City of Palos Hills City Council met June 6

Here are the minutes provided by the council:

1) CALL TO ORDER: Mayor Bennett called the City Council Meeting to order at 7:00p.m.

2) PLEDGE TO THE FLAG: Mayor Bennett led everyone in the Pledge to the Flag.

3) ROLL CALL: Upon roll call the following Aldermen responded:

PRESENT: Price, Brachman, Lebarre, Donahue, Kleefisch, Stratton, Pasek, Abed, Nowak

ABSENT: O’Connell

4) QUORUM: Mayor Bennett declared a quorum was present.

5) READING OF THE PREVIOUS MEETING MINUTES:

Ald. Kleefisch MOVED to approve the City Council Meeting Minutes dated, May 16, 2024 as presented. SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: O’Connell MOTION CARRIED

6) CITIZENS PETITION: None this evening.

7) CITIZENS HEARING:

Mayor Bennett, the meeting is open to the public for any comments or questions.

There were no comments or questions from the public; the public portion of the meeting was closed.

8) REPORTS & COMMUNICATIONS FROM MAYOR AND OTHER CITY OFFICIALS:

A. CITY CLERK: No report this evening.

B. CITY ATTORNEY: At this time Attorney Attard opened the public hearing on the Appropriation

Ordinance for fiscal year beginning May 1, 2024 and ending April 30, 2025. There were n questions from City Council or the public with respect to the Appropriation Ordinance. Attorney Attard closed the public hearing.

C. MAYOR: No report this evening.

9) PRESENTATION OF PETITIONS, COMMUNICATIONS, RESOLUTIONS, AND ORDINANCES BY ALDERMEN:

A. BUILDING & LICENSING:

Ald. Abed had no report this evening.

B. CITY ADMINISTRATION:

Ald. Stratton had no report this evening.

C. COMMUNITY RESOURCES:

Ald. Price had no report this evening.

D. ECONOMIC DEVELOPMENT:

In the absence of Ald. O’Connell there was no report this evening.

E. FINANCE:

Ald. Lebarre MOVED to authorize the expenditure of a Vendor Warrant dated, June 6, 2024 in the amount of $529,700.64. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None

ABSENT: O’Connell MOTION CARRIED

Ald. Lebarre stated that there is a proposed Ordinance entitled An Ordinance Providing for a Budget and Appropriation for Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2024, and Ending April 30, 2025, for the City of Palos Hills, Cook County, Illinois.

City Clerk Mulderink assigned number 2024-10 to that proposed Ordinance.

Ald. Abed MOVED to waive the reading of proposed Ordinance 2024-10. SECONDED by Ald.

Donahue. Upon roll call the following Ald. voted:

AYE: Donahue, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None

ABSENT: O’Connell MOTION CARRIED

Ald. Lebarre MOVED for PASSAGE of Ordinance 2024-10, An Ordinance Providing for a Budget and Appropriation for Corporate and Other Purposes for the Fiscal Year Beginning May 1, 2024, and Ending April 30, 2025, for the City of Palos Hills, Cook County, Illinois. SECONDED by Ald.

Ald. Lebarre requested that the City cut the grass and lien the property at 8951 W. 99th Street once the Ordinance officer has gone through the procedures. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue

NAY: None

ABSENT: O’Connell MOTION CARRIED

F. LEGISLATION & ORDINANCES:

Ald. Donahue recognized Superintendent Frazier for the hard work he puts in at the Golf Course.

Ald. Donahue MOVED to reschedule the Committee and Council meetings scheduled for Thursday, July 4, 2024 to Tuesday, July 2, 2024. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, Kleefisch

NAY: None

ABSENT: O’Connell MOTION CARRIED

G. PARKS:

Ald. Nowak MOVED for consideration of An Ordinance Repealing Title 2, Administration and Personnel, Chapter 2.48, Department of Parks, Section 2.48.070, Park Rules Generally, and Amending Title 12, Streets and Sidewalks, by Adding Chapter 12.28, Public Parks, of the Palos Hills Municipal Code. SECONDED by Ald. Pasek. Upon roll call the following Ald. voted:

AYE: Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue, Kleefisch, Stratton,

NAY: None

ABSENT: O’Connell MOTION CARRIED

City Clerk Mulderink assigned number 2024-11 to that proposed Ordinance.

Ald. Nowak MOVED to amend the Ordinance by striking the word “fish” under letter (Y).

SECONDED by Ald. Brachman.

The Chair recognizes striking the one word.

Ald. Abed MOVED to waive the reading of proposed Ordinance 2024-11. SECONDED by Ald. Brachman. Upon roll call the following Ald. voted:

AYE: Abed, Nowak, Price, Brachman, Lebarre, Donahue, Kleefisch, Stratton, Pasek

NAY: None

ABSENT: O’Connell MOTION CARRIED

Ald. Nowak MOVED for PASSAGE of 2024-11, An Ordinance Repealing Title 2, Administration and Personnel, Chapter 2.48, Department of Parks, Section 2.48.070, Park Rules Generally, and Amending Title 12, Streets and Sidewalks, by Adding Chapter 12.28, Public Parks, of the Palos Hills Municipal Code. SECONDED by Ald. Kleefisch.

Ald. Donahue asked why we are repealing the entire Parks rules.

Attorney Attard stated that it was located under Administration, so it’s repealing what was in that chapter, but it’s just being moved to a different chapter that makes more sense.

AYE: Nowak, Price, Brachman, Lebarre, Donahue, Kleefisch, Stratton, Pasek, Abed

NAY: None

GOLF:

Ald. Pasek had no report this evening.

H. PLANNING & ZONING:

Ald. Nowak had no report this evening.

I. PUBLIC SAFETY:

Ald. Kleefisch presented and read the Palos Hills Police Department Activity Report for the month of May 2024 as follows: 198 traffic tickets were issued, 103 parking tickets, 18 misdemeanor complaints and 9 felony complaints, there were no criminal homicides, there were no robberies, there was 1 aggravated assault and battery; there were no burglaries, there were 3 thefts, there was 1 motor vehicle theft, and our CID Division handled a total of 26 cases.

Ald. Kleefisch MOVED for consideration of An Ordinance of the City of Palos Hills, Cook County, Illinois, Providing for the Donation of Surplus Personal Property. SECONDED by Ald. Nowak.

Upon roll call the following Ald. voted:

AYE: Brachman, Lebarre, Donahue, Kleefisch, Stratton, Pasek, Abed, Nowak, Price

NAY: None

ABSENT: O’Connell MOTION CARRIED

City Clerk Mulderink assigned number 2024-12 to that proposed Ordinance.

After the reading of proposed Ordinance number 2024-12 entitled An Ordinance of the City of Palos Hills, Cook County, Illinois, Providing for the Donation of Surplus Personal Property, Ald. Kleefisch MOVED for its PASSAGE of same. SECONDED by Ald. Stratton. Upon roll call the following Ald. voted:

AYE: Lebarre, Donahue, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman

NAY: None

ABSENT: O’Connell MOTION CARRIED

Ald. Kleefisch reported that we received the following checks: a check from Iris Martinez, Clerk of the Circuit Court in the amount of $70.00, a check from St. Constantine & Helen Orthodox Church in the amount of $954.34, and a check from Consolidated High School District 230 in the amount of $14,288.40.

J. PUBLIC WORKS/SEWER & WATER-:

Upon request of Ald. Brachman, City Clerk Mulderink assigned Resolution number 682 to A Resolution Approving an Intergovernmental Agreement Between the City of Palos Hills and the County of Cook, Department of Transportation and Highways, for the 111th Street and Roberts Road Right-ofWay Improvement Project.

After the reading of Resolution 682, Ald. Brachman MOVED for ADOPTION of same.

SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Donahue, Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre

NAY: None

ABSENT: O’Connell MOTION CARRIED

Upon request of Ald. Brachman, City Clerk Mulderink assigned Resolution number 683 to A Resolution Addenda Number 3 with IDOT for matching funds ($521,640.00) for 111th and Roberts Road.

Ald. Price MOVED to waive the reading of proposed Resolution number 683. SECONDED by Ald. Abed. Upon roll call the following Ald. voted:

AYE: Kleefisch, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue

NAY: Stratton

ABSENT: O’Connell MOTION CARRIED

Ald. Brachman MOVED for ADOPTION of Resolution 683 Addenda Number 3, Section Number 17-00032-00-CH, State Job Number C-91-214-17, Project Number B2CI(246). SECONDED by Ald. Nowak. Upon roll call the following Ald. voted:

AYE: Kleefisch, Stratton, Pasek, Abed, Nowak, Price, Brachman, Lebarre, Donahue

12) MISCELLANEOUS BUSINESS: Ald. Lebarre thanked all the young soldiers that put their lives on the line 80 years ago at Normandy Beach.

No further business, Mayor Bennett entertained a motion to adjourn. SO MOVED by Ald. Stratton. SECONDED by Ald. Pasek. By voice vote, all voted AYE.
