City of Hickory Hills City Council met March 14.

CALL TO ORDER
The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley.

REPORTS OF CITY OFFICIALS
MAYOR
Mayor Howley announced on Saturday, March 23rd a fundraiser will be held at City BBQ in Orland Park for Kruse’s Krew. They will receive 25% of the sales.
Mayor Howley reported he and Public Works Director Sue Lehr attended a Tollway meeting last week. The Park District was also in attendance. He noted land acquisition was discussed. Construction is not scheduled to begin until 2021 or 2022.
Mayor Howley noted he attended the Crossing Over Ceremony for the Cub Scouts this past Sunday. It was a very nice event.
CITY CLERK
Clerk Catizone was absent. Acting Clerk Sharon Marciano noted she is having issues with her knee replacement.
Ms. Marciano announced packing for the troops will be held at the Community Center on Tuesday, March 19th at 6:00 p.m.
CITY TREASURER
Treasurer Schramm presented the Treasurer’s Report dated February 28, 2019 for approval. Alderman Stachnik moved to approve the Treasurer’s Report dated February 28, 2019. Alderman McHugh second. Roll call: Aldermen Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
Treasurer Schramm distributed a copy of the proposed upcoming budget meetings. These are tentative dates, please let Treasurer Schramm know if there are any conflicts.
CITY ATTORNEY
Ord. #19-01 – Attorney Cainkar presented Ordinance #19-01, an ordinance approving a real estate sale contract between the City of Hickory Hills and 8856 West Hickory Hills, LLC pertaining to the property located at 8800 West 87th Street, Hickory Hills, IL. This allows the buyer to apply for zoning. If the zoning is not approved, then the sale of property will not take place. Alderman Kman moved to approve Ordinance #19-01. Alderman Waight second. Roll call: Aldermen Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
CITY ENGINEER
Res. #19-04 – Mr. Spolar presented Resolution #19-04, a resolution authorizing the City of Hickory Hills to match funds for the CDBG program for road improvements. The application is for $387,000.00. Alderman Zimmerman moved to approve Resolution #19-04. Alderman Stachnik second. Roll call: Aldermen Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
MFT Contract Award – Mr. Spolar reported a bid opening was held on March 12, 2019 for the 2019 MFT resurfacing project #19-R0018.01.
The bids received were as follows:

Mr. Spolar has reviewed the bids and is recommending the contract be awarded to D. Construction in the amount of $252,153.81. Alderman Szeszycki moved to approve the contract award to D. Construction for the 2019 MFT resurfacing project in the amount of $252,153.81. Alderman Kman second. Roll call: Aldermen Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. So approved.
Mr. Spolar requested the Public Hearing be opened. Alderman McHugh moved to open the public hearing in accordance with General Permit for Discharges from Small Municipal Separate Storm Sewer System (MSS) for the National Pollutant Discharge Elimination System known as (NPDES). Alderman Zimmerman second. Roll call: Aldermen Kman, McHugh, Stachnik, Szeszycki, Waight, Zimmerman aye. Public Hearing is now open.
The purpose of this hearing is to list the City’s program to keep storm water clean and pass this clean storm water to towns at lower elevations. Water pollution degrades surface waters making them unsafe for drinking, fishing, swimming, and other activities. As authorized by the Clean Water Act, the NPDES Permit Program controls water pollution by regulating sources such as sewers and ditches and tributaries, that discharge pollutants into waters of the United States and detention basins. In 2003, IEPA required all Municipal Separate Storm Sewer Systems (MS4’s) to file a Notice of Intent (NOI) to describe how they are going to comply with the statewide general permit conditions. Each community was required to obtain an NOI and have a fully implemented program, addressing each of the six minimum control measures. The City updated their Notice of Intent in 2013. The current permit will expire on February 28, 2021.
In the past years, Mr. Spolar has described how the City met the six minimum control measures, but that information is now available on the City’s website. He highlighted some key items that occurred in this past reporting period.
1)Information is available on the City’s website related to flood risks, clean water beginning at your home, auto maintenance, hazardous leaks and spills, and the refuse, recycling and yard waste programs.
2)Additionally, the NPDES Annual Report and Current NOI are also available under the Public Works page of the City’s website.
3)The Waste Management At Your Door Program that provides a responsible method to dispose of numerous unwanted items, including paint, motor oil, electronics, batteries and unused garden chemicals.
4)Restoration after the Sabre Room property was established. The City required the developer to meet the City’s ordinances in regard to sedimentation control and storm water runoff after the banquet hall was torn down.
5)Most important are the efforts of the City departments and personnel. They lead by example in protecting our waterways, and they hold the residents and businesses of Hickory Hills to the same levels of compliance to the ordinances of the City.
Mr. Spolar noted this concludes the summary of the City’s commitment to meet the General Permit requirements. No public comments at this time. Alderman Stachnik moved to close the Public Hearing.
