City of Blue Island City Council met June 10

Here are the minutes provided by the council:

1) Call to Order

The Regular Meeting of the City Council of the City of Blue Island was called to order by Mayor Bilotto at 7:01 p.m. on June 10, 2025.

2) Pledge of Allegiance

3) Roll Call

Roll Call indicates the following:

Present: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Absent: 2 Roll, Ruthenberg

Present Also: 5 Raeann Cantelo-Zylman, City Clerk

Nancy Rita, Treasurer

Erin Blake, City Attorney

Thomas Wogan, City Administrator

Mark Patoska, Deputy City Administrator

4) Presentation of Journal of Proceedings

a. Motion by Alderman McGee, second by Alderman Carr to approve the City Council Minutes from the May 27, 2025, City Council Meeting.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

Alderman Fahrenwald stated page 8, section 13 should read "the scaffolding on the Ozac building".

b. Motion by Alderman Johnson, second by Alderman Fahrenwald to approve the City Council Minutes from the May 15, 2025, Committee of the Whole Meeting.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

5) Public Comment

Marie Mindeman requested that everyone face the audience and talk into the microphone during City Council meetings.

8) Mayor's Report

a. Motion for Approval of Payroll dated June 6, 2025, for $480,015.54 (gross).

Motion by Alderman Carr, second by Alderman Fahrenwald to approve Payroll for June 6, 2025 for $480,015.54.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

b. Motion for Approval of Accounts Payable dated June 11, 2025 for $889,201.97 (gross).

Motion by Alderman Fahrenwald, second by Alderman McGee to approve Accounts Payable for June 11, 2025 for $889,201.97 (gross).

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

c. Resolution 2025-022: A Resolution of the City of Blue Island, Cook County, Illinois to Authorizing and Approving an Amendment to IHDA Strong Communities Program, PIC #52423.

Motion by Alderman Johnson, second by Alderman Montoya for Adoption of Resolution 2025-022.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

The Mayor stated the City received additional funding for property maintenance and demolition.

d. Resolution 2025-023: A Resolution of the City of Blue Island, Cook County, Illinois to Authorizing and Approving with Serviscape Regarding the Maintenance of the Golf Course.

Motion by Alderman Johnson, second by Alderman Carr for Adoption of Resolution 2025-023 with Amendment.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

The Mayor announced that he wants to modify the contract deadline to 4/30/2026 rather than 4/30/2028.

e. Resolution 2025-024: A Resolution of the City of Blue Island, Cook County, Illinois to Authorizing and Approving from Alliant Insurances Services, Inc. for Mobile Vehicle Insurance from AGCS Marine Insurance Company.

Motion by Alderman McGee, second by Alderman Carr for Adoption of Resolution 2025-024.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

f. Mayor's Announcements/Comments.

The Mayor asserted that the Fourth of July parade is less than a month away, with the same fireworks company and 40 floats already signed up.

9) City Clerk's Announcements/Reports/Comments

a. City Clerk's Announcements

City Clerk, Raeann Cantelo-Zylman, invited everyone to celebrate Blessing of the waters on 6/22/25 at 3 pm at the waterfall.

City Clerk, Raeann Cantelo-Zylman, invited everyone to celebrate Blues & BBQ on 6/28/25 at the John D. Rita Recreation Center from 11 am until dusk.

City Clerk, Raeann Cantelo-Zylman, encouraged everyone to go to the Farmers Market on Wednesdays at the Blue Island Beer Company from 4 to 7 pm.

City Clerk, Raeann Cantelo-Zylman, invited everyone to TGIF this Friday from 11 3 pm. Natural Law will be providing food.

City Clerk, Raeann Cantelo-Zylman, advised residents to mark their calendars for the July 4th Parade, which begins at noon on 7/4/25. Register now!

City Clerk, Raeann Cantelo-Zylman, invited everyone to join in the Hacemos 5K 2025 on June 14, 2025, at 9 a.m. at 2406 Canal Street. This helps to give scholarship funds for college students.

City Clerk, Raeann Cantelo-Zylman, informed everyone that the vehicle stickers now on sale at the Clerk's office.

Treasurer, Nancy Rita, indicated that the May Treasurer's report was not available.

13) Aldermanic Announcements/Reports/Comments

Alderman McGee noted that the Warped was nicely managed.

14) Adjourn to Executive Session pursuant to 5 ILCS 120/2(c)(11) to discuss litigation that has been filed and is pending before a court or an administrative tribunal and actions of probable or imminent litigation and 5 ILCS 120/2(c)(5) and 5 ILCS 120/2(c)(6) regarding property sales, leases, and purchases.

Motion by Alderman Carr, second by Alderman Fahrenwald to enter Executive Session.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

Motion by Alderman Johnson, second by Alderman Carr to Reconvene.

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

The Mayor stated the City Council discussed possible litigation and City-owned Property sales and leases.

15) Motion for Adjournment

Motion by Alderman Fahrenwald, second by Alderman Carr to adjourn the regular meeting.

Ayes: 5 McGee, Carr, Fahrenwald, Johnson, Montoya

Nays: 0

Absent: 2 Roll, Ruthenberg

Abstention: 0

There being five (5) Affirmative Votes, the Mayor declared the motion carried.

The meeting was adjourned 7:21 p.m.

The next regular meeting of the City Council is scheduled June 24, 2025, at 7:00 p.m.
