The regular meeting of the Lemont Village Board was held on Monday, June 9 at 6:30 p.m. with Mayor John Egofske presiding.

Motion by Rick Sniegowski, seconded by Ronald Stapleton, to approve the Consent Agenda
George Schafer stated this agreement is a partnership with the township and the park district. Matching contribution in the past has been $10K and this year due to high expenses is $15K. In the future if the cost goes up by 10%, this will be brought before the board.

Mayor’s Mention – June 9, 2025
1. The summer event season officially kicked off last week with Lemont Cruise Nights and Sunset Soirees!
2. This week’s Cruise Nights on Wednesday, June 11, features Exotic Cars and Expo Night from 6 – 9 PM in downtown Lemont. Wednesday, June 18, is Tractor and Kids Night! The Village of Lemont hosts the car shows on Wednesday nights through August 27. There will NOT be a car show on July 2. Visit, Lemont Downtown . com, Signature Events webpage for more information. Visit our Lemont Cruise Nights Facebook page for any event day cancellation, along with other information.
3. Hosted by the Lemont Park District, this week’s Sunset Soiree on Thursday, June 12, features The Simple Remedy with classic Nashville sounds. On Thursday, June 19, The Red Roses play alternative and indie hits. Seating opens at 6 pm on Stephen Street and music is from 7 – 10 pm, so bring your chairs and enjoy the music. 4. The Forge: Lemont Quarries hosts the Forge Food Fest on Sunday, June 22, starting at 12 pm at The Mount. Experience a lineup of Chicagoland’s favorite foods from juicy burgers and street tacos to sweet funnel cakes and ice cream, plus live music at the ultimate summer celebration of food.
5. Also new at The Forge this year is an 18-Hole Miniature Golf Course designed for all ages and skill levels. Be sure to check out all their activities and summer concert lineup.
V) Clerk's Report
V.A A Resolution R-39-25 Authorizing the Order and Purchase of Wright Stander Mowers with Certain Specifications and Equipment through Sourcewell Purchasing Cooperative
Motion by Rick Sniegowski, seconded by Kevin Shaughnessy, to approve Ralph Pukula noted this is for standing mowers from Sourcewell Purchasing Cooperative. Staff recommends purchasing 4 mowers for $43,846.36. Trustee Stapleton asked if there will be in a trade in and Ralph said yes.

V.B A Resolution R-40-25 Approving Professional Services Agreement Between HR Green, Inc. and the Village of Lemont, Illinois for 131st Street & Derby Road Traffic Signal Design Engineering
Motion by Ronald Stapleton, seconded by Kevin Shaughnessy, to approve Ralph Pukula noted this is an agreement with HR Green for a road traffic signal at 131st Street and Derby Road for a total of $54,606.51 for engineering. Trustee Shaughnessy is glad this is approved and in action.

V.C A Resolution R-41-25 Approving A Professional Services Consulting Agreement Between H.W. Lochner, Inc. and the Village of Lemont for the Smith Road Area Corridor Study
Motion by Rick Sniegowski, seconded by Kevin Shaughnessy, to approve George Schafer said this will be a corridor study around Smith Road and the increased truck traffic. This will include extensive data and costs not to exceed $86,986.00 and will take up to six months for completion. This was discussed at the COW meeting in May.
The study will be comprehensive regarding truck routing and restrictions and the challenges the Village is facing. Mayor noted the Village owns 127th from Smith Road west to New Ave. and 127th to 2/3 of High Road. The truck businesses that use these roads do not pay the Village of Lemont any monies yet we maintain the roads. The 5 lane industrial corridor 135th, is the road the trucks should use.

Motion by Ronald Stapleton, seconded by Kevin Shaughnessy, to approve Jason Berry noted these are changes to the UDO for architectural metal, solar systems, wind power and shed size increased to 320 square feet.

VII) Village Administrator Report
George Schafer reported that the Village has received a $500,000 grant from the State of Illinois for the 131st Street Bike Path project, which is currently in Phase I engineering. The project is also being funded with federal money and is expected to be completed in 2027. In addition, George received notice from the Will County Land Use Department regarding a zoning hearing for the property at 13141 South High Road in unincorporated Will County. The request seeks a map amendment from A-1 (agricultural) to I-3 (industrial) to allow for the storage of outdoor equipment and vehicles. The Village had submitted a letter of objection regarding this zoning change approximately six months ago and will be discussing the matter further at the next Committee of the Whole meeting. It was also noted that DuPage Township had vacated High Road to the Village, as the township aimed to eliminate its highway department responsibilities.
VIII) Board Reports
Trustee Shaughnessy wanted to extend condolences to the family of Krystal Rivera, Chicago Police Officer who was killed in the line of duty on June 5, 2025.
IX) Staff Reports
Chief thanked residents who supported the recent fundraiser in Lemont, which successfully raised over $8,000 for Special Olympics participants. He also acknowledged the first graduating class of the Citizens Police Academy, with 12 new residents completing the program on May 29th, and expressed his gratitude to all who participated. Additionally, Darshana reminded all residents to purchase this year’s vehicle sticker.

Dan, a trustee from the Fire Board, thanked the Village Board for all the work they are doing in the community. Matt Glasow, a resident of Lemont for the past year, shared concerns about limited access from his home in the Oak Tree subdivision to the rest of the Village. He recommended the addition of more walking paths to improve connectivity. Matt was encouraged to reach out to Jason Berry for further discussion.
