City of Harvey City Council met June 26

City of Harvey City Council met June 26.

Here are the minutes provided by the council:

Mayor Christopher J. Clark called the City of Harvey Regular Council Meeting to order Monday - June 26, 2023, at 7:00 p.m.

Mayor Clark asked Deputy City Clerk Liliana Gonzalez to call the roll of Council members.

Present: Alderwoman Shirley Drewenski, Alderwoman Chapman, Alderwoman Telanee Smith, Alderman Dominque Randle-El, Alderman Tyrone Rogers, and Mayor Christopher J. Clark.

Absent: Alderman Tracy Key 

Mayor Clark gave the Invocation and led the Pledge of Allegiance.

Alderman Key came in at 7:02 P.M.

APPROVAL OF MINUTES: June 6, 2023, Regular Meeting Minutes

Alderwoman Drewenski made the motion to approve the Minutes. The motion was seconded by Alderman Rogers.

Voting Aye: Alderwoman Shirley Drewenski, Alderwoman Chapman, Alderwoman Telanee Smith. Alderman Tracy Key, Alderman Dominque Randle-El, Alderman Tyrone Rogers.

Voting Nay: None

Abstain: None

Absent: None

APPROVAL OF BILLS PAYABLE: May 15,.2023

Treasurer Pickett stated that the Bills list was passed at the last City Council Meeting.

ORDINANCES AND RESOLUTIONS FOR THE CITY OF HARVEY 

Old Business- None 

New Business 

Resolution - # 3045 - Approval to enter into a contract with Czervik Construction for the vaulted sidewalk work for an amount not to exceed $37,400.

Mayor Clark stated that the vaulted sidewalk on either side of 154th Street has two areas where stairwells to speakeasies were built. When new sidewalks were completed, they were done so incorrectly and the stairwells were not filled in and secured.

Alderman Roger asked if that was between 154th Broadway Ave and Center Ave

Mayor Clark answered yes one on the South Side and North Side of the Street

Alderwoman Chapman asked for the timeframe of completion for the project.

Mayor Clark stated that once approved there is no specific time frame however there the plan is to have the project completed expeditiously.

Alderwoman Chapman asked what "General Conditions" and "OH & Fee" on the invoice consisted of.

Mayr Clark responded that General Conditions are usual conditions that arise in this type of work. OH & Fees per Counsel are overhead and fees. However, the answer to the questions are better known by the Engineers who do review the information before submitting it to the Council.

Alderman Randle-El made the motion to approve the Resolution. The motion was seconded by Alderwoman Smith.

Voting Aye: Alderwoman Shirley Drewenski, Alderwoman Chapman, Alderwoman Telanee Smith. Alderman Tracy Key, Alderman Dominque Randle-El, Alderman Tyrone Rogers.

Voting Nay: None

Abstain: None

MOTION CARRIED 

PUBLIC COMMENT: 

John Saldana commented on how the Mayor makes himself available to the residents and hopes that the Council follows suit to make themselves more accessible to residents. Also, asked if representatives from the Park District can come to Council meetings to discuss what is being done.

Vernon Turner commented on how to access the minutes approved by the Council. Concerned residents need to know what is being voted on.

Pastor Dr. Johnathan Johnson commented on his changing water bill. The water meter cannot be located by the City. The bill has increased and was told there was a leak but the leak has not been located and neither has the meter.

Ruby J. Donahue commented on the communication between the Aldermen and the residents. Ward numbers are unknown to residents. Suggests that Aldermen distribute magnets with contact information. Larry E. Roberts Jr commented on his Larry's Barber Colleges and opened a Trade School in Harvey on 163rd. Works closely with several government officials. School has student housing and students come from different backgrounds. Mr. Roberts commented that he has funding to build student housing and would like to discuss this with someone from the city.

Alderman Key stated he has his Ward meeting on July 22 at noon in Council Chambers. Additionally, asked about the work on 147th & Dixie. The barricades have been up for month and has cause traffic issues and asked for an update on progress.

Mayor Clark commented that Dixie Highway is a State street. The engineers and consultants who work with IDOT make those decisions. We can reach out to IDOT to ask why they were placed. They currently have several projects that they are working on in the City. Based on experience with IDOT they place those barricades because it's necessary to direct traffic to keep drivers, pedestrians, and workers safe. Alderwoman Colby Chapman commented that 2nd Ward Meeting will be Saturday July 8th at 12-2 P.M. Transformation United Methodist Church 15446 Lexington.

ADJOURNMENT: 7:23 p.m. 

Alderman Randle-El made the motion to adjourn the meeting. The motion was seconded by Alderwoman Smith.

Voting Aye: Alderwoman Shirley Drewenski, Alderwoman Chapman, Alderwoman Telanee Smith. Alderman Tracy Key, Alderman Dominque Randle-El, Alderman Tyrone Rogers.

Voting Nay: None

Abstain: None
