City of Harvey City Council met July 10.

Here are the minutes provided by the council:

Mayor Christopher J. Clark called the City of Harvey Regular Council Meeting to order Monday – July 10, 2023, at 7:03 p.m.

Mayor Clark asked City Clerk Rosa M. Arambula to call the roll of Council members.

Present: Alderwoman Colby Chapman, Alderwoman Telanee Smith, Alderman Tracy Key, Alderman Tyrone Rogers, and Mayor Christopher J. Clark.

Absent: Alderwoman Shirley Drewenski, Alderman Dominque Randle-El.

Alderman Rogers gave the Invocation and led the Pledge of Allegiance.

Approval of Minutes Dated: Committee of the Whole-June 12, 2023, Regular City Council Meeting- June 24, 2023.

Alderman Rogers made the motion to approve the Minutes.

The Motion was seconded by Alderwoman Smith.

Voting Aye: Aldermen Key, Rogers, Alderwomen Chapman, Smith.

Voting Nay: None

Abstain: None

Absent: Alderwoman Shirley Drewenski, Alderman Dominque Randle-El.

MOTION CARRIED 

Bills for Payment: June 24, 2023.

Alderman Rogers made the motion to approve the Bills for Payment.

The Motion was seconded by Alderwoman Smith.

Voting Aye: Alderman Key, Alderwomen Smith, Alderwoman Chapman, Aldermen Rogers. 

Voting Nay: None

Abstain: None.

Absent: Alderwoman Shirley Drewenski, Alderman Dominque Randle-El.

ORDINANCES AND RESOLUTIONS FOR THE CITY OF HARVEY 

Old Business- None

New Business 

Resolution # 3046 Supporting and Consenting to the Cook County Class 8 Property Tax Incentive Application for Certain Property Located in the City of Harvey, Illinois (14710 S. Dixie Highway) 

Alderman Key made the motion to approve the Resolution.

The Motion was seconded by Alderwoman Smith.

Alderwoman Chapman asked if there would be a percentage dedicated to the City employees. Mayor responded that there would not be a percentage but that the employees also had to fill out the application to qualify.

Voting Aye: Aldermen Key, Rogers, Alderwomen Smith, Chapman.

Voting Nay: None

Abstain: None

Absent: Alderwoman Shirley Drewenski, Alderman Dominque Randle-El.

MOTION CARRIED 

Resolution #3047 Authorizing an Intergovernmental Agreement By and Between the City of Harvey and the Metropolitan Water Reclamation District of Greater Chicago for Condition Assessment and Rehabilitation of Sanitary Sewers in Harvey.

Alderman Rogers made the motion to approve the Resolution.

The Motion was seconded by Alderwoman Smith.

Voting Aye: Alderman Key, Alderwoman Smith, Chapman, Alderman Rogers. 

Voting Nay: None

Abstain: None

Absent: Alderwoman Shirley Drewenski, Alderman Dominque Randle-El.

MOTION CARRIED 

Resolution # 3048 Authorizing Award and Execution of Contract to Airy's for the Critical Water Infrastructure Replacement Project, Bid No. 2023-06-01E, Not to exceed 946,727.14 

Alderman Rogers made the motion to approve the Resolution.

The Motion was seconded by Alderwoman Smith.

Voting Aye: Alderman Key, Alderwoman Smith, Alderman Rogers, Alderwoman Chapman. 

Voting Nay: None

Abstain: None

MOTION CARRIED 

Resolution # 3049 Approving and Authorizing the Execution of a Memorandum of Understanding for Community Resource Related to Gun Violence by and Between the City of Harvey and Roseland Ceasefire 

Kenneth Johnson, program director, spoke about the relationship Roseland Ceasefire and the City of Harvey would have with the residents of Harvey. He mentioned they would talk to those residents whose lives were impacted by a gun violence and help them through their problems. Harvey's Police Chief feels great that Roseland Ceasefire will be able to assist them at the scene of gun violence by helping the victims with mental health services, shelters or any other services they can offer the residents of Harvey.

Alderman Rogers made the motion to approve the Resolution.

The Motion was seconded by Alderman Key.

Voting Aye: Aldermen Key, Rogers, Alderwomen Smith, Chapman. 

Voting Nay: None

Abstain: None

Ordinance # 3475 An Ordinance Amending Ordinance Number 3372- Reorganizing Standing Committees of the City of Harvey, Illinois 

Alderman Rogers made the motion to approve the Ordinance.

The Motion was seconded by Alderwoman Smith.

Voting Aye: Aldermen Key, Rogers, Alderwomen Smith, Chapman. 

Voting Nay: None

Abstain: None

Absent: Alderwoman Shirley Drewenski, Alderman Dominque Randle-El

MOTION CARRIED 

PUBLIC COMMENT: 

1. Glynis James Watson - Ms. Watson pointed out that an Alderperson's salary is 42,000.00 dollars a year. She commented on how her Alderwoman Drewenski in her meetings would explain to the citizens what an Alderperson's duties are. She stated that the citizens of Harvey need the representation from their respective Alderpersons now. She asked them if they knew what they were doing.

2. Ryan Sinwelski -Ryan mentioned that the block party in the second ward was a success with the help of the second ward Alderwoman Chapman. He stated that it would be nice to bring a Farmers Market to the City. He also mentioned that he had buyers who were interested in saving the building in front of City Hall.

3. Ruby Donahue- Ms. Donahue mentioned that the Alderpersons need to post the committee meetings schedule. She stated that the Concerned Citizens of Harvey what to participate in these meetings and are interested in the progress of their Alderpersons in Harvey. She continued to say that there needs to be some kind of communication between the Citizens and their Alderpersons.

4. Pastor Ron Cummings - Pastor Cummings pointed out that American Kitchen has donated food for the last 40 years. He stated that they are now moving to Indiana and 100 people will be losing their jobs.

5. S. Hasan- Mr. Hasan stated that he had supported the mayor in his first campaign 5 years ago. He continued to say that he did not know what he had done wrong. He wanted to know why he was being avoided by the mayor.

Alderman Key mentioned that he will have a 4th Ward meeting July 22, 2023, from 12-2 at City Hall.

Alderwoman Chapman spoke about the need for the website to be updated. She mentioned that she will have a 2nd Ward meeting on August 12 at 15546 Lexington at the Transformation Church. She stated that her number is 708-320-9214 for any residents of the 2nd Ward.

Alderman Rogers commented on all the rain we just had. He said that he was getting calls from his residents that were getting water in their basements. He told them that the street department is doing the best that they can do.

Mayor Clark noted that he does not answer any public comment questions but that he did want to comment that the City of Harvey is in 3 different lawsuits with Mr. Hasan and American Kitchen and that these lawsuits are public record. He continued to say that the City has their attorneys working on these lawsuits as well as Mr. Hasan has his own attorneys.

The motion was seconded by Alderwoman Chapman.
