City of Palos Heights Municipal Grounds and Property Committee met Sept. 23

Here are the minutes provided by the committee:

CALL TO ORDER

Chairman Begley called the Municipal Grounds and Property Committee meeting to order at 7:00 p.m. In attendance were Chairman Begley, Alderman Brennan, Alderman Clifford, City Administrator Adam Jasinski, Public Works Water Operator John Kavanagh and recording secretary Jan Tomaszewski. Alderman Basso was absent.

APPROVAL OF MINUTES

Chairman Begley moved to approve the minutes of the Municipal Grounds and Property

Committee meeting held on July 22, 2025,seconded by Alderman Clifford. On a voice vote, the motion passed unanimously.

PUBLIC COMMENT

The following Lake Katherine residents were in attendance:

Linda Schiappa, representing the Public Arts Commission, was also in attendance.

DIRECTOR’S REPORT

City Administrator Jasinski presented the following report:

• Motor Vehicle Maintenance Update. No major incidents within the past two months. One major repair to the bucket to our front end loader. All vehicles including the two new dump trucks have been taken to Safety Line. The dump trucks will be upfitted in October.

• Light Up Angel Décor. This request comes from the Public Arts Commission. The request initially went to the Finance Committee and it was recommended that the purchase request come to this Committee. This purchase is for the City to keep and maintain.

➢ Chairman Begley motioned to approve purchase of a refurbished 6ft 3D Angel from Artistic Holiday Design in the amount of $10,175.26, seconded by Alderman Clifford. On a voice vote, the motion passed unanimously.

• City Council Chambers. One of the cameras in the Chambers started failing during a City Council meeting. The cameras were inspected and it was recommended that we replace all four cameras as they are at the end of their life cycle.

➢ Chairman Begley motioned to approve purchase of four (4) cameras from Midwest Digital AV Inc. for the City Council Chambers in the amount of $8,395.00, seconded by Alderman Brennan. On a voice vote, the motion passed unanimously.

CLEARWAVE FIBER. Clearwave Fiber is a telecommunications company looking to provide fiber internet services to the residents of Palos Heights. Clearwave will notify residents by placing door hangers with information stating that within a certain time period pure fiber network will be available if they want to switch from Comcast.

➢ Chairman Begley motioned to authorize the City Attorney and the City Staff to negotiate a Master License Agreement between the City of Palos Heights and Clearwave Fiber, seconded by seconded by Alderman Brennan. On a voice vote, the motion passed unanimously.

LAKE KATHERINE OFF-STREET BIKE PATH. Two months ago we tabled this discussion. Since we are unable to come to common ground regarding what type of bike path would be installed, it is City Administrator Jasinski’s recommendation that we put Lake Katherine Drive on the 2026 Road Resurfacing Program and invest time and City resources to do a better study on how to get cyclists off of Lake Katherine Drive that is both beneficial to the City and to the residents without utilizing the City of Palos Heights’ funds by applying for grants. By resurfacing the road, it gives us a good 20 years to come up with a solution.

Alderman Clifford suggested we come up with a solution on the west end to alleviate the congestion in that area.

OLD BUSINESS

Chairman Begley stated that Memorial Park is being decorated again.

Chairman Begley revisited the motion to approve the purchase of the 6ft 3D Angel and stated that the Committee would like to see the Public Arts Commission engage in some type of fundraising for future purchases. Chairman Begley does not foresee these purchases being approved on an annual basis.

Lynda Schiappa defended this purchase and reiterated that many items acquired by the Commission have been donated or made by the Commission.

NEW BUSINESS

Chairman Begley led a conversation relating to the Public Arts Commission and how the Committee would like the PAC to take on a big art project in the future, i.e., Elmhurst/umbrellas.

Possibly something with butterflies.

ADJOURNMENT

There being no further business, Chairman Begley moved to adjourn, seconded by Alderman Brennan.

All in favor. Meeting adjourned at 7:37 p.m.
