City of Palos Heights Planning and Zoning Committee met July 8

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Scully called the meeting to order at 6:00 p.m. on July 8, 2025. In attendance were: Chairman Scully, Alderman Lewandowski, Alderman Key, Alderman McGrogan, Community & Economic Development Coordinator Aimee Ingalls.

APPROVAL OF MINUTES

Chairman Scully requested motion to approve the planning and zoning committee meeting minutes from May 27, 2025, motion by Alderman Key and seconded by Alderman Lewandowski. On a voice vote, the motion passed unanimously.

NEW BUSINESS

Agenda item 4a. Review Old Downtown Plan Proposals and Make a Recommendation for 2-3 Finalist was discussed. Alderman Scully presented an overview of the purpose of the meeting and reviewed score sheet for the proposals. Alderman Lewandowski did not feel comfortable evaluating the nine proposals since the subject matter was not his expertise. His thought was that a staff person should have reviewed first and eliminated non-qualifying proposals and then presented the remaining to the committee. The project area came into question as being too small and should be expanded. The committee also discussed how staff could take on certain tasks to lower cost of proposals. Input into the plan by an external committee was also discussed.

A motion, to send proposals to Mayor, Chairman Scully and staff to review and bring next steps back to the committee, was made by Lewandowski, seconded by Alderman Key.

OLD BUSINESS

PUBLIC COMMENT

Audience member asked if there is any way to lower the speed limit on Harlem through old Palos Heights downtown.

Audience member noted that from her experience it is better to let a third-party consultant mediate/manage public input sessions instead of staff.

There being no further business, Chairman Scully motioned to adjourn, seconded by Alderman Lewandowski. All in favor and motion carried. Meeting adjourned at 7:34 pm.
