I. CALL TO ORDER
The Mayor called to order the regular meeting of the City of Palos Heights City Council at 7:00 p.m. in the City Administrative Center, 7607 W. College Drive, Palos Heights, IL
II. INVOCATION & PLEDGE OF ALLEGIANCE
The Mayor led the invocation and Pledge of Allegiance.
III. ROLL CALL
Roll call indicated the following were present:

V. CONSENT AGENDA
A. Approval of Minutes: 1. City Council Meeting – June 3, 2025
B. Approval of Payroll and Voucher List for the period ending June 13, 2025.
Alderman Key moved to approve the consent agenda seconded by Alderman Brennan.
On roll call, the motion to approve the Consent Agenda was:
Ayes: (7) Brennan, Basso, Key, Scully, Begley, McGrogan, Clifford
Nays: (0) None
With seven (7) affirmative votes the motion carried.

VII. REPORTS OF CITY OFFICIALS

● General Remarks and Updates. Mayor Straz reminded residents to check in on neighbors, especially the elderly, during the current heat wave. He further noted to call 911 in an emergency.

VIII. COMMUNICATIONS: Alderman McGrogan noted that the Alderman received a noted from John Greer re the lack of pride of ownership of some properties. The Building Department is addressing the issue.

X. REPORTS OF STANDING COMMITTEES
A. Finance—Chairperson Alderman McGrogan: No Report
B. Public Safety—Chairperson Alderman Basso: No Report, but Alderman Basso noted that a new scam is being circulated via mail relating to deceased relatives with a large estate. Alderman Basso altered residents to be aware of potential similar scams and letters.
C. Municipal Grounds and Property—Chairperson Alderman Begley: No Report, but Alderman Begley commended the Public Works Department for their work maintaining the municipal property.
D. Planning and Zoning—Chairperson Alderman Scully:
● Motion to adopt an Ordinance allowing Revival Yoga Wellness Center to operate a yoga studio as a special use within the premises located at 12211 S. Harlem Avenue.
Alderman Scully moved to approve the Motion was seconded by Alderman Clifford.
On roll call, the motion to approve the Motion was:

Nays: (0) None
With seven (7) affirmative votes the motion carried.
E. Recreation—Chairperson Alderman Key:
8. Motion to approve payment #10 to Simpson Construction in the amount of $102,756.89 for work completed for the Pool Improvement Project.
Alderman Key moved to approve the Motion was seconded by Alderman Begley.
On roll call, the motion to approve the Motion was:

Nays: (0) None
With seven (7) affirmative votes the motion carried.
9. Motion to approve Intergovernmental Agreement with Worth Park District for when feasible and appropriate, the parties shall cooperate to develop, market, sponsor, implement, hold, and share recreational programming, activities, leagues, community celebrations, seasonal/special events, facilities, equipment, and staff.
Alderman Key noted that this allows program to avoid cancellation based on low turnout by one park district. Alderman Basso asked why we could not do that without putting it in writing. Alderman Begley noted that it is a limited scope IGA and its to provide opportunities for both towns.
Alderman Key moved to approve the Motion was seconded by Alderman Begley.

10. Motion to approve annual payment to TimeClock Plus in the amount of $6,082.00 for administrative equipment and services for the Parks and Recreation Department.
Alderman Key moved to approve the Motion was seconded by Alderman Brennan.
On roll call, the motion to approve the Motion was:

Nays: (0) None
With seven (7) affirmative votes the motion carried.
Alderman Key noted that the second concert in the park is Thursday ny National Electric at 7:00 PM by the Gazebo.
F. Roads and Construction—Chairperson Alderman Clifford: No report, but Alderman Clifford noted that Road Pavemnt program is underway.
G. License, Permits & Franchises—Alderman Lewandowski: Alderman Clifford read the report in Alderman Lewandowski’s stead.
11. Motion to approve the purchase of a 2025 Ford Explorer in the amount of $47,007.99 from Currie Motors under the Suburban Purchasing Cooperative - Joint Purchasing Contract #231.
Alderman Clifford asked why this did not go through Finance. Mayor Straz noted that it was budgeted for in the Department’s budget.
Alderman Clifford moved to approve the Motion was seconded by Alderman Begley.
On roll call, the motion to approve the Motion was:
Ayes: (7) Brennan, Basso, Key, Scully, Begley, McGrogan, Clifford
Nays: (0) None
With seven (7) affirmative votes the motion carried.

B. Cable TV— Chairperson Alderman Scully: Alderman Scully noted that this week’s programming includes a new merchant corner highlighting a new coffee shop and on Mel Diab, the owner of Running for Kicks.
