I. CALL TO ORDER
The Mayor called to order the regular meeting of the City of Palos Heights City Council at 7:00 p.m. in the City Administrative Center, 7607 W. College Drive, Palos Heights, IL.
II. INVOCATION & PLEDGE OF ALLEGIANCE
The Mayor led the invocation and Pledge of Allegiance.
III. ROLL CALL

V. CONSENT AGENDA
A. Approval of Minutes: City Council Meeting of September 18, 2018.
B. Approval of Payroll and Voucher List for the period ending September 28, 2018.
C. Approval of request from Palos Stars Football & Cheerleading to conduct a Tag
Day in the City of Palos Heights on Saturday, October 20, 2018 to raise money to attend the National Tournament in Gatlinburg, Tennessee.
D. Approval of a Special Event Permit for Trinity’s Alumni Annual 5k Run/Walk on Saturday, November 3 from 7:30 a.m. to 11 a.m. on a designated Route in the Navajo subdivision. The application has been reviewed and recommended by the Police and Public Works Department
Alderman Clifford moved to approve the above items on the Consent Agenda seconded by Alderman McGrogan.
On roll call, the motion to approve the Consent Agenda was:
Ayes: (8) Basso, Bylut, Clifford, Fulkerson, Key, Kramarski, McGovern, McGrogan
Nays: (0) None
With eight (8) affirmative votes the motion carried.

VII. REPORTS OF CITY OFFICIALS
A. Mayor: (1) Reported that the Illinois Philharmonic will debut its season on October 20, 2018 performing at Trinity Christian College. (2) Interested volunteers are encouraged to contact the Cook County Forest Preserve which is undertaking a Palos Restoration Project which involves the restoration of habitat for plants and animals in the surrounding forest preserve areas. This works involves, among other things, clearing invasive brush and assisting on prescribed burns. For more information interested residents can visit fpdcc.com.

A. Finance—Chairperson Alderman Fulkerson: No Report.
B. Public Safety—Chairperson Alderman McGovern:
Alderman McGovern moved to authorize the City Attorney to draft an ordinance declaring four (4) 2015 Tahoe Police vehicles as surplus and authorizing the sale of said vehicles seconded by Alderman Kramarski. The motion carried by unanimous voice vote.
C. Municipal Grounds and Property—Chairperson Alderman Basso:
Alderman Basso moved to approve final payment to Elens & Maichin Roofing for work satisfactorily completed on the Pool Roof Project in the amount of $27,244.00 seconded by Alderman McGovern.
On roll call, the motion to approve the payment was:
Ayes: (8) Basso, Bylut, Clifford, Fulkerson, Key, Kramarski, McGovern, McGrogan
Nays: (0) None
With eight (8) affirmative votes the motion carried.

D. Planning and Zoning—Chairperson Alderman Clifford: No Report.
E. Recreation—Chairperson Alderman Key: Congratulated Mike Leonard on his recent certification attainment as a Certified Parks and Recreation Executive which is an exclusive certification. Dogtober fest will take place on Saturday at the Recreation Center. Touch A Truck will take place at the pool parking lot on October 25th.
F. Roads and Construction—Chairperson Alderman Kramarski: No Report.
G. License, Permits & Franchises—Chairperson Alderman McGrogan: No Report.
H. Water and Sewer—Chairperson Alderman Bylut: No Report.
XI. REPORTS OF SPECIAL COMMITTEES
A. Business/Economic Development: Chairperson Alderman Key: The outdoor farmers market will end in two weeks with the winter farmers market continuing at the Recreation Center beginning on November 17th. The Beautification Committee Recognition Night will take place on October 18th.

Alderman Fulkerson moved to convene the regular meeting to enter into executive session to discuss matters related to personnel seconded by Alderman Kramarski. The motion carried by unanimous voice vote.
