City of Country Club Hills City Council met Aug. 12

Here are the minutes provided by the council:

1. CALL TO ORDER – JAMES W. FORD, MAYOR 

A Regular Meeting of the City Council, City of Country Club Hills, Cook County, State of Illinois, was held in the City Hall 4200 W. 183rd Street at 7:08PM. The meeting was called to order by the Honorable Mayor James W. Ford. 

1a. PLEDGE OF ALLEGIANCE 

The Pledge of Allegiance was presented by all in attendance and lead by Mayor James W. Ford. 

2. ROLL CALL - PATRICIA D. HUTSON, CITY CLERK 

Those present answering the Roll Call were: Alderman Lockett, Davis, Edwards, Hutson and Mayor Ford. Also in attendance was the Administrative Cabinet. 

Alderman Spivey arrived at 7:25pm 

3. INVOCATION - CLERGY OR DESIGNEE 

The invocation was not presented at this meeting. 

4. JOURNAL PROCEEDINGS 

Approval of Meeting Minutes: 

A. Approval - Regular Meetings Minutes of the City Council for July 8, 2024 

Alderman Lockett moved for City Council approval of the Regular City Council Meeting July 8, 2024. Second, Alderman Edwards. Discussion-None. 

ROLL CALL VOTE: Ayes: 4 Alderman Lockett, Davis, Edwards and Hutson 

Nays: 0 

Abstains: 0 

Absent: 1 Alderman Spivey

Motion Declared Carried and Hereby Made a Part of the Original Journal of Proceedings this date. 

COMMUNICATIONS AND REPORTS BY MAYOR FORD: 

Mayor Ford shared information on the recent passing of Lee Cole, a dedicated mentor and athletics coach in Country Club Hills. He also shared the Board of Review will be at the Theater Campus tomorrow at 6pm to assist with appealing property taxes. 

6. CITY CLERK'S REPORT - PATRICIA D. HUTSON, CITY CLERK 

Clerk Hutson shared information on Voter Registration that will be held at the Back to School Parade Event and September 17th at City Hall which is National Voter Registration Day. Lastly, she shared there will be a Voter Registration at the August 31st Anthony Hamilton Concert from 5pm to 7:30pm. 

7. COMMITTEE REPORTS: 

Finance, Insurance, & Risk Management – Alderman Lockett, Chairman (Committee Meeting - TBA) 

A. Approval - Accounts Payables as of August 12, 2024 

Alderman Lockett moved for City Council approval of Accounts Payables as of August 12, 2024 in the amount of $794,011,55. Second, Alderman Davis. Discussion-None. 

ROLL CALL VOTE: Ayes: 4 Alderman Lockett, Davis, Edwards and Hutson 

Nays: 0

Abstains: 0 

Absent: 1 Alderman Spivey

B. Approval - A Resolution of the City of Country Club Hills for the Sale of Certain City Owned Subject Properties 

Alderman Lockett moved for City Council approval of A Resolution R-15-24 of the City of Country Club Hills for the Sale of Certain City Owned Subject Properties. Second, Alderman Davis. Discussion- Ald. Edwards inquired as to the difference from this Resolution and the previous Resolution for certain properties. Ald. Lockett shared the previous one was to send it to bid and it should have state to allow the properties are for sale.

Law, Ordinance, Government Operations & Contract - Alderman Hutson, Chairman (Committee Meeting - TBA) 

A. Approval - A Resolution R-14-24 for the City of Country Club Hills Suspending the Operations and Dissolving the E-Com (SouthCom) Emergency Telephone System board 

Alderman Hutson moved for City Council approval of a Resolution R-14-24 for the City of Country Club Hills Suspending the Operations and Dissolving the E-Com (SouthCom) Emergency Telephone System board. Second- Edwards. Discussion - Ald. Edwards asked for more details. Ald. Hutson shared that SouthCom was dispatched in two locations and it will be combined and dispatched locally in Hazel Crest on 183rd St.

Public Works and Utilities - Alderman Davis, Chairman (Committee Meeting – TBA) 

Approval - The Award of the DCEO Community Path Maintenance Project to Patriot Paving who submitted the lowest responsible bid - $181,630.00. 

Alderman Davis moved for City Council approval to Award of the DCEO Community Path Maintenance Project to Patriot Paving who submitted the lowest responsible bid - $181,630.00. Second- Hutson. Discussion-Ald. Davis shared this DECO grant is for Community Park and will cover repaving for the walking path. Alderman Edwards asked if this was discussed in committee. Alderman Davis shared no, not for this DECO grant. Mayor Ford shared the grant does not require discussion.

Motion Declared Carried and Hereby Made a Part of the Original Journal of Proceedings this date. 

Ald. Davis shared there is $215,000 from MFT Funds $400,000 Capital Projects totaling $615,000 to be shared throughout all five wards. He shared the estimates will be in about a week and finals should be ready in two weeks so the work can begin. Projects should begin by the 2nd or 3rd week of September. 

Economic Development & Planning, Zoning & Development – Alderman Spivey, Chairman (Committee Meeting – TBA) 

TBA Alderman Hutson Education, Parks & Recs - Alderman Edwards, Chairman (Committee Meeting - TBA) 

Alderman Edwards shared he attended #228 and plans to attend the First Day of School for $228, #160 and is working with all districts on behalf of children to wish them a wonderful school year. He was joined by Director Johnson 

8. MOTION TO OPEN THE FLOOR TO THE PUBLIC 

Alderman Edwards moved for City Council approval to open the floor to the public. Second by Alderman Davis. Discussions - None

Abstains: 0

9. PUBLIC PORTION OF MEETING 

Hillcrest Hawks coaches, Kareem and two others, shared their concern regarding a recent incident at the football field where there was a massive littering concern. They shared a letter of concern was regarding the use of the field. The coaches offered to discuss the matter and address the concerns. 

10. MOTION TO CLOSE FLOOR TO THE PUBLIC 

Alderman Edwards moved for City Council approval to close the floor to the public. Second by Alderman Spivey. Discussions - None

11. ALDERMANIC REPORTS 

Alderman Hutson shared he would like to see everyone at the Back to School Parade. He shared he assisted mentees from the Mentoring Program to pack 500 book bags, the event is Saturday and children must be present. He then shared his street repair list to show it is in place. He thanked Public Works for the continued branch pickup, he shared the Illinois Tollway will be in attendance for the Back to School Parade Event along with I-Cash and if you see something say something call 708-206-2899. 

Alderman Davis thanked Public Works, Fire and Police for their ongoing hard work. 

Alderman Lockett asked for a moment of silence for Robert James Sr. who recently passed at the age of 92. He shared he was a wonderful neighbor and a father figure. He also asked resident to stop littering and talk to your children and others about littering in Country Club Hills. 

Alderman Spivey thanked the resident for attending National Night Out and picking up branches. 

Alderman Edwards shared is condolences on the loss of Lee Cole and children from SD#160, #144, #227 and #228 were a part of his training. He then shared he and Lee Cole went to Hillcrest to reverse the no Friday Night Football games for the children. He reminded resident to remove their trash cans from the curb after trash day. 

Mayor for reiterated the Board of Review visit tomorrow and . 

12. ADJOURNMENT 

Alderman Edwards moved for adjournment. Second by Alderman Davis. Discussion - None
