Anthony DeLuca introduced HB0060 in the Illinois House on Jan. 9, 2025, during the general assembly session 104, according to the Illinois General Assembly.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Creates the Prohibition on Taxpayer Funding of Guaranteed Income Act. Provides that, on and after July 1, 2025, no unit of government may use taxpayer money to fund a guaranteed income program. Preempts the exercise of home rule powers. Effective July 1, 2025."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill establishes the Prohibition on Taxpayer Funding of Guaranteed Income Act, effective July 1, 2025. It prohibits any unit of government in Illinois from using taxpayer funds to support guaranteed income programs. This includes any state agency, instrumentality, or political subdivision, preventing them from financing programs that provide regular cash payments or taxpayer-funded credits to community members. The bill also preempts home rule authority, restricting local governments from enacting policies that would contravene this prohibition as outlined under subsection (g) of Section 6 of Article VII of the Illinois Constitution.

Anthony DeLuca has proposed one other bill since the beginning of the 104th session.

Anthony DeLuca is currently serving in the Illinois State House, representing the state's 80th House District. He replaced previous state representative George Scully, Jr. in 2009.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
