Thaddeus Jones introduced HB1166 in the Illinois House on Jan. 9, 2025, during the general assembly session 104, according to the Illinois General Assembly.

According to the Illinois General Assembly site, the legislature summarized the bill's official text as follows: "Amends the Public Utilities Act. Provides that an electric utility that serves more than 3,000,000 customers in the State shall fund the construction of 5 employment training centers at a cost to be determined by the utility. Provides that the employment training centers shall be located in: the west side of Chicago; Ford Heights; Waukegan; Bloomington; and Peoria."

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill amends the Public Utilities Act, requiring an electric utility serving more than 3 million customers in Illinois to fund a series of job training and employment initiatives. The utility is to spend $10 million annually in 2017, 2021, and 2025. A solar training pipeline program will receive $3 million to train solar installers, particularly targeting foster children and individuals with criminal records, aiming to create 2,000 jobs. A craft apprenticeship program will be allocated $3 million, while $4 million will fund multicultural job programs through various community organizations. Additionally, the utility must construct five employment training centers in specific locations across Illinois at a cost to be determined. The utility is required to submit a plan to the Commission for approval within 60 days of the act's effective date, and use specified Illinois Power Agency Act funds for the programs.

Thaddeus Jones has proposed one other bill since the beginning of the 104th session.

Jones graduated from Loyola University Chicago with a BS.

Thaddeus Jones is currently serving in the Illinois State House, representing the state's 29th House District. He replaced previous state representative David E. Miller in 2011.

Bills in Illinois follow a multi-step legislative process, beginning with introduction in either the House or Senate, followed by committee review, floor debates, and votes in both chambers before reaching the governor for approval or veto. The General Assembly operates on a biennial schedule, and while typically thousands of bills are introduced each session, only a fraction successfully pass through the process to become law.
