City of Hometown City Council met June 11.

Here is the minutes provided by the council:

Call to Order: The regular meeting of the City Council of the City of Hometown was called to order by Mayor Kevin Casey on Tuesday, June 11, 2019 at 8:00 P.M.

Pledge of Allegiance: The Pledge of Allegiance was led by Alderman Banasiak

Roll Call: Roll call indicated that the following were present: Aldermen Kurysz, Smith, Walsh, Banasiak, Barnhouse, Reynolds, Zak, Touchie and Finnegan.

Absent: Alderman Grochowski

Also present: Michael Cainkar, City Attorney, Louis Dominguez, Chief of Police, Mike Ringbauer, Director of Public Health and Safety, Mark Trlak, Director of Public Works and James Forbes, Building Commissioner.

Press: Kelly White, Hometown Hi-Lites.

Journal May 28, 2019: Moved by Alderman Kurysz, seconded by Alderman Smith to approve as published the Journal of May 28, 2019 Regular City Council Meeting.

Roll Call Indicated:

AYES: (5) Aldermen Kurysz, Smith, Barnhouse, Reynolds and Zak.

NAYS: (4) Alderman Walsh, Finnegan, Banasiak and Touchie

ABSENT: (1) Alderman Grochowski

REPORTS AND COMMUNICATIONS

Office of the Mayor:

Mayor Casey stated as everyone knows the Governor’s Capitol Bill for $45 Million passed, we realize there are increases but in that bill the City of Hometown will get 1.24 Million for three streets thanks to Senator Collins, she has been very good for us. We are expecting funds from the County also. With summer here Mayor Casey said he will talk to the Chief about concentrating on the interior streets. Mayor Casey stated we have Storm Chaser companies in the area trying to sell people new roofs and siding from storm damage. Maybe the Building Department can put something in the Hi- Lites warning our residents.

Office of the City Clerk:

Clerk Hacker reported that her office received notification from the Department of Revenue that the Sales Tax collected in the month of February 2019 was in the amount of $15,578.98. The amount collected in the month of February 2018 was in the amount of $16,392.10.

Clerk Hacker reported that her office received notification from the Department of Transportation that the MFT collected in the month of February 2019 was in the amount of $9,626.32. The amount collected in the month of February 2018 was in the amount of $ 9,956.02.

Office of the Treasurer:

Treasurer Roti was absent. Mayor Casey stated he recently spoke with Treasurer Roti and his rehabbing is going better than expected, maybe another month.

City Attorney: Michael Cainkar, City Attorney had no report.

REPORTS FROM CITY APPOINTED OFFICIAL

Police: Louis Dominguez, Chief of Police had no report.

Public Works: Mark Trlak, Director stated they completed the lawn restore from the water breaks, they continue to lay cold patch. The Street Sweeper came through this morning. The branch pick-up program is going well.

Building Department: James Forbes, Building Commissioner had no report.

Public Health & Safety: Mike Ringbauer, Director of Public Health and Safety reported he has issued several tickets.

HFPD: HFPD Trustee Reinheimer reported that three of our members are now on the Chicago Fire Department. There has been 975 hours of training in May. 2 members went through the Officers Training classes in Indianapolis.

FINANCE COMMITTEE

Accounts Payable and Payroll June 11, 2019:

Public Health & Safety:

HFPD: Moved by Alderman Touchie, seconded by Alderman Banasiak to approve for payment the accounts payable vouchers in the amount of $27,843.83 and payroll vouchers in the amount of $79,045.56 for a total expenditure of $106,889.39.

(List of vouchers marked “EXHIBIT A” attached to and made a part of this Journal)

NAYS: (0) Touchie and Finnegan.

Alderman Touchie acknowledged receipt of the Clerk Collector’s report.

STREETS, SIDEWALKS AND MUNICIPAL BUILDING COMMITTEE

Alderman Glen Zak, Chairman had no report.

WATER AND SEWER COMMITTEE

Alderman Walsh, Chairman reported The City of Hometown Ordinance No. 3-1989 provides for passing the Chicago Water and Sewer increase onto the residents of Hometown. The City of Chicago increased the water rate as of June 1, 2019. The current water charge per 665 cubic feet is $34.79, with the City of Chicago increase of.82% it will bring the new charge for 665 cubic feet to $35.08. So the minimum bill for water and sewer will now be $59.46 per month.

You will see this increase on the July bill, due in August which is for June usage.

PARKS AND RECREATION COMMITTEE

Alderman Smith, Chairman reported they will have “A Movie in the Park” on August 24, 2019.

BUILDING COMMITTEE

Alderman Barnhouse, Chairman gave the Building report.

LICENSE COMMITTEE: Alderman Donna Grochowski, Chairman was absent.

CODE AND ORDINANCE COMMITTEE:

Alderman Bob Reynolds, Chairman had no report.

INSURANCE COMMITTEE: Alderman Rick Banasiak, Chairman had no report.

PUBLIC HEALTH AND SAFETY COMMITTEE: Alderman Luci Kurysz, Chairman had no report. POLICE COMMITTEE: Alderman Finnegan, Chairman reported

LO Tickets: 17 State Tickets: 58 P Tickets: 321 Complaints: 249 Written Warnings: 37

REPORTS FROM SPECIAL COMMITTEES

Library: Alderman Grochowski was absent. Alderman Kurysz reported the story hours will be held on June 29th and July 21st. June 18th is Family Night and July 16th is a Scavenger Hunt in the Library. There will be a book sale on June 21st.

Legislation: Alderman Spencer Touchie, Chairman gave a full report on the Capitol Bill funding increases and other bills being considered in Springfield. Mayor Casey stated the Gaming Bill will allow for 6 machines each site instead of the current 5 and will allow for progressives up to 1099.00.

Fire Department: Alderman Rick Banasiak no report.

Personnel Review: Mayor Kevin Casey, Chairman had no report.

PRESENTATION OF PETITIONS, COMMUNICATIONS RESOLUTIONS, ORDERS AND ORDINANCES BY ALDERMEN

Special Events: Alderman Grochowski absent.

Health, Welfare & Community Awareness: Alderman Grochowski absent. Alderman Touchie thanked everyone for supporting the 17th Annual Hometown Community Chest Golf Outing on June 8th. The second Queen of Hearts started and drawings are at 8pm on Friday’s at the Hometown Tap.

Alderman Kurysz thanked Alderman Zak for joining the VFW.

UNFINISHED BUSINESS: There is a chance HPBSSB will cease to exist. NEW BUSINESS: NONE

CITIZEN’S HEARING: Trustee Reinheimer asked the date of the switch to the County and Chief Dominguez responded we are 90 days out.

ADJOURNMENT: Motion made by Alderman Touchie seconded by Alderman Reynolds to adjourn the regular meeting of the Hometown City Council.

MOTION STATED CARRIED

The meeting adjourned at 8:30 pm
