City of Blue Island City Council met Oct. 10.

Here are the minutes provided by the council:

1) Call to Order 

The Regular Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 7:01 p.m. on October 10, 2023. 

2) Pledge of Allegiance

Roll Call indicates the following: 

Present: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Absent: 2 Roll, Montoya 

Present Also: 4 Raeann Cantelo-Zylman, City Clerk 

Jairo Frausto, Treasurer 

Erin Blake, City Attorney 

Mark Patoska, Deputy City Administrator 

4) Presentation of Journal of Proceedings 

Motion by Alderman Fahrenwald, second by Alderman Johnson to approve the City Council Minutes from the September 26, 2023, Regular City Council meeting. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

5) Public Comment 

Mission Covenant Church will be participating in the Trunk or Treat at the Blue Island Park District on 10/28/23. They will also be having a mass for cancer survivors on 10/29/23. They are also collecting canned goods for the Salvation Army and United Methodist Church. 

Mary Mindeman coordinator of the 4th Ward Neighborhood Watch wanted an update on 12647 Gregory and Irving parking as well as issue with rodents, and overgrown grass.

8) Mayor's Report 

a. Motion for Approval of Payroll for September 29, 2023, for $440,063.91 (gross). 

Motion by Alderman Rita, second by Alderman Carr to approve Payroll for September 29, 2023, for $440,063.91 (gross).

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

b. Motion for Approval of Accounts Payable dated October 11, 2023, for $1,154,019.14 and for a manual check made payable to the Vrdolyak Law Group LLC and Kenneth Davidson for $225,000. 

Motion by Alderman Fahrenwald, second by Alderman Carr to approve Accounts Payable for October 11, 2023, for $1,154,019.14 and manual check to Vrdolyak Law Group and Kenneth Davidson for $225,000. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

c. Resolution No. 2023-030: A Resolution of the City of Blue Island, Cook County Illinois to Authorize and Approve the Transfer of Incremental Revenues from TIF II to TIF V Pursuant to 65 ILCS 5/11-74.4-4(q). 

Motion by Alderman Johnson, second by Alderman Fahrenwald for Adoption of Resolution No. 2023-030. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

d. Ordinance No. 2023-040: An Ordinance of the City of Blue Island, Cook County 

Illinois Clarifying Retiree Health Insurance Coverage. 

Motion by Alderman Rita, second by Alderman Carr to TABLE Ordinance No. 2023-040. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

e. Motion to Approve Landmark Designation for 12738 S. Greenwood Avenue upon 

the recommendation of the Blue Island Historic Preservation Commission. 

Motion by Alderman McGee, second by Alderman Fahrenwald to approve Landmark Designation for 12738 Greenwood Avenue. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

The Mayor disclosed that he started his political career at the age of eighteen. He worked on this specific backlog of ten landmarks with Tom Mantel. 

f. Resolution No. 2023-031: A Resolution of the City of Blue Island, Cook County Illinois, to Authorize and Approve a Settlement Agreement Relating to 2019 L 10165. 

Motion by Alderman Fahrenwald second by Alderman Carr for Adoption of Resolution No. 2023-031. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

g. Resolution No. 2023-032: A Resolution of the City of Blue Island, Cook County Illinois, to Authorize and Approve a Memorandum of Understanding with Metropolitan Family Services. 

Motion by Alderman McGee, second by Alderman Johnson for Adoption of Resolution No. 2023-032. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

Alderman Fahrenwald asked to clarify the cost of employee at the Recreation Center? Deputy City Administrator, Mark Patoska, stated the reason we stated financial obligation is to account for the cost of having an employee. 

City Clerk, Raeann Cantelo-Zylman, informed everyone that the Kringle Mart application would be available at the Clerk's office. 

City Clerk, Raeann Cantelo-Zylman, invited everyone to the Blue Island Park District's Trunk or Treat on 10/28/23. 

10) Treasurer's Report 

a. Motion to Approve September 30, 2023 Treasurer's Report. 

Motion by Alderman McGee, second by Alderman Carr for September 2023 Treasurer's Report.

13) Aldermanic Announcements/Reports/Comments 

Alderman Rita invited everyone to the Dwight D. Eisenhower High School Halloween Spooktacular, which will take place on 10/18/23 from 6 to 8 p.m. It is free to the public, 

Alderman Fahrenwald asked if it was a permanent position? Deputy City Administrator, Mark Patoska, stated no. 

Alderman McGee stated if this was done in the past? Deputy City Administrator, Mark Patoska, stated yes. 

h. Mayor's Announcements/Comments. 

The Mayor informed the City Council that the new street sweeper had arrived and has been fully paid for. The other sweeper had been in service for over a decade. 

The Mayor advised City Council that because orders are taking so long to arrive, they might order a third fire truck in addition to a new fire engine to replace the twenty- year-old one. 

The Mayor provided an update on Olde Western, indicating that despite some obstacles, they are on schedule. Currently, they are digging tree holes and laying concrete. Burke Engineering is currently working on the next phase, which is extremely important because IDOT permits take a long time to obtain. 

The Mayor indicated that Gallagher is working on saw cutting the roadways at the same time, telling him that they will finish as soon as possible. Burke Engineering is also working on the next round of bids for next spring and is awaiting the televised sewers report. 

The Mayor informed the Council that the MDWRD green alley project is now underway. 

The Mayor stated Travis Parry from Burke Engineering will attend a future meeting to discuss projects and grants. 

9) City Clerk's Announcements/Reports/Comments 

a. City Clerk's Announcements 

City Clerk, Raeann Cantelo-Zylman, informed the Council that the Community Health Fair was a success and thanked everyone for coming out. 

City Clerk, Raeann Cantelo-Zylman, notified everyone the scarecrow will be going up on 9/12/23 on York and Western unless there is a rain delay. 

City Clerk, Raeann Cantelo-Zylman, notified everyone to save-a-date for Day of the Dead on 11/2/23 on York and Western. Anyone interested in doing an altar or be a vendor please notify the Clerk's office. Additionally, we are seeking high student volunteers who may be in need of community service credits. 

and the first 150 children ages 12 and under will receive a free pumpkin. It is encouraged to wear your Halloween attire. There will be face painting, bouncy houses, and Blue Island Police car. 

Alderman Fahrenwald thanked Val Kehoe, Michael Schroeder, and Public Works for planting 49 trees. 

14) Adjourn to Executive Session pursuant to 5 ILCS 120/2(c)(11) to discuss litigation that has been filed and is pending before a court or an administrative tribunal and actions of probable or imminent litigation. 

Motion by Alderman Johnson, second by Alderman McGee to go into Executive Session. 

Ayes: 5 Carr, Johnson, Rita, Fahrenwald, McGee 

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

Motion by Alderman Johnson, second by Alderman McGee to Reconvene Executive Session.

Nays: 0 

Absent: 2 Roll, Montoya 

Abstention: 0 

There being five (5) Affirmative Votes, the Mayor declared the motion carried. 

The Mayor stated that they discussed possible litigation on real estate matters and Executive Session minutes. 

15) Motion for Adjournment 

Motion by Alderman Fahrenwald, second by Alderman Johnson to adjourn the regular meeting.
