PROPOSED RESOLUTION

EDWARD SADLOWSKI, IN MEMORIAM

WHEREAS, Almighty God in His infinite wisdom has called Edward Sadlowski from our midst; and

WHEREAS, Edward Sadlowski was the beloved husband of the Marlene; and

WHEREAS, Edward Sadlowski was the proud father of Susan Sadlowski Garza, Patricia Hoyt, Edward Sadlowski Jr and Diane Agelson; and

WHEREAS Edward Sadlowski was the proud grandfather of David Garza, Ryan Garza, Kate Garza, Tyler Garza, Deanna Hoyt, Adrianne Hoyt, Faith Sadlowski, Evelyn Sadlowski, Ed Sadlowski II, Angela Agelson and Hallee Agelson; and

WHEREAS, Edward Sadlowski was the loving great-grandfather of Aria and Sofia Garza; and

WHEREAS, Edward Sadlowski was born in Chicago’s South Chicago neighborhood and left school early to bravely serve in the Unites States Army during the Korean War; and

WHEREAS, Edward Sadlowski began working as a machinist's apprentice at US Steel in Chicago where he received the nickname "Oil Can Eddie." In 1964, he became the youngest person elected as President of Local 65, the United Steelworkers of America (USWA); and

WHEREAS, In 1975, Edward Sadlowski became President of the United Steelworkers of America District 31 with a membership totaling over 125,000 workers in Illinois and Indiana; and

WHEREAS, Edward Sadlowski served on a local panel of the Illinois Labor Relations Board from 1993 to 2001; and

WHEREAS, the Illinois Labor History Society inducted Edward Sadlowski into its Union Hall of Honor in 2012;

WHEREAS, Edward Sadlowski was an influential voice for working class men and women locally and nationally and his service to workers’ rights and union activism has helped improve the lives of Steelworkers and union members across many industries; and

WHEREAS all who knew him will attest that Edward Sadlowski was a kind and compassionate man, virtuous of character and gentle in spirit, admired and respected by his many friends and neighbors, and dearly loved by his family, now therefore

NOW, THEREFORE, BE IT RESOLVED, by the Board of Commissioners of Cook County that the Board does hereby offer its deepest condolences and most heartfelt sympathy to the family of Edward Sadlowski and joins them in sorrow at this time of loss; and

PROPOSED RESOLUTION

CELEBRATING THE LIFE OF THE HONORABLE DONALD LEROY WILLIAMS, SR.

WHEREAS, Don Williams, Sr. passed away on July 10, 2018 at the age of 92, and;

WHEREAS, Don Williams, Sr. was born on April 28, 1926 to Kelly and Mamie Williams in New Kensington, Pennsylvania, and;

WHEREAS, Don Williams, Sr. married Mercedes Moore in 1950, who preceded him in death, and with whom he had five children, and;

WHEREAS, Don Williams, Sr. married Ora Dee Gamble in 1964, who preceded him in death, and with whom he had one child, and;

WHEREAS, Don Williams, Sr. married Dora Ziegler in 2002, who remained a figure of love and support by his side for the remainder of his life, and;

WHEREAS, Don Williams, Sr. was an engaged and loving father to his children Karen, Donald Jr., Sheryl, Sharlene, Denise, Rhonda, and dedicated stepfather to Alfonso Gamble and Donald Rogers, and;

WHEREAS, Don Williams, Sr. was the proud grandfather of 24 and the proud great-grandfather of 35, and;

WHEREAS, Don Williams, Sr., worked in the Maywood community as a business owner, a pharmacist, a State Farm agency owner for 50 years, and the cofounder of a real estate company, and;

WHEREAS, in 2018, Don Williams, Sr. was named Maywood’s businessman of the year, and;

WHEREAS, Don Williams, Sr. acted as a political leader during his time as the second African American Mayor of Maywood, and;

WHEREAS, Don Williams, Sr. remained an active Maywood community member, as a member of the Maywood Rotary Club and the director of the 1st Suburban National Bank, and;

WHEREAS, Don Williams, Sr. was a strong spiritual leader in the community and an ordained minister and deacon at the Second Baptist Church in Maywood, and;

WHEREAS, Don Williams, Sr. left a legacy of positive and enduring service to the Maywood community in every sphere.

NOW, THEREFORE, BE IT RESOLVED, by the President and Cook County Board of Commissioners to honor the life of former Mayor Don Williams Sr. and the sincere condolences of the President and the Cook County Board of Commissioners are extended to the family.

CELEBRATING THE 90TH ANNIVERSARY OF OZINGA

WHEREAS, Ozinga is currently celebrating their 90th Anniversary, a remarkable milestone for a Cook County, American-owned business; and

WHEREAS, Ozinga is based in Cook County and Chicago’s Chinatown Neighborhood, originally established in Evergreen Park, Illinois in 1928 by Martin Ozinga Sr.; and

WHEREAS, Ozinga first started off as a small coal and coke yard and survived the Great Depression and World War II before becoming one of the first ready mix providers in the region; and

WHEREAS, for four generations, Ozinga has continued to expand its products and build its reputation as a strategic partner by providing concrete, bulk materials, and energy solutions while offering transportation services through an extensive network of truck, rail, barge, and ship terminals; and

WHEREAS, Ozinga is widely recognized for its red and white striped concrete mixer trucks, which can be seen at various construction sites throughout Cook County and five other states; and

WHEREAS, Ozinga now employs more than 1,500 employees with locations in Illinois, Indiana, Wisconsin, Michigan, and South Florida; and

WHEREAS, Ozinga has numerous locations throughout Cook County, with two yard locations in the 16th District, one in Summit, Illinois and the other in McCook, Illinois; and

WHEREAS, Ozinga has a legacy of serving the areas where we live, work and play with the Ozinga Foundation; working together to build our families, our communities and our country; and

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby express our gratitude and congratulations to Ozinga in Celebration of its 90th Anniversary and extend our very best wishes for the future; and

WHEREAS, Leonard Simon founded the company, originally Simon Products, in 1928 after dropping out of high school to earn money to support his family; and

WHEREAS, Simon Products was originally located on Van Buren Street in the Printers Row area of downtown Chicago; and

WHEREAS, Michael Lewis moved its World Headquarters to McCook, Illinois located in the 16th District of Cook County, with locations in seven states and two continents; and

WHEREAS, for four generations, Michael Lewis has forged relationships with the world’s leading airlines, through an extensive network of resources, such as transportation infrastructure and expanding e-commerce initiatives to better assist in managing airlines supplies; and

WHEREAS, Michael Lewis’s values of service, commitment, and integrity have helped create the framework for its extensive success in the industry; and

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby express our gratitude and congratulations to Michael Lewis in Celebration of its 90th Anniversary and extend our very best wishes for the future; and

PROPOSED RESOLUTION

HONORING DR. NNEKA JONES TAPIA FOR HER DEDICATED EFFORTS TO ASSIST SHERIFF THOMAS J. DART TO REFORM THE CRIMINAL JUSTICE SYSTEM AND ON THE OCCASION ON HER RETIREMENT

WHEREAS, Dr. Nneka Jones Tapia was appointed by Sheriff Thomas J. Dart to the position of Executive Director of the Cook County Department of Corrections from May 2015 until her retirement in the spring of 2018,

WHEREAS, under the direction of Sheriff Thomas J. Dart, Dr. Jones Tapia spent years improving and developing mental health strategies at the Cook County Jail, which is one of the largest mental health providers in the world, and

WHEREAS, Dr. Jones Tapia developed a strategy to offer more services to detainees before they left the Jail, which has significantly slowed the revolving door of mentally ill individuals returning to the Jail, and

WHEREAS, after Sheriff Dart established the Mental Health Transition Center, Dr. Jones Tapia expanded and developed state of the art mental health programming for participating detainees and offered ongoing programming to formerly incarcerated individuals at the Transition Center as well as two community centers, and

WHEREAS, Dr. Jones Tapia assisted the Cook County Department of Corrections with overhauling the Jail’s restrictive housing policy and instituted a number of initiatives aimed at improving working conditions for correctional staff, making for a better work environment for what is an incredibly difficult job, and

WHEREAS, before joining the Sheriff’s Office, Dr. Jones Tapia was the Chief Psychologist at Cermak Health Services, which provides the onsite medical mental health care for detainees at the Jail, and

WHEREAS, in that role, Dr. Jones Tapia developed important tools to help identify the mental health needs of incoming detainees, and

WHEREAS, Dr. Jones Tapia has a decorated academic career, earning her bachelor’s degree in psychology from the University of North Carolina at Chapel Hill, her master’s degree in clinical psychology from East Carolina University, and her doctoral degree from the Virginia Consortium Program

in clinical psychology, and

WHEREAS, in 2015, Dr. Jones Tapia was named one of Crain’s Chicago Business 40 under 40, among many other distinctions and honors, and

WHEREAS, Dr. Jones Tapia served the citizens of Cook County for many years, and her legacy of improving the quality of the Cook County Jail will continue to make crucial criminal justice reform efforts a reality, benefitting all of Cook County.

NOW, THEREFORE, BE IT RESOLVED, by the President and Cook County Board of Commissioners that Dr. Nneka Jones Tapia is honored for her contributions to the Cook County Sheriff’s Office and all of Cook County.

HONORING THE LIFE AND MEMORY OF WILSON FROST

WHEREAS, Wilson Frost was born on December 27, 1925 to General Frost and Freddie Bonds in Cairo, Illinois; and

WHEREAS, Wilson attended Phillips Academy High School in Chicago and earned his bachelor’s degree from Fisk University in Nashville, Tennessee; and

WHEREAS, he returned to Chicago to attend the Chicago-Kent College of Law, receiving his Juris Doctor in 1958; and

WHEREAS, after earning his law degree, Wilson joined the firm Frost, Sherard, Howse & Coleman, where he continued on as a partner until 1973; and

WHEREAS, in 1973, Wilson formed Meyer & Frost, later Frost & Greenblatt, where he remained until his retirement in 1998; and

WHEREAS, Wilson became involved in politics and won the aldermanic election representing the 21st Ward in 1967 and the 34th Ward in 1971; and

WHEREAS, in December 1976, Wilson was named Chairman of the Finance Committee for the City of Chicago; and

WHEREAS, Wilson’s dedication to public service did not end at the City of Chicago; and

WHEREAS, Wilson went on to be Commissioner of the Cook County Board of Tax Appeals; and

WHEREAS, Wilson retired as a Commissioner in 1998; and

WHEREAS, Wilson was a Cook County resident who selflessly served the public and relentlessly worked to improve the community; and

WHEREAS, Wilson was also a great mentor and was kindly known as “The Godfather”; and

WHEREAS, Wilson Frost passed away on May 5, 2018 in Palm Desert, California; and

WHEREAS, he is survived by his wife Myra Everett, daughters Jacqueline Baldridge, Myrna Everett, and Renee Everett, great grandchildren Michael Baldridge, Justin Baldridge and Austin Pegram, and his sister Geneva Harris; and

NOW, THEREFORE, BE IT PROCLAIMED, that the President and the Cook County Board of Commissioners, on behalf of the residents of Cook County, hereby offer its deepest condolences and most heartfelt sympathy to the family of Wilson Frost and honor the life and memory of this outstanding Cook County resident and long-time public servant.end

CELEBRATING THE RETIREMENT OF KAREN LEWIS AS PRESIDENT OF THE CHICAGO TEACHERS UNION

WHEREAS, it has come to the attention of the Cook County Board of Commissioners that Karen Lewis is retiring as the President of the Chicago Teachers Union; and

WHEREAS, Karen Lewis was born and raised in Chicago and attended Chicago’s Kozminski Elementary School and Kenwood High School; and

WHEREAS, Karen Lewis received a Bachelor of Arts degree in sociology and music from Dartmouth College; and

WHEREAS, Karen Lewis worked as a high school chemistry teacher for 22 years at Chicago’s Sullivan High School, Lane Tech High School and King College Prep, following in the footsteps of her parents who were both teachers; and

WHEREAS, In the 1990’s Karen Lewis also became a member of the Chicago Teacher’s Union and in the late 2000’s she became active in a group called the Caucus of Rank-and File Educators (CORE) who fought to give teachers a voice in shaping the direction of local schools; and

WHEREAS, In 2010, Karen Lewis was elected President of the Chicago Teachers Union and was re- was re-elected President in 2013 and 2016; and

WHEREAS, Karen Lewis serves as a Vice President of the 1.7 million member American Federation of Teachers and was elected Executive Vice President of the 100,000 member Illinois Federation of Teachers; and

WHEREAS, Karen Lewis has received numerous awards and recognitions for her work on behalf of education equity and her devotion to local students including a Doctorate of Humane Letters from the National Labor College and from her Alma Mater Mt. Holyoke College; and

WHEREAS, Karen Lewis has fought tirelessly to foster excellence in the teaching and learning experiences of Chicago students and has been instrumental in elevating the Chicago Teachers Union into an influential organization that plays a positive role in the education of students on the local and national level; and

BE IT RESOLVED that the Cook County Board of Commissioners does hereby extend its warmest wishes and congratulations to Karen Lewis on the occasion of her retirement, and join all who have had the pleasure of her friendship in wishing her still more years of good health and richly deserved happiness, and

MIRIAM D BALANOFF, IN MEMORIAM

WHEREAS, Almighty God in His infinite wisdom has called Miriam Balanoff from our midst; and

WHEREAS, Miriam Balanoff was the loving wife of Clem Balanoff; and

WHEREAS, Miriam Balanoff was the devoted mother of Clem Jr (Jan Kralovec), Jane (Jean Emond) and Bob (Felice Batlan); and

WHEREAS, Miriam Balanoff was the dear grandmother of nine grandchildren Bob Jr, Dan, Anne (Yoichiro), Marc (Elizabeth), Clement III, Miya (Adam) Monica, Daniel and Asa; and

WHEREAS, Miriam Balanoff was the loving great grandmother of Felix; and

WHEREAS, Miriam Balanoff moved to Chicago in the 1950’s and graduated from the University of Chicago Law School; and

WHEREAS, Miriam Balanoff was elected to the Illinois House of Representatives in 1978 where she offered legislation to protect workers, especially those whose jobs were lost in plant closings; and

WHEREAS, In 1986, Miriam Balanoff was elected Judge to the Circuit Court of Cook County where she served for 14 years; and

WHEREAS, Miriam Balanoff was a lifelong advocate from woman’s rights, human rights, civil rights, LGBTQ and workers’ rights; and

WHEREAS, Miriam Balanoff remained active throughout her life in politics and political campaigns; and

WHEREAS, Miriam Balanoff touched the lives of many and will be remembered by all who knew her; and

WHEREAS, all who knew her will attest that Miriam Balanoff was a kind and compassionate woman, virtuous of character and gentle in spirit, admired and respected by her many friends and neighbors, and dearly loved by her family; and

PROPOSED RESOLUTION

HONORING FRANK T. LIBBY ON HIS RETIREMENT

WHEREAS, President and Executive-Secretary Frank Libby announced his retirement effective June 1, 2018; and

WHEREAS, Mr. Libby gave 42 years of service as a proud member and champion for the brothers and sisters of the United Brotherhood of Carpenters. As a member of Local 10, Mr. Libby provided leadership to his local for 38 years during which time he served as warden, recording secretary, business representative and financial secretary-treasurer. He also served as the local’s president for 24 years ending June 30, 2018, fulfilling his term; and

WHEREAS, In 2008 Mr. Libby became the 24th president/executive secretary-treasurer of the Chicago Regional Council of Carpenters, which represents members in 72 counties throughout Illinois and Eastern Iowa; and

WHEREAS, Mr. Libby also served on the Illinois State Council of Carpenters’ executive board and as a past board member to the Chicago Convention and Tourism Bureau; and

WHEREAS, In 2010, the Chicago Regional Council of Carpenters’ Labor and Management Committee launched Emmy-nominated Built to Last®, an educational vehicle for sustainable construction, product innovations, energy-efficient techniques and skilled craftsmanship with five seasons now produced under the direction of Mr. Libby and the Carpenters’ Labor and Management Committee; and

WHEREAS, In 2011, Frank Libby spearheaded a successful challenge to the state legislature’s attempt to adopt work rules at McCormick Place and the challenge resulted in not only reaffirming Chicago as the preeminent trade show destination in the country but in a dramatic increase in revenue for the city, local businesses and the state of Illinois; and

WHEREAS, Mr. Libby intends to remain active in the community and as a member of the board of directors for both a major Chicago financial institution and a national health care insurance provider. Mr. Libby welcomes the opportunity to spend time with his family including wife Gail and daughter Cynthia;

NOW, THEREFORE, BE IT RESOLVED, that the Cook County Board of Commissioners does hereby recognize and honor Frank T. Libby on an incredible career and achievements and wish him the best in his future endeavors; and

PROPOSED RESOLUTION

A RESOLUTION HONORING MS. DOROTHY CLARK-SMITH ON THE OCCASION OF HER 70TH BIRTHDAY

WHEREAS, Ms. Dorothy Clark-Smith was born August 2, 1948 in Canalou, Missouri, and

WHEREAS, Ms. Clark-Smith has lived a life of hard work from picking cotton and soy beans to working as an educator, and

WHEREAS, fifty years ago, Ms. Clark-Smith was married and she raised three children and now enjoys spending time with her two grandchildren, and

WHEREAS, Ms. Clark-Smith is a dedicated member of Emmaus Lutheran Church, where she founded the Youth ministry, is a member of the Adult Choir, directs the Sunday School Choir, and was Secretary and President of the Ladies Guild, and

WHEREAS, Ms. Clark-Smith graduated from Northeastern University with her Bachelor’s Degree after spending 22 years taking care of her family and later achieved two Master’s Degrees, and

WHEREAS, Ms. Clark-Smith worked more than 40 years as an educator in Proviso Township and Chicago Public Schools, and

WHEREAS, for the last 13 years, Ms. Clark-Smith has served on the Bellwood Library Board and currently serves as its President, and

WHEREAS, Ms. Clark-Smith also serves on the Bellwood School District’s Board of Education, currently as Secretary, and

WHEREAS, Ms. Clark-Smith combines her passion for education and community as the Liaison for the Proviso Area for Exceptional Children’s Secretary, and

WHEREAS, the Village of Bellwood and all of the County’s First District have long benefited from Ms. Clark-Smith’s dedication to her community, and she is wished the happiest of birthdays.

PROPOSED RESOLUTION

A RESOLUTION HONORING JOHN MAYES FOR HIS DECADES OF WORK IN BEHAVIORAL HEALTH CARE AND ON THE OCCASION OF HIS RETIREMENT

WHEREAS, John Mayes began his career in behavioral care at Thresholds in 1984, where he worked for more than 20 years, and

WHEREAS, in that role, John was a leader in expanding supported housing and outreach services to the South and West sides of Chicago, and

WHEREAS, for the last 12 years, John has led Trilogy, which he has transformed into one of Chicago’s largest and most dynamic behavioral health service providers, and

WHEREAS, Trilogy was once a small organization that provided services mostly to the Northeast Side of Chicago, but John has expanded its role in the city by offering services across the South and West Sides, and

WHEREAS, beyond clinical care, John has been a major advocate for helping people with disabilities find work, and

WHEREAS, more than 500 individuals with mental illness have moved out of nursing homes and into independent living with John’s assistance, and

WHEREAS, John is a licensed clinical social worker who holds a Master’s degree from the University of Illinois at Chicago and is a past president of the National Alliance for the Mentally Ill-Greater Chicago, and

WHEREAS, John has dedicated his life to the idea that people with serious mental illness can and do recover if given the treatment they need and deserve.

NOW, THEREFORE, BE IT RESOLVED, by the President and the Cook County Board of Commissioners that John Mayes is honored and thanked for his leadership and dedication to advancing the needs of mentally ill individuals, which benefits every resident of Cook County.

BE IT FURTHER RESOLVED, that John Mayes is congratulated on the occasion of his retirement.

A RESOLUTION HONORING JERRY REINSDORF FOR HIS EFFORTS TO FIGHT GUN VIOLENCE IN CHICAGO

WHEREAS, Jerry Reinsdorf is the chairman of the Chicago White Sox and the Chicago Bulls, and

WHEREAS, Mr. Reinsdorf purchased the White Sox in 1981 and the Bulls in 1985, etching him a permanent place in Chicago sports history, and

WHEREAS, since that time, Mr. Reinsdorf has worked to not only build championship teams but to improve the quality of life for Chicagoans who are struggling, and

WHEREAS, for the last four years, Mr. Reinsdorf has sponsored a Community Unity Day at the White Sox Park in conjunction with the County Board’s First District, which has served as a fun, relaxing way for families who have been the victims of gun violence to come together and enjoy a baseball game, and

WHEREAS, Mr. Reinsdorf has also worked to combine efforts with the Chicago Bears, Chicago Cubs, Chicago Blackhawks, Chicago White Sox and the Chicago Bulls to fight Chicago’s gun violence issue, which resulted in $1 million being donated to three organizations: the youth therapy program Choose 2 Change, analyst training for technology centers in Chicago police stations, and the University of Chicago Crime Lab, and

WHEREAS, Mr. Reinsdorf through the Chicago White Sox and Chicago Bulls has consistently supported organizations seeking to improve the lives of disadvantaged youth in Cook County. Some of the organizations supported include: Becoming A Man (BAM), The READI program, and KaBoom which builds playgrounds, basketball courts and baseball fields, and

WHEREAS, Mr. Reinsdorf has a long history of fighting to improve the quality of life for children in Cook County, and

WHEREAS, Mr. Reinsdorf has worked tirelessly to build two of Chicago’s sports teams as well as the communities they represent for many years.

NOW, THEREFORE, BE IT RESOLVED, by the President and Cook County Board of Commissioners that Mr. Jerry Reinsdorf is honored for his dedication to all of Cook County and commended for his diligent efforts to improve the quality of life of Cook County residents through his leadership and philanthropy.
