City of Palos Heights Municipal Grounds & Property Committee met June 24

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Begley called the Municipal Grounds and Property Committee meeting to order at 7:01 p.m. In attendance were Chairman Begley, Alderman Basso, Alderman Brennan, Alderman Clifford, Public Works Supervisor Bob Murphy and recording secretary Jan Tomaszewski.

APPROVAL OF MINUTES

Chairman Begley moved to approve the minutes of the Municipal Grounds and Property Committee meeting held on May 27, 2025,seconded by Alderman Clifford. On a voice vote, the motion passed unanimously.

PUBLIC COMMENT

The following Palos Heights residents were present:

Also present was Lynda Schiappa from the Public Arts Commission.

The Lake Katherine residents voiced their concern over the possible placement of a bike path at Lake Katherine. They cited possible safety issues. After further discussion, Alderman Begley suggested they attend the July 21st Lake Katherine board meeting. Public Works Director Adam Jasinski and engineering firm Christopher Burke will be present for further explanation and details. This discussion will take place at tail end of that meeting.

DIRECTOR’S REPORT

Public Works Supervisor Bob Murphy presented the following report:

• Motor Vehicle Maintenance Update. Mechanics are working on preventative maintenance on Public Works, Police Department and landscaping vehicles. We had one major repair this month, which was over $5,000.00, and that was on our sewer jetting machine.

• Slide in Refuse Collector.

➢ Chairman Begley motioned to approve the purchase a six cubic yard refuse collector from Standard Equipment in the amount of $36,280.00, seconded by Alderman Brennan. On a voice vote, the motion passed unanimously.

• Bike Path – 76th & College Drive.

➢ Chairman Begley motioned to approve American Sealcoating to repair sections of the bike path along 76th Avenue & College Drive in the amount of $9,805.00, seconded by Alderman Clifford. On a voice vote, the motion passed unanimously.

• Palos Baseball Organization Parking Lot.

➢ Chairman Begley motioned to approve Seal-Rite Asphalt Maintenance for options 1 & 2 to sealcoat, crack fill, stripe, and add an additional layer of sealcoat for the Palos Baseball Organization parking lot in the amount of $18,300.00. The City will contribute $9,150.00 and the Palos Baseball Organization will contribute $9,150.00 towards this project, seconded by Alderman Brennan. On a voice vote, the motion passed unanimously.

• Crawford Park Bridge.

➢ Chairman Begley motioned to approve Morfin Construction General Carpentry to remove and replace decking at the Crawford Park bridge in the amount of $8,950.00, seconded by Alderman Brennan. On a voice vote, the motion passed unanimously.

• 123rd Street & 71st Ct Parking Lot.

➢ On a voice vote, the Committee approved the design and construction of the parking lot and Chairman Begley motioned to move the design and construction of the 123rd Street parking lot at 71st Court to the full City Council for approval and a motion to zoning, seconded by Alderman Brennan. On a voice vote, the motion passed unanimously.

OLD BUSINESS

Lynda Schiappa from the Public Arts Commission reported the following:

• The Beautification Committee is donating $3,000.00 for another piece for Lights in the Heights.

That donation, combined with the Public Arts Commission contribution of $2,087.63, will pay for a three-year lease. After three years, we will own the piece.

• The display is going well at Lake Katherine.

• There will be an unveiling of the guitar sculpture on July 24th/6:45 p.m. at Memorial Park, right before the Concert in the Park.

• The High 5 group has completed the free little library to be installed at Walsh Westgate Park.

NEW BUSINESS

None.

There being no further business, Chairman Begley moved to adjourn, seconded by Alderman Brennan.
