City of Palos Heights Water & Sewer Committee met March 25

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Brennan called the Water and Sewer Committee meeting to order at 6:31 p.m. In attendance were Chairman Brennan, Alderman Key, Alderman McGrogan, Director of Public Works Adam Jasinski and Recording Secretary Jan Tomaszewski. Alderman Begley was absent.

APPROVAL OF MINUTES

Alderman McGrogan made a motion to approve the minutes of the Water and Sewer Committee meeting held on February 25, 2025, seconded by Alderman Key. On a voice vote, the motion passed unanimously.

PUBLIC COMMENT

None.

DIRECTOR’S REPORT

Director Jasinski presented the following reports/considerations:

• Water Main Breaks: There have been 16 water main breaks year to date; 2 since we last met. One was located at 13018 Moody and the other was at 13337 Oakview in Oak Hills. Both were small leaks, but needed attention.

On the topic of water main breaks, we are slowly beginning to replace the Programmable Logic Controllers (“PLCs”) that this Committee approved. We just started this effort and that is why it is not officially on his report.

• Water Meter Replacement: We are proceeding well and are approximately 50% complete.

We have quite a few residents that are not scheduling appointments after notification, but as soon as we start marking their valves in front of their houses, we get positive feedback. Procedures are in place to deal with residents not responding to notifications.

➢ Alderman Key motioned to approve payment No. 6 to Calumet City Plumbing for the Water Meter Replacement Program in the amount of $63,073.65, seconded by Alderman Brennan. On a voice vote, the motion passed unanimously.

• 131st Street Water Main Lining: We advertised the bid on January 30, 2025. The bid openings were on March 18, 2025. 17 companies pulled the plans, from that we received three bids.

Our IEPA loan request amount was $1.5 million and that was our budget. Two bids were very close and the third was $500,000 more than the other two. All information is being sent to the IEPA for review. Their approval will be based upon the information provided.

➢ Alderman McGrogan motioned to approve the intent to award the 131st Street Water Main Lining project to Sheridan Plumbing for their lowest bid in the amount of $1,043,986.00, subject to IEPA review and approval, seconded by Alderman Key. On a voice vote, the motion passed unanimously.

PROFESSIONAL SERVICES

• Alderman Key motioned to approve professional engineering services with RJN Group for the 2025 Sanitary Sewer Rehabilitation and 2025 On-Call Underground Infrastructure services, rendering through February 28, 2025 in the amount of $9,425.00, seconded by Alderman McGrogan. On a voice vote, the motion passed unanimously.

• Alderman Key motioned to approve professional engineering services with Strand Associates, Inc. for the 131st Water Main Lining and Alternative Water Supplier Analysis rendering through February 28, 2025 in the amount of $18,519.66, seconded by Alderman McGrogan. On a voice vote, the motioned passed unanimously.

OLD BUSINESS

Alderman McGrogan asked the status of the 131st and Southwest Highway project. Director Adam Jasinski stated that he receives updates from IDOT. IDOT stated that when the utilities get done the project will be complete, but cannot give a completion date.

Alderman McGrogan asked the status of the Cypress & Harold Lane project. Director Adam Jasinski stated that the MWRD contract was awarded late last year, but the contractor held off due to weather.

Construction started three weeks ago and the goal is to be done by end of April. After the end of April, the contractor will restore the landscaping, driveways, curbs and gutters that were destroyed. For the City of Palos Heights Resurfacing Project, nine bids were received which will utilize funds from Rebuild Illinois. That awarded contractor will then be responsible for pouring the rest of the curbs for the entire street, wait 4 weeks until curbs are hardened, and then mill and repave streets.

There being no further business, Chairman Brennan moved to adjourn, seconded by Alderman Key.
