City of Blue Island City Council met Oct. 24.

Here are the minutes provided by the council:

1) Call to Order 

The Regular Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 7:02 p.m. on October 24, 2023.

2) Pledge of Allegiance

Roll Call indicates the following:

4) Presentation of Journal of Proceedings 

Motion by Alderman Roll, second by Alderman Johnson to approve the City Council Minutes from the October 10, 2023, Regular City Council meeting.

Ayes: 5 Carr, Roll, Johnson, Montoya, Rita

Nays: 0

Absent: 2 Fahrenwald, McGee

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

5) Public Comment 

Mr. Thomas Madrigal noted that buses stop on Broadway Street and that vehicles driving too fast and cars parking too close to the curb warrant the installation of a sign.

Mrs. Washington moved to Blue Island in 1960 and is concerned about the public's perception of the area. She has noticed a shift in the garbage collection system. In her opinion, residents are either unaware or unconcerned regarding the new process. She indicated that she has tried to call Public Works to pick up the waste on behalf of her neighbors.

a. Motion for Approval of Payroll for October 13, 2023, for $412,645.46 (gross).

Motion by Alderman Roll, second by Alderman Montoya to approve Payroll for October 13, 2023, for $412,645.46 (gross).

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

b. Motion for Approval of Accounts Payable dated October 25, 2023, for $577,145.69 (grand total).

Motion by Alderman Carr, second by Alderman Roll to approve Accounts Payable for October 25, 2023, for $577,145.69.

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

c. Ordinance No. 2023-040: An Ordinance of the City of Blue Island, Cook County Illinois Clarifying Retiree Health Insurance Coverage. 

Motion by Alderman Roll, second by Alderman Johnson to approve Ordinance No. 2023-040. 

Ayes: 6 Carr, Roll, Johnson, Montoya, Rita, McGee

Nays: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

Alderman Roll proposed a few changes to the ordinance, such as changing the word proscribe to prescribe because they have contrary connotations.

d. Ordinance No. 2023-041: An Ordinance of the City of Blue Island, Cook County Illinois Amending the Code of Blue Island, Illinois to Combine Health Regulation and Business Licensing.

Motion by Alderman Roll, second by Alderman Montoya to Ordinance No. 2023-041.

Ayes: Carr, Roll, Johnson, Montoya, Rita, McGee

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

e. Motion to Approve the Bid for Sale of City Owned Property at 2811 Broadway to the Most Qualified Bidder. 

Motion by Alderman Johnson, second by Alderman Rita to approve Sale at 2811 Broadway. 

Ayes: Carr, Roll, Johnson, Montoya, Rita, McGee

Nays: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

The Mayor declared that the most qualified bidder is Mr. Leyva, who paid $500 for the vacant lot. He has resided in Blue Island for 40 years and has been looking after the property since it became vacant. He wants to leave it to his grandchildren so they can enjoy an extended back yard and create memories.

f. Motion to Approve the Bid for Sale of City Owned Property at 2152 Desplaines to the Most Qualified Bidder.

No bids.

g. Motion to Approve the Bid for Sale of City Owned Property at 2418 James to the Most Qualified Bidder.

Motion by Alderman Johnson, second by Alderman Roll to approve Sale at 2418 James. 

Ayes: 6 Carr, Roll, Johnson, Montoya, Rita, McGee

Nays: 0

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

The Mayor noted that Trussman was the most qualified bidder and bid $100 because they intend to make a substantial investment in the property and the cost of repair or demolition will be significant.

h. Motion to Approve the Bid for Sale of City Owned Property at 12157 S. Western to the Most Qualified Bidder.

Motion by Alderman McGee, second by Alderman Roll to approve Sale at 12157 S. Western. 

Ayes: Carr, Roll, Johnson, Montoya, Rita, McGee

Nays: 0

Absent: Fahrenwald

Abstention: 1 Rita

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

The Mayor stated the most qualified bidder was Mr. Rubino, who wishes to expand his business to Blue Island. He has been the owner of Rubino's Italian Import in Tinley since August 1994, and he wants to provide real Italian cuisine to Blue Island.

i. Resolution No. 2023-033: A Resolution of the City of Blue Island, Cook County Illinois, to Authorize and Approve a Proposal from Olde Western Blue Island, LLC. 

No action taken. Resolution not ready for vote.

j. Resolution No. 2023-034: A Resolution of the City of Blue Island, Cook County Illinois Setting the Date and Hours for Trick or Treating in the City for Halloween 2023. 

Motion by Alderman Roll, second by Alderman Carr for Adoption of Resolution No. 2023-034. 

Ayes: Carr, Roll, Johnson, Montoya, Rita, McGee

k. Resolution No. 2023-035: A Resolution of the City of Blue Island, Cook County Illinois with regard to Certain Executive Session Minutes.

1. Proclamation Honoring Devarjaye “DJ” Daniel 

Motion by Alderman Johnson, second by Alderman Rita to approve Proclamation.

There being six (6) Affirmative Votes, the Mayor declared the motion carried.

The Mayor stated the Blue Island Police Department honored the remarkable courage and resilience demonstrated by Devarjaye "DJ" Daniel, an eleven-year-old child who confronts cancer with the highest fortitude and tenacity.

m. Mayor's Announcements/Comments.

The Mayor notified City Council that Gallagher is working on the streets and is attempting to complete the project by the winter.

The Mayor informed City Council that the Olde Western Streetscape project requires extensive sewer and water work, but is moving forward as planned and on time.

The Mayor indicated that the Fire Museum will go out to bid in the near future.

The Mayor announced that streets and alleys will be placed up for bid in 2024.

The Mayor informed the Council that Burke Engineering had cleared 60 tons of waste from the sewers and discovered just one full break.

The Mayor noted that, in response to Council's request, Travis Parry will provide an update on engineering projects and grants.

The Mayor indicated that the City Council meeting will be held on 11/7/23, rather than 11/14/23, in order to meet the deadline for various grants.

The Mayor said that there will be no second City Council meeting in December.

9) City Clerk's Announcements/Reports/Comments

City Clerk, Raeann Cantelo-Zylman, informed the Council that the scarecrows are finally up and voting will begin on Monday.

City Clerk, Raeann Cantelo-Zylman, notified everyone to save-the-date for the Day of the Dead event on 11/2/23 on York and Western. There will be nine altars, two dance teams at the Lyric, and dancing horses.

City Clerk, Raeann Cantelo-Zylman, notified everyone to save the date for the 4th of July 2024 parade. Anyone interested in participating with a float please let me know. There are currently four floats.

City Administrator, Thomas Wogan, distributed the monthly revenue and expenditure report for September 2023.

Thomas Wogan, City Administrator, addressed the Council regarding the monthly reports received from the Cook County State's Attorney's Office that categorize Blue Island crimes and provide a description of what is occurring at the legal level after Blue Island police make an arrest.

14) Adjourn to Executive Session pursuant to 5 ILCS 120/2(c)(11) to discuss litigation that has been filed and is pending before a court or an administrative tribunal and actions of probable or imminent litigation.

Motion by Alderman Rita, second by Alderman Roll to go into Executive Session.

The Mayor stated that City Council discussed possible litigation.
