City of Palos Heights Municipal Grounds & Property Committee met Oct. 24.

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Begley called the Municipal Grounds and Property Committee meeting to order at 7:03 p.m. at City Hall. In attendance were Chairman Begley, Alderman Bylut, Alderman Lewandowski, Public Works Director Adam Jasinski and recording secretary Ashley Pala. Alderman Basso entered the meeting at 7:05 p.m.

APPROVAL OF MINUTES

Chairman Begley moved to approve the minutes of the Municipal Ground and Property Committee meeting held on September 26, 2023, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously.

PUBLIC COMMENT

None.

DIRECTOR’S REPORT

Public Works Director Adam Jasinski presented the following report:

• Motor Vehicle Maintenance Update: Inspections have been completed. Within the last month, miscellaneous repairs have been completed. There have not been major events from the Motor Vehicle Department.

• Purchase of Administration Vehicle: In February of 2023, the City Council approved the purchase of a new Ford Explorer vehicle. That vehicle is not in the process of being built. Director Jasinski has discussed this concern with other local directors. Other municipalities are changing the fleets make/model of the vehicles. In order to purchase the new proposed vehicle, a 2024 Toyota Rav4, the City Council would have to vote to forgo the bidding process. An exact price is unable to given as they are in high demand. Director Jasinski has researched numerous dealerships to determine an average selling price that would not exceed $33,000.00. There is not a penalty for forgoing the bid process. However, if the Ford Explorer is available early next year, the Building Department is interested in purchasing a vehicle.

➢ Chairman Begley motioned to forgo the bid process to purchase an administration vehicle, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously.

➢ Chairman Begley motioned to approve the purchase of a 2024 Toyota Rav4 not to exceed the amount of $33,000.00, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously.

• City Hall Remodel: Director Jasinski explained to the Committee that the estimate for the phase 1 City Hall remodel is roughly one million dollars. Director Jasinski explained the expenses and that the restrooms need to be ADA compliant. All of which need to be remodeled. The Building Department would be moved to the front entrance of City Hall to allow residents to conduct business in one space. Alderman Basso stated he believes that we should rebuild the building instead of having to revisit this. Alderman Begley and Bylut commented that residents would not be in support as it does not add value to the residents like a new Recreation Center or Library would.

➢ Chairman Begley motioned to approve payment to Wold Architects and Engineers for the design development for the City Hall renovations in the amount of $3,256.00, seconded by Alderman Bylut. On a voice vote, the motion passed unanimously.

➢ Chairman Begley motioned to approve Bid Solicitation for Phase 1 of the City Hall Remodel, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.

• Public Arts Commission Bylaws: As members of the Public Arts Commission were not in attendance, the Committee decided to table the item until the November 28, 2023, Municipal Grounds and Property meeting for them to be in attendance.

ADJOURNMENT

There being no further business, Chairman Begley moved to adjourn, seconded by Alderman Lewandowski. All in favor. Meeting adjourned at 7:30 p.m.
