City of Palos Heights Roads & Construction Committee met Feb. 11

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Clifford called the Roads & Construction Committee meeting to order at 6:30 p.m. In attendance were Chairman Clifford, Alderman Basso, Alderman Lewandowski, Public Works Director Adam Jasinski, Public Works Supervisor Steve Malinowski, Aurimas Spucys with Morris Engineering and recording secretary Morgan Pukula.

APPROVAL OF MINUTES

Chairman Clifford moved to approve the minutes of the Roads & Construction Committee meeting held on January 14, 2025, seconded by Alderman Basso. On a voice vote, the motion passed unanimously.

DIRECTOR’S REPORT: Public Works Director Adam Jasinski reported:

A. Snow Report

We responded to a total of 13 snow fall events and utilized approximately 217 tons of salt, and 2500 gallons of brine/organic mixture. We have been utilizing the tractor that holds 300 gallons of liquids that are utilized for colder events. This liquid freezes at -40 degrees Fahrenheit. The City of Palos Hills provides our salt brine at roughly $25.00 per 1,000 gallons.

B. 2025 MFT

This is the reconstruction of Harold Avenue and Cypress Lane. City council approved going to bid, Morris Engineering prepared the plans and a cost estimate. This project is going to cost roughly $561,000.00, for both Harold Avenue and Cypress Lane reconstruction. $300,000.00 of these funds are coming from Rebuild Illinois.

Adam provided a map of the roads intended to be paved this year. Nashville Avenue and Kiowa Lane were removed because the amount of curbs that need to be replaced on Seneca Drive. We want to keep 120th Street and 75th Avenue as options, for if they fit in the budget. We are projecting those costs to be $800,000.00, which includes the two options.

Chairman Clifford motioned to approve to solicit bids for the 2025 MFT Resurfacing Program, seconded by Alderman Basso. On a voice vote, the motion passed unanimously.

C. 2025 International Dump Trucks

i. Chairman Clifford motioned to approve two (2) 2025 International HV507 Dump Truck Chassis (3HAEDTAR1SL695339 & 3HAEDTAR2SL695513) through the Sourcewell co-op in the amount of $228,190.00, seconded by Alderman Basso. On a voice vote, the motion passed unanimously.

ii. Chairman Clifford motioned to approve two (2) dump bodies and plows for the 2025 International HV507 Dump Trucks (3HAEDTAR1SL695339 & 3HAEDTAR2SL695513) with Henderson Products, Inc through the NPP contract #PS22170 co-op, in the amount of $236,102.00, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.

D. Fourth of July Parade

i. Chairman Clifford approved to adopt a resolution to close a portion of Harlem Avenue on Friday July 4th, 2025 for the annual Independence Day Parade between the hours of 10:00am to 2:00pm, seconded by Alderman Basso. On a voice vote, the motion passed unanimously.

PROFESSIONAL SERVICES

Morris Engineering – Updates from Aurimas Spucys:

We applied for a permit for a crossing at Oak Park Avenue and Rote 83. We received comments from IDOT regarding extending the turn lane. The turn lane would be extended to the east and be restriped to allow for cars time to stop. The flashing lights would be similar to the ones on 127th Street by the Recreation Center.

Chairman Clifford motioned to approve payment to Morris Engineering for engineering services for various projects throughout the city in the amount of $13,726.74, seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.

NEW BUSINESS

Director Adam Jasinski introduced Supervisor Steve Malinowski. He has been with the department for over 20 years and will be replacing the role of Patrick Schramm.

OLD BUSINESS

None.

PUBLIC COMMENT

None.

ADJOURNMENT

There being no further business, Alderman Lewandowski moved to adjourn the meeting, seconded by Alderman Basso. All in favor.
