City of Palos Heights Public Arts Commission met Nov. 6.

Here are the minutes provided by the commission:

I. Call to Order: Palos Heights Library 7:.00 pm. Present Maria DeCaprio-Sunta, Susan DeKoker, Tara Oosterbaan, Kathy Peters, Lynda Schiappa, Vanessa Sunta 

II. Approval of Minutes. Susan DeKoker moved to approve the September 11 minutes, Kathy Peters seconded and the motion is carried 

III. Guest Kristin Restivo presented the origin and and future plans for the Miss Natalie Little Free Library and book bench. Ms Restivo noticed the other Little Free Librarys in town focused on adult reading material and wanted something for children. In addition to books, she stocks the Little Library with simple crafts complete with materials and instructions. It was discussed to provide Ms Restivo with more PAC folded flyers to be used as a mapping program. More on the potential location of a new sculpture further in these minutes. 

IV. Old Business 

a. Lights in the Heights 

a. The layout of this years holiday lights was discussed. Maria will send the layout to all commissioners 

b. Santa will need a chair, perhaps a bench with blankets and pillows 

c. The Ishnala Homeowners with have hot chocolate and treats for sale. They have a tent 

d. Plans are to borrow the Rec Dept sound system to play Spotify via Tara’s Phone. Lynda will meet with the Rec Dept to make sure we know how to connect 

e. Artistic Lighting – Alex Shinn 262-484-7904 – will again do the lights. Our contact is Jordan. Nov 18 is the installation day, not to go live until noon on Nov 24 

f. Susan & John DeKoker will decorate two pots at the entrance. Susan will pick up flyers from Opinize. To be billed to City of Palos Heights. Each commission will distribute 5 flyers. 

g. The supply of “Little Turtle” books will be wrapped for Santa to give away 

b. Farmers Market Artist Tent 

a. Vanessa will make a fillable pdf form to be posted on line 

b. Lynda will reserve the spot for next season 

c. Kathy will make a spreadsheet for to keep track of artists 

d. Email blasts: 1st Nov 15, 2nd Jan. Will include intro letter, prospectus, application. 

c. Amendment Draft Update 

a. This has been tabled until January 2024 

d. Spectrum Senior Outreach 

a. Company has proven to be difficult to communicate with. PAC will not get involved. 

e. Repair of Noral Wall

a. Artist Ann Farley Gains is upset about the condition of the wall. Per Mayor Straz a solution will be worked out between Dale Durling of Noral and the City by Spring of 2024. 

f. Approval of Bills 

a. Ann Farley Gaines $460.00 for repairs to mural on Noral’s wall 

b. GirlySteel Sculpture “What ever color you want” $950 purchase 

c. Motion to approve by Susan, seconded by Maria, all approved 

d. Maria DeCaprio Sunta motioned to approve $360 for flyers and vinyl overlay to be paid to Opinize. Susan DeKoker seconded. Motion carried. 

g. New Business 

a. Little Library on the north side of the Rec Center is falling apart. Lydia will ask RAB if they want to replace it or have PAC do it. 

b. It was discussed that the intended placement of the new sculpture by GirlySteel might not work with the bench and Free Library on the south end of the Rec Center. Commissioners will inspect the location for viability. If the bench location doesn’t work, a new spot will be decided. The sculpture will be purchased in 2023 but not installed until Spring of 2024. 

h. Public Comment 

a. None public comment 

i. Miscellaneous 

a. Palos Heights will conduct a Veterans Day program at Memorial Park 11am on Saturday Nov 11 

b. It was decided not to meet in December. The next PAC meeting will be Tuesday, January 8, 2024. 7pm at the Palos Heights Library 

j. Adjournment at 8:55 motioned by Tara, Seconded by Lydia. Motion Carried.
