Risk Fund.

CITY ATTORNEY

Attorney Cainkar presented Ordinance #23-07, an ordinance approving an Intergovernmental Agreement between the City of Hickory Hills and the Metropolitan Water Reclamation District of Greater Chicago for the Police Dept. Parking Lot Pavement Project. Alderman McHugh moved to approve Ordinance #23-07. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

CITY ENGINEER

Mr. Spolar reported stated IDOT has approved construction drawings for the turn lane at 95th Street and 76th Avenue.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of June 2023 in the amount of $370,007.72. Alderman Purtill second. Roll call: Aldermen Ferrero, Fonte, Kman, Makropoulos, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Chief Jason Bray stated that the Police Department is accepting patrol officer applications through next week.

Alderman Fonte noted that LRS will continue to pick-up old refuse and recycling cans through next week.

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported there are currently 28 vendors, 8 food vendors, and 15 entries for the car show that are registered for the Street Fair. Alderman Ferrero also noted that electronic sign advertisements for the Street Fair will appear in Chicago Ridge, Worth and at the corner of 88th Avenue and 87th Street in Hickory Hills.

NEW BUSINESS

Resident William Sanchez, 9111 West 92nd Street, Hickory Hills, noted that his refuse was not picked up as of this evening. Mr. Sanchez’s pick-up date was Wednesday.

ADJOURNMENT

Alderman Ferrero moved to adjourn into Executive Session for the purpose of discussing pending litigation before an administrative tribunal. Alderman Waight second.
