City of Hickory Hills City Council met July 11.

CALL TO ORDER

The regular meeting of the Hickory Hills City Council was called to order by Mayor Mike Howley on Thursday, July 11, 2019 at 7:32 p.m. in the City Hall Council Chambers.

PLEDGE OF ALLEGIANCE

Mayor Howley lead the pledge of allegiance.

ROLL CALL

Upon roll call, the following were present:

Alderman Stachnik was absent. There being a quorum present, the meeting was called to order.

OPEN TO THE PUBLIC

Alderman Waight moved to open the meeting to the public. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

No one spoke during this portion of the meeting.

CLOSE TO THE PUBLIC

Alderman Ferrero moved to close the meeting to the public. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

JOURNAL OF PROCEEDINGS

Alderman Kman moved to approve the minutes of the regularly scheduled meeting of June 27, 2019 as printed subject to deletions or corrections. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight aye. Alderman Zimmerman pass. So approved.

REPORTS OF CITY OFFICIALS

MAYOR

Mayor Howley congratulated Alderman Kman’s son, Justin for his new command in the Army. He is one of three to lead a command. He is currently state side for the next few years.

Mayor Howley also congratulated Max Strus on his success in the Celtic’s summer games in Las Vegas.

Mayor Howley reported the State Farm Agency at 7834 West 95th Street has requested to hold a fundraiser on September 29th. This will benefit a pediatric cancer foundation. It will be an outdoor event. No objections were noted.

Mayor Howley stated the Des Plaines Valley Mosquito District notified the city that they have a positive on West Nile Virus in their district.

CITY CLERK

Clerk Catizone reported she has secured the date of Tuesday, September 17th for the Secretary of State’s Mobile Unit to come to Hickory Hills from 10:00 a.m. until 2:00 p.m. at City Hall.

CITY TREASURER

No report submitted.

CITY ATTORNEY

Attorney Cainkar was not present at the meeting at this time. He will report at the end of the meeting.

CITY ENGINEER

Mr. Spolar was absent. No report submitted.

COMMUNICATIONS

BILLS PAYABLE

Alderman Kman moved to approve the bills payable for the first half of July 2019 in the amount of $358,329.38. Alderman Ferrero second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

STANDING COMMITTEES

Kman/Finance

No report submitted.

Stachnik/Public Safety

Lt. Tim Stevens reported a memo was sent to the Council earlier requesting permission to hire a Police Officer. This opening occurred when Officer David Wetherald retired. No objections were noted. Alderman Purtill moved to approve the hiring of one Police Officer. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Zimmerman/Public Works

Public Works Director Lehr reported she and Robinson Engineering have met with Linden & Sons Contractors for the Colonial storm sewer project.

She noted they plan to start next week mobilizing their equipment, pot holing and delivering the junction chamber. Notifications will be distributed Friday or Monday to alert the area of construction. As the project progresses, notifications will be updated and distributed, along with alternate parking spot locations. Police, Fire, and Park District will also be notified that 85th Avenue and Coey from 93rd Street to 84th Court will be made a one-way street temporarily.

McHugh/Bldg./Facilities

Purtill/Laws & Ordinances

Alderman Purtill is in receipt of two business license applications. 1) Vargas Financial Services located at 8859 S. Roberts Road, this is an insurance agency. No objections were noted. 2) Master Cabinetry located at 7720 W. 99th Street. This is a warehouse and furniture building. Building Commissioner Moirano noted he has shut this business due to an odor coming from the unit. This license will be held until all permits are issued from the building department.

Fonte/Health & Environmental Control

Ferrero/Community Affairs/Youth Advisory

Alderman Ferrero reported the Street Fair has some good and bad. The weather was a factor this year. Alderman Ferrero stated the Street Fair may not happen next year due to construction on Roberts Road. Public Works Director noted she currently does not know the construction period. More information will be available in the fall. More discussion on the street fair will need to take place.

Waight/Chamber Business Development

Alderman Waight announced the Hills Chamber is hosting a business after-hours event on July 18th at Webb Auto Outlet on 10926 Southwest Highway from 5:00 p.m. to 7:00 p.m.

UNFINISHED BUSINESS

Alderman McHugh thanked Public Works and the Police Department for all of their assistance at the Street Fair. The City broke even with regards to the beer tent.

NEW BUSINESS

Mayor Howley thanked the good Samaritan that helped a resident during a recent garage fire. He also thanked the Police Officers on the scene. The Police will be recognizing this good Samaritan.

Mayor Howley noted the Clerk has reviewed pricing of the new chairs for the Council and they will be ordered shortly.

Building Commissioner Moirano gave an update on the construction of S & M Motor Sports on 95th Street. At this time, Commissioner Moirano recommended reviewing the building ordinance on construction and the permitting process. Attorney Cainkar will review.

CITY ATTORNEY

Ord. 19-04 – At this time (8:16 p.m.), Attorney Cainkar opened the meeting to the public hearing relative to Ordinance 19-04, an appropriation for corporate and other purposes for the fiscal year beginning May 1, 2019, and ending April 30, 2020.

Public notification regarding this public hearing was published in the area newspaper. Since there were no comments Mr. Cainkar closed the public hearing to the public (8:18 p.m.) and requested a motion to approve Ordinance 19-04. Alderman Waight moved to approve Ord. 19-04. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

Ord. 19-05 – Attorney Cainkar presented Ordinance 19-05, an ordinance amending Section 31.12, tobacco dealers, of Chapter 31, licenses, of the Hickory Hills Municipal Code. Attorney Cainkar noted this ordinance amends the code to comply with state statutes. Alderman Waight moved to approve Ordinance 19-05. Alderman McHugh second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.

ADJOURNMENT

Alderman Ferrero moved to adjourn the meeting until the next scheduled or specially called meeting. Alderman Waight second. Roll call: Aldermen Ferrero, Fonte, Kman, McHugh, Purtill, Waight, Zimmerman aye. So approved.
