The Park Forest Board of Trustees is set to meet on Monday, November 3, at 7 p.m. at Village Hall, located at 350 Victory Drive. The agenda includes consideration of the estimated 2025 tax levy, annexation of property along Monee Road, and the disposal of six village vehicles.
Deputy Village Manager and Finance Director Mark Pries described the estimated 2025 tax levy resolution as a routine annual step required by state law. The Board must adopt the estimated levy at least 20 days before passing the official tax levy ordinance. The final adoption is scheduled for December 1 after a public hearing on November 24.
The proposed 2025 levy does not include an increase for the Village itself, which would be the sixth time in nine years that Park Forest has kept its levy flat. Including the Library’s portion, there is a slight overall decrease of about $42,000 compared to last year.
“The 2026–2027 budget will be funded by the 2025 levy,” Pries explained in a memo to the Board. “Historically, Park Forest has conducted a public hearing even in years when the levy increase has been below the 5% mandate.”
Trustees are also expected to hold a public hearing and consider three ordinances regarding annexation of property at 226 Monee Road. This property covers approximately 2.62 acres and is currently in unincorporated Will County. Property owner Vladimir Kuznetsov petitioned for annexation; he operates a motor vehicle repair business on site and plans to expand into vehicle sales.
The Board will consider formal annexation of these parcels, approval of an annexation agreement, and rezoning to C-3 Corridor Commercial District. The Planning and Zoning Commission unanimously recommended approval after hearings held earlier this fall.
Economic Development and Planning Director Sandra Zoellner said that bringing this property into Park Forest aligns with the Village’s comprehensive plan and will provide police and fire protection services from Park Forest.
Additionally, trustees will vote on whether to authorize disposal of six Village-owned vehicles through auction at America’s Auto Auction in Crestwood. These vehicles include two former police cars as well as trucks from Public Works and Parks Department that have surpassed their useful life according to staff.
Both the Rules Meeting and Special Regular Meeting are scheduled consecutively on Monday evening.
