City of Palos Heights Municipal Grounds and Property Committee met Aug. 27

CALL TO ORDER
Chairman Begley called the Municipal Grounds and Property Committee meeting to order at 7:02 p.m. at City Hall. In attendance were Chairman Begley, Alderman Basso, Alderman Lewandowski, Public Works Director Adam Jasinski and recording secretary Ashley Pala
APPROVAL OF MINUTES
Chairman Begley moved to approve the minutes of the Municipal Ground and Property Committee meeting held on June 25, 2024, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
PUBLIC COMMENT
None.
DIRECTOR’S REPORT
Public Works Director Adam Jasinski presented the following report:
• Motor Vehicle Maintenance Update: No major repairs to report. Multiple different equipment has been tested to ensure they are capable of running the attachments.
• Lake Katherine: The stairs and ramp were completed. The labor was under budget and the material was over budget. The ADA handrails are expensive. Director Jasinski stated that D Construction is moving along very well and went into detail of all that has been completed so far. A new street lamp has been installed in front of Lake Katherine Drive that is more powerful than previous and aesthetically pleasing.
➢ Chairman Begley motioned to approve payment to Beaver Den Builders Inc. for the rebuild of Lake Katherine’s Nature Center ramp and stairs in the amount of $10,292.16, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
➢ Chairman Begley motioned to approve payment for the materials for the Nature Center ramp from Schillings Inc. in the amount not to exceed $17,319.35, seconded by Alderman Basso. On a voice vote, the motion passed unanimously.
• Wayfinding Signs: The Mayor asked for the Committee to evaluate if new wayfinding signs are needed within the City. Director Jasinski provided the Committee with examples of other municipality wayfinding signs. Discussion ensued and ultimately decided to a have Director Jasinski work with sign outlet on concepts for the wayfinding signs.
➢ Chairman Begley motioned to approve Director Jasinski engaging with Sign Outlet in the amount of $3,540.00 to create a proposal for design services, concepts for wayfinding signs at City Hall and potentially at certain intersections within the City, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
• Professional Services:
➢ Chairman Begley motioned to approve payment for professional engineering services to Christopher B. Burke Engineering, Ltd. For the Cal-Sag Trail at Lake Katherine, Phase III project in the amount of $2,779.05, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.
OLD BUSINESS
Alderman Lewandowski questioned if residents are required to maintain the grass within the right of way. Director Jasinski stated he previously asked City Attorney Tom Brown who stated we cannot force residents to maintain the right of way. There was an Ordinance passed stating that residents cannot cause an obstruction.
NEW BUSINESS
Alderman Begley brought questions from the Lake Katherine Board of Directors regarding the addition to the parking lot. One concern being the fear of robberies of those businesses if there is no lighting. Director Jasinski stated that Tiffany Square is putting up a fence in that area. The other question is if a directional sign can be placed along Route 83 to show where overflow parking is. This can be a discussion during the wayfinding signage.
Alderman Basso stated that there is an American flag not hanging properly on Route 83 and Harlem. He asked if Public Works can replace the flag and/or find the flag if it fell down.
Alderman Begley requested if the gazebo across from City Hall can be decorated for fall with hay bales, pumpkins, mums, corn stalks, etc. She also mentioned the need for the light poles surrounding the gazebo to be fixed up. Director Jasinski stated that his staff is looking into this issue.
ADJOURNMENT
There being no further business, Chairman Begley moved to adjourn, seconded by Alderman Basso. All in favor. Meeting adjourned at 7:30 p.m.
