City of Hometown City Council met July 11.

Here are the minutes provided by the council:

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Acting Mayor Finnegan on Tuesday July 11, 2023 at 7:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Walsh.

Roll Call: Roll call indicated that the following were present: Aldermen Banasiak, Reynolds, Acting Mayor Finnegan, Kurysz, Barnhouse, Forney, Walsh, Zak, Grochowski and Brookman.

Also present: Michael Cainkar, City Attorney, Mark Trlak, Public Works Director, Bonnie Gesiakowski, Public Health Director and James Forbes, Building Commissioner.

Press: Kelly White, Hometown Hi-Lites.

MOTION DECLARED CARRIED

Moved by Alderman Zak, seconded by Alderman Brookman to approve as published the Journal of June 27, 2023 Regular City Council Meeting.

CITIZEN'S HEARING

Anita Raymer, 8758 Keeler addressed the City Council regarding her street and a sewer being bad, Public Works will investigate this.

Brian Ramel of 4509 90th Place addressed the City Council regarding his street, the street has sunk way below his curb. PW will also investigate this. Mr. Ramel also addressed the possibility of getting a speed bump on his street due to people cutting through to Cicero. There was discussion regarding speed bumps and blown stop signs. Mr. Ramel stated the police are doing a great job. Acting Mayor Finnegan assured those present that he and the Chief are investigating the best possible way to safely address the issues. A permanent speed bump could damage plows and the HFPD has voiced that they are against permanent speed bumps also.

REPORTS AND COMMUNICATIONS

Office of the Mayor:

Acting Mayor Finnegan stated we will now hold the Public Hearing on changes to Article 23, Cannabis Organizations, of Chapter 22, Zoning, of the Municipal Code of Hometown.

Moved by Alderman Reynolds, seconded by Alderman Banasiak to adjourn the regular meeting temporarily for the purpose of the public hearing on Ordinance No.5-2023 at 7:15 pm. Voice Vote indicated Ayes 10 Nays 0

Acting Mayor Finnegan announced the public hearing is opened according to the published notice of June 28, 2023 on Ordinance No.5-2023.

Acting Mayor Finnegan asks are there any comments from the audience on Ordinance No.5-2023.

There were no questions on Ordinance No. 5-2023. Acting Mayor Finnegan announced the public hearing is closed on Ordinance No.5-2023.

Moved by Alderman Reynolds, Seconded by Alderman Banasiak, that the adjourned regular meeting be re-opened at 7:22 pm.

Acting Mayor Finnegan stated he hoped everyone had a great 4th of July, it was quite here. The Fest was postponed until this Saturday due to the weather. The parking will be the same with the overflow going to Hometown School, Jacie Jean and Traveling Dan were also postponed due to weather until August 13th, this coming Sunday we have Ginger Wit (Becky Murphy) who was raised in Hometown. Cook County Commissioner John Daley gave us 100 Brookfield Zoo passes and 100 Botanical Garden passes if anyone is interested.

Office of the City Clerk:

City Clerk Hacker reported her office received from the Department of Revenue that the Sales Tax collected in the month of April 2023 was in the amount of $21,861.39 the amount collected in the month of April 2022 was in the amount of $22,096.88.

City Clerk Hacker reported her office received from the Department of Transportation that the MFT collected in the month of April 2023 was in the amount of $15,429.83, the amount collected in the month of April 2022 was in the amount of $14,593.62.

Clerk Hacker stated when she started processing the Southwest Conference of Mayors Golf Outing she realized the amount was $900.00, not the $800.00 that was approved so we would need to approve $100.00 more please.

Moved by Alderman Banasiak, seconded by Alderman Brookman to approve an additional $100.00 for the Southwest Conference of Mayors Outing.

Office of the Treasurer:

Treasurer Roti stated everyone should have the reports generated from his office. Kudos to the Police Department, towing is up. Everyone received an updated tax collections report. At the next meeting we will be passing the Appropriation Ordinance.

REPORTS FROM CITY APPOINTED OFFICIAL

City Attorney: Michael Cainkar, City Attorney had no report.

Police Department: Louis Dominguez, Chief, was not present. Deputy Chief Duffin gave the June report: C Tickets -8 P Tickets- 393 Hometown residents - 63 State Tickets - 184 Written Warning- 112 Verbal Warning - 54 Arrests - 23 Total Incidents - 296.

DC Duffin pointed out that Hometown was fairly quite compared to our neighboring communities that were nundated with calls. From June 29 to July 4th we had 29 calls and 2 citations were issued. We recovered 18k in fireworks. Commander Haubenreiser is again this year participating in the 5-0 race to raise funds for Special Olympics, the Police Department is accepting donations for this event.

Public Works: Mark Trlak, Director reported the meter replacement program was going well, we have had to dig a few B Boxes. We have been stumping some easements and seeding them. We have been filling potholes again and we have a few trees to cut down.

Building: James Forbes, Building Commissioner had no report.

Public Health: Bonnie Gesiakowski had no report.

REPORTS FROM STANDING COMMITTEES

FINANCE COMMITTEE

Accounts Payable Payroll July 11, 2023: Moved by Alderman Forney, seconded by Alderman Banasiak to approve for payment the accounts payable vouchers in the amount of $285,653.59 and payroll vouchers in the amount of $70,754.80 for a total expenditure of $356,408.39.

(List of vouchers marked "EXHIBIT A" attached to and made a part of this Journal)

STREETS, SIDEWALKS AND MUNICIPAL BUILDING COMMITTEE

Alderman Glen Zak, Chairman had no report.

WATER AND SEWER COMMITTEE

Alderman Daniel Walsh, Chairman reported there was concern about the sewer smell but Alderman Walsh explained it was due to the drought and it would be gone once the water started moving.

PARKS AND RECREATION COMMITTEE

Alderman Brookman, Chairman reported the concrete pad will be poured for the sunshade at the Mayors Park. The Fall Fest will be held on October 21, 2023.

BUILDING COMMITTEE

Alderman Barnhouse, Chairman gave the building report.

LICENSE COMMITTEE: Alderman Donna Grochowski, had no report.

CODE AND ORDINANCE COMMITTEE: Alderman Bob Reynolds, Chairman had no report. Alderman Forney called for a Code and Ordinance committee meeting Tuesday, July 25, 2023 at 6:00 p.m.to discuss noise.

INSURANCE COMMITTEE: Alderman Rick Banasiak, Chairman had no report.

PUBLIC HEALTH AND SAFETY COMMITTEE: Alderman Luci Kurysz, Chairman, had no report.

POLICE COMMITTEE: Alderman Finnegan had no report.

REPORTS FROM SPECIAL COMMITTEES

Library: Alderman Grochowski reported the board was meeting right now and she would have a report next meeting.

Legislation: Alderman Forney had no report.

Fire Department: Alderman Reynolds reported they had 129 runs in June.

Personnel Review: Acting Mayor Finnegan, Chairman, had no report. Chief Dominguez had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN

ORD. No. 5-2023: Moved by Alderman Reynolds, Seconded by Alderman Walsh to Approve Ordinance No. 5-2-2023, an Ordinance Amending the Hometown Zoning Ordinance with Respect to the Regulation of Cannabis Organizations

No. 6-2023: Moved by Alderman Zak, Seconded by Alderman Banasiak to Approve Ordinance No. 6-2023, an Ordinance Amending Chapter 1, City Government, Article 6, Wards, of the Municipal Code of Hometown, by Amending Section 1.61 To Redistrict the Wards of the City of Hometown and to Adopt an Official Ward Map of the City of Hometown Following the 2020 Decennial Census

SPECIAL EVENTS: Alderman Grochowski reported plans for the 9-11 memorial service was underway to be held on Sunday September 10, 2023 and she has not heard back from the Army Band.

HEALTH, WELFARE & COMMUNITY AWARENESS: Alderman Grochowski reported the VFW will be hosting a Cruise Night, the first, third and fourth Wednesday of the month 5pm to 9 pm through September. On June 24 there will be a band in the beer garden starting at 7 pm. Our Lady of St. Germaine will be holding a 1lood drive August 10, 2023 2:30pm -7 pm, there is a type "O" shortage. Crazy Joe is having a Christmas To rive on August 9th from 4 pm to 11pm at the Hometown Shopping Plaza.

UNFINISHED BUSINESS: There was discussion on speed bumps, temporary or have them put in permanently when replacing a street. Acting Mayor Finnegan stated Public Works and the Hometown Fire Protection District are both opposed to permanent bumps. Mayor Finnegan stated everyone has a copy of the flyer regarding the ball drop at the Chiefs golf outing, see Courtney for tickets.

NEW BUSINESS: Alderman Grochowski asked if we have a code against parking the wrong way on the street. DC Juffin stated yes.

CITIZEN'S HEARING: Anita Raymer, 8758 Keeler asked if Fireworks were against the law in Illinois, she was told they were.

ADJOURNMENT: Motion made by Alderman Walsh, seconded by Alderman Kurysz to adjourn the regular meeting of the Hometown City Council.
